The MINUTES of a GENERAL MEETING held in the Board Room, Town Hall, Derby Road, Peel on Thursday 6th January 2005 at 7.00 p.m.

CHAIRMAN’S 04/367 The Chairman welcomed the Press
and
WELCOME Members
to the first Board meeting of 2005 and requested that everyone stood to observe
one minutes silence in respect of the Asian Tsunami disaster which had taken
place on Boxing Day.
The
Chairman wished to convey his condolences to the family of Sylvia Powell who
had recently died. In conclusion the
Chairman in capacity as Chairman of the Commissioners wished to thank all those
that had invited him and his wife to various functions over the Christmas
period.
MINUTES 04/368 The Minutes of the meeting held
on 1st December 2004 were taken as read and CONFIRMED.
STRAND STREET 04/369 Mr. Lace proposed that Minute
C04/370 held In Committee be transferred to the public record. AGREED
Mr. Lace proposed that the Department of
Local Government and the Environment be invited to view the Strand Street flats
with a view to making out a case that they be converted into single person
units. Mr. Lace had also proposed that
the inner court yard be blocked off and that the communal drying area be
converted into individual storage rooms for the flats. It was AGREED that the Town Clerk make a
formal approach to the Department.
Arising therefrom the Town Clerk indicated that he was due to meet Mr. McGarvey of the Department of Local Government and the Environment on 12th January 2005 to look into Mr. Lace’s proposal.
STREET 04/370 The Town Clerk referred back to Minute 04/334
LIGHTING and confirmed that a solar powered street light had now been obtained and would be installed at the Castle Street gardens in due course. NOTED
LAND TO REAR 04/371 Mr. Lace referred back to Minute 04/336 and
OF SHOPRITE wished to clarify that his suggestion to consider extending the car park was for residents of the town and not the Commissioners own vehicles. NOTED
REGISTERED 04/372 Mr. Lace referred back to Minute 04/340 and
WOODLAND suggested that an approach be made to the Department of Agriculture Fisheries and Forestry to consider possible suitable areas for tree planting within the town. NOTED
VIKING FESTIVAL 04/373 Reference was made back to Minute 04/342 and
2005 discussion ensued over the participants in the proposed Viking festival to be held in July 2005 having use of the campsite free of charge. The matter was discussed at some length and it was AGREED that a reduced charge should apply for this particular event in respect of campsite users.
PLAY GROUND 04/374 The Town Clerk reported that Wicksteed
REPORTS Leisure had made contact with the Technical Officer to arrange for appropriate play ground inspections.
FESTOON LIGHTS 04/375 The Town Clerk enquired whether the Commissioners were prepared to leave the festoon lights in Michael Street on to brighten up the street environment. AGREED
ROAD TRAFFIC 04/376 Members noted a Temporary Suspension of
ACT 1985 Parking Places Order 2004 in respect of Boilley Spittal. The Order came into effect on 14th December 2004 and would run to Tuesday 14th June 2005. NOTED
PLANNING 04/377 Consideration was given to the following

The Town Clerk referred to a letter from Pat Kneen of 16 Bridge Street, Peel who criticized the Commissioners for recommending approval in principle for the proposed erection of six town houses on ground off Stanley Terrace. Mrs. Kneen referred to a recent application in Port Erin where neighbours complained at the height of a new development. The matter was discussed and it was confirmed that the height of the houses were currently unknown as the application was only in principle and it had been recommended that a ground survey of the site be undertaken first before detailed approval was obtained.
PA 04/02206/R 04/378 The Town Clerk referred to a letter from the
ON REVIEW Planning Committee in which an objector had sought a review of the initial decision to approve the retrospective application for the erection of a gazebo with felted roof on concrete area at rear of garage of 5 The Links, Peel. The members had no comment to made on the Review application.

PA 04/02106/B 04/381 The Town Clerk indicated that amended plans had been received in respect of the proposed creation of a new flat over outbuildings and erection of a canopy over existing external seating area, Peveril Hotel, Crown Street, Peel for Mr. & Mrs. K Kelly. NOTED
MODERNISING 04/382 Members considered a consultative paper
THE PLANNING SYSTEM prepared by the Planning Committee of the Department of Local Government and the Environment relating to a proposed modernization of the current planning system. It was noted that comments had been sought by Mr. McCauley, Director of Planning by 18th February 2005 and it was AGREED that any comments from members be submitted to the Town Clerk for onward transmission to the Department.
BALLATERSON 04/383 Consideration was given to a letter from
ESTATE Heritage Homes Limited regarding a request for the name of the new housing estate at Ballaterson Farm. After discussion the Board AGREED that the name of the estate be Ballaterson Meadow.
RENT REVIEW 04/384 Consideration was given to a letter from Mr. R Senior, Director of Estates at the Department of Local Government and the Environment regarding the proposed rent increase for local authority housing for 2005/06. After discussion the Board AGREED that a recommendation be made to the Department for either a 5% increase or 2% above inflation whichever was the higher.
PATRICK 04/385 The Town Clerk advised that Patrick Civic
CIVIC SUNDAY Sunday was scheduled for 23rd January 2005 at 3pm at Glen Maye Methodist Church. The Chairman indicated that he would attend. NOTED
HOLOCAUST 04/386 The Town Clerk referred to an invitation to the
MEMORIAL DAY Island’s
commemoration of Holocaust Memorial Day scheduled for 30th January
2005 at St Mary’s Catholic Church, Hill Street, Douglas at 3pm. NOTED
CHRISTMAS 04/387 Mr. Gimbert indicated that he had visited
LIGHTS COMPETITION various properties around the town with regard to the Christmas lights competition. The winners of the house section were
1. 1 Creggans Avenue
2. 8 Close Quane
3. 9 Rowan Avenue
The category for best lit boat was won by Mr. Malcolm Kelly of 19 Belle Vue Park and with regard to the best lit shop the winning entry was from Looney’s Building, Michael Street, Peel.
NEW YEAR’S 04/388 Mrs. Birkett wished to thank all who had
DAY DIP supported the hot chestnut stall on the occasion of the New Year Dip. As a result of the major Asian disaster Mrs. Birkett had decided that all the money raised would go to the Tsunami Appeal.
DOG FOULING 04/389 The Chairman once more indicated his concern at the amount of dog fouling around the Town and made a plea to dog owners to clean up after their dogs had fouled.
LAND AT 04/390 Concern was voiced by the Chairman over the
MARINE PARADE recent press article regarding the notice placed in the press inviting developers to register an interest in the land at Marine Parade and the skateboard park. Mrs. Hannan had commented on the matter in a critical manner and the Board were of the view that at the appropriate time those interested in the skateboard park would be consulted.
The Town Clerk indicated that a letter had been received from Mrs. Hannan which had been acknowledged and would be considered at the next meeting.
DERBY ROAD 04/391 Mr. Gimbert indicated that since the opening of the new Highwayman Public House an increase in broken glass had been found on Derby Road in the vicinity of the Clothworkers School. Mr. Gimbert requested that additional litter bins be placed along this route to try and alleviate the problem. AGREED
