GENERAL MEETING

 

The MINUTES of the GENERAL MEETING held in the Board Room, Town Hall, Derby Road, Peel on Wednesday 1st June 2005 at 7.00 p.m.

CHAIRMAN’S              05/019                The Chairman wished to indicate his thanks to

REMARKS                                               the Town Hall staff in all the work in preparing for Honda Day scheduled for Sunday 5th June 2005.  On a more serious note he commented upon the recent damaged caused to the flower beds in St Peter’s Church Yard and the hanging baskets at the Market Place.

 

MINUTES                      05/020                The Minutes of the Annual General Meeting held on 3rd May 2005 were taken as read and confirmed.

 

ROAD SAFTEY             05/021                At the request of the Road Safety unit it was

UNIT                                                         AGREED that the Unit be placed near to the Honda rig at the Weather Glass Corner  on the occasion of Honda Day 5th June2005.

                                                                 

                                                                  Arising therefrom reference was made to a letter from the Colby Village Workshop seeking late approval for a Street Traders Licence to sell Joey Dunlop clocks on Honda Day.  The matter was discussed and as other late submitted applications had been refused it was AGREED  that  a Street Traders Licence be not issued.

 

ROAD TRAFFIC           05/022                A number of draft orders issued by the

REGULATION ACT                                 Department of Transport were NOTED.

1985                              

 

                                                                  A draft order to establish a taxi rank on the Market Place, Peel was discussed members were of the view that it would reduce much needed car parking space and it was AGREED that an objection be forwarded to the Department in respect of the proposed order. 

 

                                                                  Consideration was given to a draft order to create a reserved parking place on the section of Beach Street immediately adjacent to the Promenade.  The proposed location was discussed at some length and it was felt that it could create a possible blockage to through traffic from Beach Street and it was AGREED to object to the proposed draft order.

 

                                                                  A list of orders approved by the Minister for Transport in respect of the road closure requirements for Honda Day were noted. 

 

                                                                  Members noted two orders prohibiting through traffic along a section of Stanley Road and a section of Ballaterson Road whilst resurfacing work was being undertaken.  NOTED .

 

KART RACES               05/023                Consideration was given to a request from

2005                                                          Döhle Isle of Man requesting permission to erect a marquee on the grassed area above the

                        Creg Malin car park on the 1st & 2nd July 2005 . The company would hold a corporate event providing live music and would obtain the various licences and approvals .After discussion members APPROVED   the request .

 

DOG FOULING            05/024                Members noted the receipt of an e-mail from a

                                                                  resident on the new Ballawattleworth Estate in

                                                                  which expressed concern over the amount  of

                                                                  dog fouling and dogs roaming on the new estate.

                                                                  The matter was discussed and it would be an

                                                                  area that the new Town Warden would address

                                                                  on taking up her position later in the month.

 

                                                                  Arising therefrom Mrs Moughtin refered to a

                                                                  complaint concerning three horses on

                                                                  Peel Beach on Bank Holiday Monday .  It was

                                                                  noted that the horses also fouled the footway

                                                                   and the riders refused to clear up.  NOTED. 

 

 

After discussion it was AGREED  that additional dog waste bins be sited at the new estate Ballawattleworth. 

 

DOLGE                          05/025                Members noted a letter and protocol document

                                                                  from DoLGE regarding Anti-Social Behaviour

                                                                  Orders under the Criminal Justice Act 2001.

                                                                  NOTED. 

 

RATES                           05/026                A rates statement from the Treasury for the

STATEMENT                                           Financial Year 2004/5 was received and

                                                                  noted.  The total sum received by the

                                                                  Commissioners for the specified year was

                                                                  £680,865.33 NOTED. 

 

WEB DESIGN               05/027                Members noted that Total Oils Limited had

                                                                  generously agreed to sponsor the web site

                                                                  relating to Peel Traders.  NOTED.

 

HEADLANDS                05/028                Consideration was given to an e-mail from

FIELD                                                       Northern Exposure Limited which was a

                                                                  company that provided quad bike, dune buggies

                                                                  and motor cross bikes for hire within a safe and

                                                                  controlled environment.  Mr Bell of the

                                                                  company wished to offer his facility on a

                                                                  70 x 45ft inflatable track on the headlands

                                                                  field during the summer.  The matter was

                                                                  discussed and it was noted that the

                                                                  application had not been received by the

                                                                  February deadline date.  It was AGREED to

                                                                  advise Mr Bell accordingly with the view that

                                                                  he may be interested in applying for 2006.

