The MINUTES of a GENERAL MEETING held in the Board Room, Town Hall, Derby Road, Peel on Wednesday 2nd February 2005 at 7.00 p.m.

MINUTES 04/410 The Minutes of the meeting held
on 6th January 2005 were taken as read and CONFIRMED.
FESTOON 04/411 Reference was made back to
Minute 04/375 and
LIGHTING the
Town Clerk advised that a quotation had been received from Rosedale Lighting
Limited specialist in low voltage lighting with regard to the possible
provision of festoon lighting in Atholl Place, Michael Street and along the
Promenade. It was AGREED that the written proposal be copied to members for their
consideration in due course.
HOUSING 04/412 Reference was made back to
Minute 04/384 and
CONSULTATIVE COMMITTEE Ms. Hardman referred to the recent meeting with other
local authorities and the Department with regard to housing matters and the
proposed rent for local authority housing for the financial year commencing
April 2005. It appeared the Department
intended to approach the Council of Ministers with a recommendation for a 5%
increase although local authorities as a whole supported a higher
increase. It seemed unlikely for
political reasons that a substantial increase would be approved by Government. Comment was made that the local authority
housing stock on the Island could be better managed in the sense that it should
provide accommodation for those in need.
DOG FOULING 04/413 Mrs. Sweeney tabled a paper dog
scoop bag which was used in County Meath, Ireland and referred to the Irish
scheme where these recyclable dog bags were issued to school children in an
attempt to better educate the owner in cleaning up after dog fouling. It was AGREED
that the Town Clerk investigate the cost of the bags for possible use around
the town.
The
Chairman referred to the recently fenced off play area on the headlands and
indicated that dog owner had allowed their dogs into the play area whilst their
children were using the equipment. This
defeated the object of attempting to keep dogs out of play areas. It was urged that residents respect the
fenced off area and refrain from taking dogs inside the gate.
The
Town Clerk referred to a recent letter received from Diana Beckerson in which
she applauded the Commissioners in providing dog bins and dog bags and requested
whether additional bins and bags could be provided at other more central
locations in the town. Mrs. Beckerson
referred to the visit of friends who were concerned at the amount of dog
fouling around the town and enquired as to what more could be done to improve
the situation. It was AGREED that an appropriate response be
sent to Mrs. Beckerson.
LAND AT MARINE 04/414 The Town Clerk referred back to
Minute 04/390
PARADE and
reported that he had met with the Commissioners advocate the previous day
regarding certain matters in respect of the proposed sale of land at Marine
Parade. The advocates response was
awaited and would be discussed in due course.
ROAD TRAFFIC 04/415 The Town Clerk referred to three
Orders made
REGULATION ACT by
the Minister for the Department of Transport namely Statutory Document Number
42/05 Patrick Street (Peel) (Temporary Imposition of One-way Traffic) Order
2005, Statutory Document Number 43/05 Ballaquane Road (Peel) (Temporary
Suspension of Parking Places) Order 2005 and Statutory Document Number 44/05
Patrick Street (Peel) (Temporary Suspension of Parking Places) Order 2005. Arising therefrom it was noted that the
closure had not been properly processed by the Department of Transport and
would require re-advertising. NOTED
The
Town Clerk referred to receipt of a draft Order under the 1985 Act entitled
Peel (Various Roads) (Reserved Parking Places) (Revocation) Order 2005. The
draft referred to the deletion of two reserved parking spaces at Westlands and
Rheast Bridson. The Commissioners had no
objection to the Order.
PUBLIC HEALTH
04/416 The Town Clerk
referred to a letter issued by
ACT 1990 the
Environmental Health Officer on behalf of the Commissioners to Mr. Lyle and
Miss Ryan of 15 Church Street, Peel in respect of defects to the chimney stack
which caused the ingress of rain water to the adjoining premises at 17 Church
Street, Peel. It was noted that the
occupiers had been given twenty eight days from the receipt of this letter to
abate the nuisance. NOTED.
VIKING 04/417 Members considered a further
letter from Mr.
LONGHOUSE Mansell,
Environmental Health Officer regarding possible action in respect of safe
guarding adjacent residents to the Viking Longhouse. Mr. Mansell the Environmental Health Officer
had indicated that such action might include the service of a formal notice
under Section 24 of the Building Control Act 1991. There was a difficulty in who the notice
would be served on bearing in mind doubts as to ownership of the Viking
Longhouse. The Town Clerk indicated that
a letter had been received from Mrs. Hannan concerning this matter and it was
noted that the building would hopefully be sold in the near future. The Board AGREED
to defer the issues of any formal notice pending further progress regarding the
sale.
HOUSING (FLATS) 04/418 The Board approved the
registration of flats 6,
REGULATIONS 1982 7, 8, 11 ,12 and 13 Magher Drine,
Ballawattleworth Estate, Peel following inspection by the Environmental Health
Technician.
PLANNING 04/419 The following planning
applications were

