The MINUTES of a GENERAL MEETING held in the Board Room, Town Hall, Derby Road, Peel on Thursday 20th January 2005 at 7.00 p.m.

MINUTES                      04/392                The Minutes of the meeting held on 16th December 2004 were taken as read and CONFIRMED. 

 

LEECE MUSEUM         04/393                The Curator presented the quarterly report for the Leece Museum which was NOTED.  Visitor numbers were maintained at a reasonable level and Mr. Baker confirmed that he was pleased to obtain the gold medal won by Peter Buckley, cyclist in the 1960’s.  It was noted that the Friends of the Museum would provide a case to house the Peter Buckley memorabilia.

 

                                                                  It was AGREED that the trustees fund the purchase of a small TV/DVD player to be sited in the World War 11 kitchen. 

 

                                                                  Mr. Baker requested permission to remove one of the radiators in the main hall to create additional display space.  APPROVED  It was also suggested that the lower half of the windows be boarded up to provide additional display space and added security.  AGREED.  Mr. Baker confirmed that a planning application had been submitted for the provision of an outside notice board to be located alongside the main door entrance. 

 

                                                                  Mr. Baker left the meeting at 7.20p.m.

 

WARD LIBRARY          04/394                Mrs. Horton, Librarian presented the quarterly

REPORT                                                   Ward Library report.  It was noted that there were 31 new members since the last quarterly meeting in October 2004.  Discussion ensued over the donations and it was AGREED that it would be up to the library to best spend the money.  Mrs. Horton indicated that following the recent storm some slates had been lost and it was AGREED that the Technical Officer check out the condition of the roof and the missing gate at the side of the library.  The librarian requested permission to purchase new blinds for the back wall and this was AGREED. 

 

                                                                  It was noted that the next three meetings relating to the work of the library and the museum would be held on the 3rd Thursday of April, July and October 2005. 

 

                                                                  Mr. Leece, Knight and Mrs. Horton left the meeting at 7.45p.m.

 

DEVELOPMENT           04/395                Further consideration was given to the naming

LAND AT BALLATERSON                     of the new estate at Ballaterson developed by Heritage Homes Limited.  The previous decision to name the estate “Ballaterson Meadow” was reconsidered and the Chairman indicated that the Manx word for the farm was Ballatessan and it was therefore AGREED to advise Heritage Homes that the name be “Ballatessan Meadow” be adopted.  AGREED

 

TOURISM                      04/396                A letter from the Minister for the Department of

NEWS LETTER                                        Tourism was NOTED. 

 

DOMESTIC                   04/397                A news release from the Treasury regarding

RATING REVALUATION                       proposed revaluation of domestic rating was NOTED.  Arising therefrom it was noted that Tynwald would look for greater consultation with local authorities with any proposed change to the rating system being effective from April 2007.  NOTED

 

                                                                  The Town Clerk reported that the Isle of Man Rent and Rating Appeal Commissioners had made a decision in respect of two Appeals against rating decisions and that both had been dismissed namely Mr. D Davies of 10a Oak Road, Ballawattleworth and Mr. S Gomm, 13 Aspen Drive, Ballawattleworth.  NOTED

 

PLAYGROUND            04/398                Members noted a letter from the Department of

EQUIPMENT                                            Local Government and the Environment regarding playground assistance to local authorities.  It was noted that the current 25% grant had been increased to 40% but on the basis that the Department would determine the level of assistance for each application based on certain criteria including the social needs of the area in question and the financial position of the local authority.  NOTED

                                                                  Arising therefrom a discussion ensued over the possible provision of a play area facility at the new Ballawattleworth Estate.  Reference was also made to improvements to the existing BMX track on the headlands field. 

 

TT & MANX                  04/399                The Board granted permission to the

GRAND PRIX –                                        Department of Transport Road Safety Unit to

ROAD SAFETY CAMPAIGN                  erect an 8ft by 4ft billboard in the vicinity of the Peel Camp Site to assist in the 2005 road safety campaigns for the TT and Manx Grand Prix races. 

 

WEB SITE                      04/400                Mr. Littler had suggested that the

PHOTOGRAPHS                                      Commissioners might wish to offer a prize for best photograph submitted to the Peelonline website.  AGREED

 

CIVIC SERVICES         04/401                The Town Clerk confirmed that Laxey Village Commissioners would hold its annual Civic Service on Sunday 6th February 2005 at 11.00a.m. in the Methodist Church, Minorca Hill, Laxey.  It was also noted that Malew Parish Commissioners intended to hold its Civic Service on Sunday 20th February 2005 at 3.00p.m. at Ballagarey Methodist Chapel, St Marks.  The Chairman indicated that due to a prior commitment he would be unable to attend the Laxey Civic Service and wished to tender his apologies but would be able to attend the Malew Civic Service. 

 

 

CRIMINAL                    04/402                Members considered the Draft Criminal Justice

JUSTICE BILL                                          Bill which was being promoted by the Department of Home Affairs.  In respect of the various points listed the Commissioners were generally supportive of the new Bill.  In particular Mr. Lightfoot suggested that in respect of Anti-Social Behaviour Orders there should be included within the legislation the facility to electronically tag offenders which would be of benefit to them and protect them in respect of future incidents that may occur.  With regard to the provisions relating to ball bearing guns the Commissioners were of the opinion that there should be a complete ban on the sale and ownership of such guns.  With regard to excluding the film industry from the provisions of the new legislation relating to firework displays Members disagreed and felt that they should not be exempt.  It was AGREED that an appropriate response be sent to the Department. 

 

PEEL GOLF                   04/403                Reference was made to an invitation to the

CLUB                                                        Chairman to attend the Annual Gentlemen’s Diner at Peel Golf Club on 18th February 2005.  Mr. Crookall indicated that he would be able to attend.

                                                                  PA 05/0024/B Amendments to previous approved planning application 00/02395 consisting of changed dwelling types to plots 17 – 26 and the addition of two plots/dwellings, land off Glenfaba Road, Peel.  The Board had no objection to the amendment to the previously approved dwelling types in respect of plots 17 – 26.  However there was an objection to the provision of an extra two properties on the site.

MARINE SAFETY        04/405                The Town Clerk referred to an invitation from

SEMINAR                                                 the Isle of Man Coastguard to attend a Marine Safety Seminar at Douglas Bay Yatch Club on 24th February 2005 at 7.30p.m.  The Chairman, Mrs. Sweeney, Mr. Gimbert and Mr. Leadley agreed to attend.

 

BOWLING GREEN       04/406                It was AGREED that the café concession for the

CAFÉ                                                        Bowling Green be advertised in the usual manner for one year’s concession running from April 2005. 

 

STREET TRADERS       04/407                The Board confirmed that it would advertise for street traders wishing to apply for trading licences to make application by the last day of February in respect of the year to December 2005.

 

PEEL CAMP SITE         04/408                The Town Clerk indicated that the Registration and Grading Commission had awarded two keys to the campsite.  NOTED

 

NEW TOWN MAPS     04/409                The Board AGREED that the existing town maps be upgraded by Mr. Vic Bates and that two additional maps be provided for display at the Creek Inn and the campsite.