                                                                 With regard to this application members expressed concern at the approval for 4 shops on the outskirts of the Town and it was AGREED that a letter seeking the matter to be taken to review be forwarded to the Planning Committee.

                                                                 PA 05/00339/R Construction of a bin storage area in rear garden of 5 Marine Parade, Peel, for Forest Homes Limited.  APPROVED.

 

                                                                 Mr Crookall referred to this approval and indicated an interest in the matter as he intended to take the case to review, as the bin storage area as constructed would be higher than the adjacent gardens.  NOTED.

TA 05/00149/B               05/032                The Town Clerk indicated that a request for a

 ON REVIEW                                           review of the initial decision to refuse the approval to Mr Tedds to remove two sections of low walling and creation of two parking spaces at Sea Haven and the Priory, Ballaquane Avenue, Peel had been received.  It was AGREED to make no comment on this review application.

 

PA 05/00024/B               05/033                The Town Clerk indicated that a request for a

ON REVIEW                                           review of the initial decision to approve amendments to the approved residential development (PA 00/2395N) consisting of changed dwelling types to plots 17 – 26 and the addition of two plots on land off Glenfaba Road, Peel for Heritage Homes Limited had been received.  It was AGREED to reiterate the initial comments made on the original application that the Commissioners did not favour amendments  to residential developments once approval had been obtained on the original application.

 

PA 04/02282                  05/034               The Town Clerk advised that an appeal had been

ON APPEAL                                           lodged with the Chief Secretary’s Office in respect of the refusal for approval in principle for a residential development of 6 town houses on derelict land, garage and workshop, Stanley Road, Peel.  It was AGREED not to submit any comment on this appeal application. 

 

 

                                                                  

PHASE 5                        05/035               Consideration was given to a letter from Heritage

BALLAWATTLEWORTH                      Homes Limited regarding the adoption of the

ESTATE                                                   roads within phase 5.  Members commented that the Commissioners responsibility for grass cutting and maintenance of the estate would be linked to the Department of Transport decision to adopt responsibility for the roads of the estate. 

 

MANX                           05/036               Consideration was given to a letter from Mr Sam

TRANSPORT                                          Knight of the Manx Transport Museum group in

MUSEUM                                                which he sought financial assistance on behalf of the group to purchase a P50 car.  These cars known as “bubble cars” had been manufactured in Peel in the early 1960’s and were now valued at anything between £7,000 and £10,000 in poor condition and between £20,000 and £30,000 in prime condition.  Mr Knight had applied to many firms and businesses to contribute to the purchase fund for this vehicle and asked if the Commissioners would be prepared to assist.  It was AGREED that the Town Clerk be requested to liaise with Mr Knight over some possible assistance other than direct financial assistance.

 

ISLAND                         05/037               It was noted Mr Quayle was unable to assist in

IN BLOOM                                             helping with the Town’s Island in Bloom

2005                                                         application for 2005 and it was suggested that contact be made with the Commissioner’s former gardener Mr Leece to see if he was interested together with Mr Chatel the current Commissioner’s gardener.

 

 

DOUGLAS                     05/038               The Town Clerk advised that Douglas Civic

CIVIC                                                      Sunday would be held on 19th June 2005 at

SERVICE                                                 10.30am at St. George’s Church.  NOTED.

 

PLANNING                   05/039               A letter from the Chief Secretary regarding a

FOR CIVIL                                              training and table top exercise scheduled for

EMERGENCIES                                      2 days in July 2005 was read out by the Town Clerk.  The purpose of the training was to co-ordinate the Department of Transport and Local Authorities joint response to any  civil emergency that might arise.  NOTED.

 

DOUGLAS                     05/040               Mr Crookall referred to the no entry sign into the

STREET                                                   upper section of Douglas Street and indicated that the current location of the sign high up on the pole was not easily visible to visitors.  It was AGREED to advise the Department of Transport with a view to lowering the sign.  In addition it was stated that there were no road markings on the junction out of Ballawattleworth Estate adjacent to the Highwayman public house.  It was AGREED to advise the Department of Transport accordingly together with the concerns over a large pothole on the entrance into Ballaquane Estate.

 

DISABLED                    05/041               Mr Crookall referred to the Douglas Street car

PARKING                                               park and indicated that with its re-marking following the new surface being laid the two reserved spaces for disabled parking had not been marked out.  It was AGREED that two spaces be allocated for disabled parking immediately in front of the Vet’s surgery. 

 

ROAD WORKS             05/042               Mrs Sweeney referred to the notifications received by the Commissioners in respect of road closures and indicated whether it was possible to be advised of road opening notices in respect of necessary works .  NOTED.