Heritage Limited application for alterations and conversion of former betting
shop and office to a café/tea rooms on ground floor and two apartments on upper
floor and alteration to highway at 41 Michael Street, Peel. The amended plans were noted and the
Commissioners had no objection thereto.
PLANNING 04/420 The following decisions had been

PA 04/1414 04/421 The Town Clerk indicated that a
letter had been
16/16a MICHAEL STREET received from Mr. G F Crowe requesting the
Commissioners support in his lodging of an Appeal regarding the Planning
Committee’s refusal at the review stage to permit the installation of ceramic
tiles to the front elevation of 16/16a Michael Street, Peel. It was AGREED
that a letter of support be issued.
PA 04/01594/A 04/422 The Town Clerk indicated that an
Appeal had been lodged by the Mr. R B M Quayle in respect of the refusal for
approval in principle for the redevelopment of existing building presently used
as a garage/workshop for the construction of semi-detached dwelling with car
parking and service areas at Stanley Mount and Circular Road, Peel. NOTED
PA 04/0982/B 04/423 The Town Clerk indicated that
the appointed
ON APPEAL inspector
had considered the Appeal of Mr. C Cover for the erection of a dwelling to
replace existing garage on land adjacent to 15 Christian Street, Peel. The Appeal had been dismissed and the
decision of the Planning Committee to refuse the application was
confirmed. NOTED
QUEEN’S BATON 04/424 The Town Clerk referred to a
letter received
RELAY from
Mr. Robin Oake on behalf of the Commonwealth Games Association of the Isle of
Man. It was noted that the baton would
be run through all seventy one Commonwealth Countries after it’s send off by
Her Majesty the Queen from Buckingham Palace on 14th March
2005. The baton would arrive on the
Island on the evening of 21st March and would be paraded through
every junior school before onward travel to Northern Ireland. The baton would conclude its journey through
the Island at Peel Clothworkers School on Wednesday 23rd March and
it had been suggested that it could be run through the streets of Peel ending
with a concluding reception at the House of Manannan. Mr. Oake enquired whether the Commissioners
would arrange an appropriate reception.
After discussion it was AGREED
that a reception could be organised by the Commissioners hopefully utilising
the House of Manannan premises.
STREET 04/425 The Manx Electricity Authority
had reported the
LIGHTING need
to replace street lighting at Cooil Ushtey.
The Members AGREED that a
street light at its junction with the main Ramsey Road be replaced with a new
fitting at a cost of £250 plus VAT. It
was AGREED that the two further
lights further into the Barford Estate be left.
PARISH 04/426 The Town Clerk referred to a
letter from the
PARTNERSHIP Department
of Transport concerning a parish partnership.
A pilot scheme had taken place with Malew Commissioners and the
Department relating to increasing road safety under the Road Safety Initiative
Report issued in 2004. The partnership
involved the Department supplying Authorities for month long periods with a
speed radar gun and appropriate signs.
Approaching vehicles within the town would activate the sign which would
display their speed and an optional happy or sad face. The matter was discussed at some length as to
whether the Commissioners wished to avail itself of the partnership
arrangement. Mr. Lightfoot expressed his
opposition to the matter and cited that the Police should patrol and control
the speeding vehicles within town. After
discussion the Board by a majority supported the initiative and AGREED that it wished to take part.
RE-CYCLE BINS 04/427 The Town Clerk referred to the
community recycle bins at the Creg Malin Hotel.
The owner intended to convert the public house into private apartments
and now wished for the bins to be removed.
The Recycling Officer at the Department had enquired whether the
Commissioners were able to assist in relocating the recycling site at a nearby
location. After discussion it was AGREED that the recycling bins could be
located on the grass verge beneath the grass bank with lane above the Creg
Malin Hotel. It was AGREED that the Department be offered this site. Arising therefrom Mr. Gimbert referred to the
90% rebate provided by government in respect of waste delivered to the
incinerator. Mr. Gimbert enquired
whether the rebate could be obtained by the Commissioners if we weighed the
rubbish at source. If this were the case
then it would provide income to possibly look at other measures including
kerbside collections and additional recycling initiatives. It was AGREED
that enquiries be made to the Department as to the rebate and whether it could
be received subject to local authorities weighing the refuse at source.
POLICE 04/428 The Town Clerk indicated that
Chief
PRESENTATION TO LOCAL Inspector Gary Roberts of the Isle of Man
AUTHORITIES Constabulary
would make a presentation to all local authorities on 24th February
2005 at 7.30p.m. in the Strathallan Suite, Promenade, Douglas. The meeting would deal with anti social
behaviour orders, prevention of crime through environmental design and the
re-structuring of the Isle of Man Constabulary.
It was AGREED that Mrs. Pugh,
Ms. Hardman and the Town Clerk attend the meeting.
