The MINUTES of the GENERAL MEETING held

CHAIRMAN’S 05/294 The Chairman welcomed the Press
to the first
WELCOME meeting
of December and wished to express publicly his thanks to those volunteers that
had took part in the Clean Team effort to tidy up the town. The Chairman also wished to express his
thanks to the Isle of Man Bank for the provision of a clock on the IRIS Pump
House, Peel Promenade.
The
Chairman referred to the lantern competition and thanked Mr. Crowe and the
three Princesses (Poppy, Carnival and Lifeboat) for judging the lantern
competition together with the three winners of the competition whom assisted in
the switching on of the Christmas tree and festoon lights. On a less than positive note he wished to
remind the traders that took up the offer of a free Christmas tree to make the
effort to erect the trees and put lights on them in

LHERGYDHOO 05/296 The Town Clerk referred back to
Minute 05/254
SANDPIT and
indicated that a planning application had been submitted for infilling a
natural depression at Lhergydhoo which would be capped with sub-soil and
seeded. It was noted that this
application had gone to Appeal. NOTED
TRADITIONAL 05/297 It was confirmed that following
a recent
BOAT FESTIVAL meeting
with Peel Sailing and Cruising Club the Club, with assistance from the
Commissioners, would organise the Traditional Boat Festival for 2006.
PROPOSED 05/298 Mrs. Sweeney referred back to
Minute 05/257
SECURITY FENCE and
indicated that to undertake the necessary work it was likely that a mini digger
and drill would be required at the radio station site on the hill. This would have an impact on the continuing
restoration of the footpath.
PROPOSED HOTEL 05/299 Reference was made back to
Minute 05/265 and
AND APARTMENTS it
was noted that approval in principle had been
MARINE PARADE given
for the proposed new hotel and apartments at Marine Parade, Peel. It was noted that the twenty one day period
in which objectors could seek a review of the decision would have to be served
before the tender process could be instigated.
NOTED
PROPOSED LIGHT 05/300 Reference was made back to
Minute 05/269 and
INDUSTRIAL PARK it
was noted the Planning Committee had
BALLATERSON refused
the Commissioners application seeking approval in principle for a light
industrial park on land at Ballaterson.
It appeared that the Department of Transport had problems with the
access to the site and the Commissioners expressed their disappointment and
concern at this refusal. The Chairman indicated
that efforts would be made to try and resolve the issues of concern. It was
confirmed that the Department of Trade and Industry supported the Commissioners
in trying to establish a light industrial park on this land.
ISLE OF MAN 05/301 Members noted receipt of a
letter from the Chief
CONSTABULARY Constable
regarding the ongoing modernisation of the Isle of Man Constabulary. Under the proposals a redeployment of staff in
Peel would secure the services of an Inspector who would have total
responsibility for policing of the area.
NOTED
WORK 05/302 The Town Clerk referred to the
Trident Skill for
EXPERIENCE Life
Scheme organised in conjunction with the Department of Education and noted that
the Commissioners would be prepared to take on a student in 2006 for work
experience.
ANTI-LITTER 05/303 Members gave consideration to a
request from
CAMPAIGN the
Town Warden to extend the Anti-Litter Campaign to pupils at the Queen Elizabeth
11 High School. It was anticipated that
the scheme would follow a similar format and that a presentation would be made
to the year seven children as part of their assembly. Consideration was given to a financial
contribution towards the competition and it was suggested that a £100 prize
fund be earmarked for the competition.
Arising therefrom Mr. Crookall expressed
concern at the amount of time the Town Warden was spending on such campaigns
and felt that the Warden would be better served on the street dealing with
matters such as dog fouling and litter.
Other Members felt that a concerted effort through the schools was
beneficial in the long run.
ROAD TRAFFIC 05/304 Members noted receipt of two
draft Orders
ACT 1985 which
would rescind two reserved parking spaces on
MOUNTAIN VIEW 05/305 Members gave consideration to a
report from the Town Warden regarding some complaints from members of the
public about the speed at which cars were travelling along the lane between
Mountain View and Peveril Road. It was
noted that this lane was for access to the properties only, however it was used
by parents taking children to school.
The Town Warden had suggested the provision of speed bumps to counter
excessive speed and it was AGREED
that the matter be referred to the next meeting of the Traffic Management
Liaison Group scheduled for
PARKING OUTSIDE 05/306 Members noted a letter from Mr.
Hague,
LAUNDERETTE
proprietor
of the launderette on Peel
PEEL PROMENADE Promenade
who had complained about the loss of parking spaces due to the changes made to
Peel Promenade. Issue was taken over the
number of spaces that he alleged had been lost.
It was suggested that no more than four or five spaces had been removed
as opposed to the twenty that Mr. Hague had suggested. It was indicated that the matter could be
discussed at the next meeting of the Traffic Management Liaison Group.
PROMENADE 05/307 The Town Clerk reported upon the
street
LIGHTS lighting
and festoon lighting on Peel Promenade.
Following the recent storm the festoon lighting had come adrift and
separated from the lighting columns and had been lost. A significant section of the lighting had to
be removed as the weight of the cabling and lights had undermined the street
lighting columns. One column was damaged
to such an extent that it had to be removed.
It was noted that the matter of the replacement lights together with the
possibility of replacing the festoon lights would be considered under the
budget process for 2006/07.

ON APPEAL Appeal
hearing in respect of Mr. McKenzie’s application to convert the existing
basement, ground and 1st floor levels into flats together with
extension to form additional flat at the Creg Malin Hotel on Marine Parade,
Peel. The Inspector had agreed to
dismiss the Appeal and that the decision of the Planning Committee to refuse
the application be confirmed.
PA 05/00389 05/313 Members noted receipt of the
decision of the
ON APPEAL Inspector
in respect of the Appeal by Heritage Homes Limited for the erection of a block
of four shops with apartments over to replace previously approved health centre
at Ballawattleworth Estate, Peel. The
Inspector had recommended that the Planning Committee’s refusal of the
application be reversed and that approval be granted subject to certain
conditions as set out in the schedule to the report. NOTED
HOUSING (FLATS) 05/314 Members considered a
recommendation from
REGULATIONS 1982 the Environmental Health Officer following
an inspection of 6 Marine Parade to register 5 flats at this address. AGREED
PUBLIC HEALTH 05/315 Members noted receipt of a
letter from Mrs.
ACT 1990 Williams,
to the Environmental Health Department concerning the health risk of a colony
of rooks or crows in the trees at Heathfield House,
PEEL MASONIC 05/316 Members were advised that the
Peel Masonic
CLUB Club
would this year organise a visit to Peel by Santa Claus. It was noted that he would attend in a
cottage on a towed trailer at the Market Place at
BRIDGE STREET 05/317 The Town Clerk referred to a
letter from Captain Brew together with a plan showing the temporary remedial
measures that the Department would take to protect the beach slipway adjacent
to Bridge Street. NOTED
REAYRT AALIN 05/318 The Town Clerk updated Members
on the
REPAINTING SCHEME repainting painting scheme for Reayrt
Aalin. It was noted that the Technical
Officer had attended the estate with the Architect Karen Horncastle when some
concerns had been expressed over the cracks to the gable walls. Within the overall scheme it was anticipated
that some remedial works would be undertaken with regard to the cracked gables
prior to repainting taking place. NOTED
