CHAIRMAN’S 05/067 The Chairman welcomed the Press
to the first
WELCOME meeting
of July and commented upon his enjoyment with regard to his recent Civic Sunday
Service. Recent weeks had been busy with
the Viking Festival held the previous weekend and he wished to thank the
organisers and visiting Vikings along with the Department of Transport,
Harbours Division for arranging for the opening of the new harbour bridge. Mr. Lightfoot was also proud and honoured to
represent the town on Tynwald Hill on Tynwald Day. In conclusion he wished to forward his and his
fellow Commissioners condolences to the family of Helen Adcock who had tragically
lost her life in a karting accident on
DOGS 05/068 Members noted the receipt of a
consultative
(AMENDMENT) BILL 2004 paper detailing a revised draft of the Dogs
(Amendment) Bill 2004. Mrs. Birkett
indicated her disappointment in certain of the provisions including the
provision to replace dog collars with a microchip. Mrs. Birkett indicated that the ability to
retain a dog collar would be of advantage in handling stray dogs. The other issue relating to dogs under
control was in her opinion not properly addressed. No matter how well trained a dog could be
there was always the fear that it could bolt across a road and possibly cause
an accident.
Mr.
Crookall commented on the Bill and felt that wherever a dog fouled in a public
place there should be provision for it to be cleared up by the dog owner.
Arising
out of the Bill when it eventually because law the Commissioners would need to
consider its views on the extent of the bye-laws to be promoted with regard to
Peel. In that respect the Chairman
requested Members to submit their views to the Town Clerk in due course.
BALLATESSAN 05/069 The Town Clerk indicated that
Heritage Homes
ESTATE had
requested that the Commissioners re-consider the naming of the estate from its
original suggestion of Ballatessan MeadowEstate to Ballaterson. Reference had been made to the Woods Atlas of
1867 in which there was no reference to Ballatessan. The matter was discussed and it was AGREED that the Chairman seek the
comments of the previous owner, Mr. Fargher prior to responding to Heritage
Homes Limited.
The
Town Clerk indicated that a letter had recently been received from Heritage
Homes Limited requesting the Commissioners input into new street names for
Ballatessan Meadow. Members AGREED to give the matter consideration
prior to a response being made to Heritage Homes Limited.
ANTI-LITTER 05/070 Members considered a report from
the Town
CAMPAIGN Warden
in which she, in conjunction with the Technical Officer, was looking to arrange
an anti-litter campaign with the

therefrom the Chairman indicated that since the appointment of the Town Warden
the town was beginning to look better with a significantly less amount of dog
fouling evident.
ROAD TRAFFIC 05/071 Members noted a draft Order from
the
REGULATION ACT 1985 Department of Transport relating to the
provision of a 20mph speed limit outside various schools including
PUBLIC HEALTH 05/072 Members noted receipt of a copy
letter from Mr.
ACT 1990 Ian
Mansell, Environmental Health Officer regarding the current progress of work to
a flue to prevent ingress of smoke to the property next to 7 Derby Drive, Peel
owned by Mr. & Mrs. Gadsby. NOTED

letter to the Planning Committee expressing the Commissioners concerns over the
possible development of commercial outlets on the outskirts of town and the likely
detrimental affect on the centre of the town had been forwarded and a further
letter of submission was not required by the Review Clerk. NOTED

desire to discuss the application with the Commissioners and it was AGREED to arrange a meeting as soon as
possible.
CHRISTIAN 05/081 Consideration was given to a
letter from Mr.
PREACHING Gary
Woods of 85 Wybourn Grove, Onchan who once again wished to obtain the
Commissioners permission to distribute Christian literature and preach in the
open air on various occasional days during the summer months. AGREED
BOILLEY SPITTAL 05/082 The Town Clerk indicated that he
had received a
PHASE 2 letter
from Karen Horncastle, Architect for the scheme and indicated that the
contractor had requested an extension of time to the contract period up to
STU POTS 05/083 Mr. Gimbert enquired as to
whether approval was required by the Proprietor of Stu Pots to extend his
opening hours. It was indicated there
would be no restrictions unless contained within a planning approval. NOTED
MEDICAL 05/084 Mr. Gimbert indicated that he
had received a
PROVISION FOR THE WEST reply from Mr. David Cooke of the Department of
Health and Social Security in respect of his letter concerning the recent
resignation of Doctor Hudson and his concern for medical care in the West. Mr. Gimbert sought clarification on the
contents of Mr. Cook’s letter and after discussion it was AGREED to seek a meeting with representatives of the Department to
discuss the future for health and welfare care in the West.
STREET TRADING 05/085 Mr. Lace wished to express his
concerns at the
LICENCES mobile
food outlets granted street trading licences to trade on certain event days in
Peel. He would continue to oppose such
applications on a personal level as it detracted from the business that local
traders would lose. The need for such
traders to display their licences on the day of the event was discussed. Arising therefrom the Chairman indicated that
a letter be sent to the Peel Charity Shop organisers as a number of black bin
bags had been left outside the shop door over the weekend which detracted from
the Promenade’s appearance during a particularly busy weekend. Mrs. Pugh indicated that this had been as a
result of a clear out due to the Charity Shop securing warehouse premises for
storage purposes. NOTED
