CHAIRMAN’S 04/499 The Chairman welcomed the Press
to the first
WELCOME meeting
of April and wished to comment upon the recent ceremony both at the
MINUTES 04/500 The Minutes of the meeting held
on
VIKING 04/501 The Town Clerk referred back to
Minute 04/449
LONGHOUSE and
updated Members on the current situation.
A further letter had been received from advocates for the adjacent
property owner to the Longhouse concerning action under the Building Control
Act to alleviate the problem of falling masonry from the Longhouse
building.
It
was noted that a meeting between the owner of the Longhouse and the adjacent
property owner together with the Environmental Health Office Inspector had
recently taken place regarding the necessary work required to alleviate the
problem. It was anticipated that the
work would commence on
PARISH 04/502 The Town Clerk referred back to
Minute 04/451
PARTNERSHIP and
indicated that a meeting had been arranged by the Department of Transport for
28th April which he would attend relating to the Parish Partnership
Scheme initiative scheme arranged by the Department.
RECYLCE BINS 04/503 The Chairman referred back to
Minute 04/452 and indicated that whilst the recycle bins at the end of the
Promenade were being used it appeared at times the bins were not locked and
youths had removed bottles and broken them on the adjacent rocks. It was AGREED
to advise the Waste Management Unit accordingly. Reference was made to the Department of Transport
Depot yard at the Weatherglass Corner and it was AGREED to enquire whether additional recycle bins might be located
at this site.
PHILIP CHRISTIAN 04/504 Mr.
Lightfoot referred to a broken window in
CENTRE the
gable end of the Philip Christian Centre and the Town Clerk undertook to
arrange for its repair. It was noted
that the broken window alongside the toilets had been repaired that day.
Arising
therefrom the Chairman referred to Philip Christian’s house which was situated
in
STREET NAMES 04/505 The Chairman referred back to
Minute 04/467 and in addition to the previously submitted signs requiring
replacement indicated that the Corrins Way sign and Ballaterson Crescent sign
were also in need of replacement. It was
AGREED that they be replaced
accordingly.
BUILDING 04/506 The Board noted an increase in
the various
CONTROL FEES categories
for building control fees under the 1991 Act.
BUILDING 04/507 The Town Clerk indicated that a
letter had been
CONTROL ACT 1991 received from the Environmental Health
Officer requiring necessary remedial work to the roof of Empire, Marine Parade,
Peel a property owned by Mr. Hanson. Mr.
Hanson had been requested to contact the Environmental Health Officer to
discuss the necessary works required to render the premises safe in advance of
any formal action being taken under the Building Control Act 1991. NOTED
ISLE OF MAN 04/508 Members noted a letter from
Superintendent
CONSTABULARY Gary
Roberts in respect of the restructuring of the Isle of Man Constabulary. Members noted the contents of the letter and
arising therefrom it was AGREED that
arrangements be made to invite Superintendent Roberts to a meeting in company
with Sergeant Lowe of the Peel Station.
PEEL CAMPSITE 04/509 Further consideration was given
to a request from Mr. Fargher and Miss Dryden regarding their wish to hold a
wedding reception at Peel Campsite. The
couple had now rearranged their wedding date to
STREET 04/510 Consideration was given to a
request from the
LIGHTING Manx
Electricity Authority concerning the cost to replace a street light at Mourne
View, Peel in the sum of £850.00 plus VAT.
The Town Clerk referred to a further request for a replacement head at
PUBLIC SECTOR 04/511 Members noted the amended
uniform criteria
HOUSING for
housing which was effective from
BALLATESSAN 04/512 Consideration was given to the
street lighting
MEADOW scheme
submitted by Heritage Homes Limited with a letter from the Community Safety
Unit of the Isle of Man Constabulary.
Constable Radcliffe of the Community Safety Unit had indicated that the
type of light proposed was of a high pressure sodium vapour lamp which omitted
a characteristic yellow light and had limited colour rendering ability. White light such as those provided by metal
halide lamps gave improved colour rendition and this type of light was
recommended by the Constable. Whilst its
initial installation costs might be higher the Board nevertheless agreed that
the metal halide lights should be installed and it was AGREED to advise Heritage Homes Limited accordingly.
HOUSING (FLATS) 04/513 Upon recommendation from the
Environmental
REGULATIONS 1982 Health Technician it was AGREED that flats 7, 8, 9, 10, 11 and 12
Cronk Lheanag, Ballawattleworth Estate, Peel be registered under the
regulations.
PLANNING 04/514 The following planning

matter was considered at some length and members agreed to object to the

It was noted that the Department would be prepared to discuss the
possibility of a revised access and it was AGREED
that this matter be raised with the Department in due course.

written to the Commissioners seeking comments on the proposed road closure

2005. Members had no objection to the
proposed road closure and it was AGREED
to advise the Department of Transport accordingly.
Consideration
was also given to a request from the Department of Transport for views on the
road closure application for Peel Carnival Day scheduled for

therefrom consideration was given to a request from Miss Forster of 7 Close
Toalt, Ballawattleworth Estate, Peel who wished to obtain a street traders
licence for a stall on Carnival Day to sell jewellery. Bearing in mind that the application had not
been made by the February deadline date it was AGREED TO REFUSE the request.
DRAINS in
STRAND 04/522 It was noted that vehicles were
blocking the
STREET OFF ROAD access
to the parking in
PARKING AGREED that a chevron box be painted to
prevent blocking garages. The Chairman
indicated that a similar problem had arisen at
PEEL ONLINE 04/523 Mr. Gimbert indicated whether a
link could be
WEBSITE established
to the Peel online Website for a shopping area.
Sponsorship could be obtained from retailers who could access the site. The
matter was discussed and Mr. Lightfoot enquired whether there would be a
reciprocal link for the Commissioners to other websites. The Commissioners had no objection to such a
proposal in principle but felt that it was up to local businesses to secure
suitable sponsorship for the establishment of the site link.
This
part of the meeting ended at
