The MINUTES of a GENERAL MEETING held in the Board Room, Town Hall, Derby Road, Peel on Wednesday 2nd March 2005 at 7.00 p.m.

CHAIRMAN’S 04/444 The Chairman welcomed Members
and Press to
WELCOME the
first meeting of March and wished to convey his thanks to Peel Golf Club for
their kind invitation to the gentleman’s annual dinner.
MINUTES 04/445 The Minutes of the meeting held
on
FESTOON 04/446 Reference was made back to
Minute 04/411 and
LIHGTING it
was AGREED that the Technical Officer
should liaise with Members over the lighting requirements for the future. It was noted that a provision had been made
in the 2005/2006 budget to address this issue.
Arising
therefrom it was AGREED that the
festoon decorative lighting in
TOWN WARDEN 04/447 The Town Clerk advised that he
would place an
APPOINTMENT advert
in the following week’s press to advertise for the position of Town
Warden.
PUBLIC HEALTH 04/448 The Town Clerk referred back to
Minute 04/416
ACT 1990 and
indicated that a formal notice to carry out necessary works to the chimney
stack had been signed for onward service on the occupiers of
VIKING 04/449 Reference was made back to
Minute 04/417 and
LONGHOUSE the
Town Clerk read out the contents of an E-mail letter from the occupier of an
adjacent property to the Longhouse building regarding her concerns over the
lack of action in respect of steps to alleviate the problem of falling masonry
from the Longhouse building.
After
discussion the Board AGREED that the
Trustee of the Viking Longhouse Association namely Mr. Cowley be served with an
appropriate Notice to carry out necessary repairs under Section 24 of the
Building Control Act 1991. It was AGREED that Mrs. Hannan, MHK be
forwarded a copy of the Notice.
QUEEN’S BATON 04/450 Reference was made back to
Minute 04/424 and
RELAY a discussion
ensued over the timing and numbers for a reception on behalf of the
Commonwealth Games Association of the
PARISH 04/451 Reference was made back to Minute
04/426 and
PARTNERSHIP
it was queried whether the Board had previously agreed to take part in the
partnership scheme with the Department of Transport. It was AGREED
to ascertain how the partnership worked by contacting Malew Parish
Commissioners.
RECYCLE BINS 04/452 Reference was made back to
Minute 04/427 and it was noted that the Commissioners concerns over the
suggested location of the recycle bins on the pavement area of the Creg Malin
car park was not supported despite the Department’s Recycling Officer
indicating that the bins could be removed when specific events were being held
at this location. The Town Clerk advised
that the Recycling Officer was concerned at the suggested location at the far
end of Marine Parade due to the possibility of fly tipping. Mrs. Sweeney enquired as to whether the
Department of Transport Depot Yard at the Weatherglass Corner might be suitable
for a possible location for the recycling bins.
POLICE 04/453 Ms. Hardman referred back to
Minute 04/428
PRESENTATION TO LOCAL and reported upon the meeting of local
AUTHORITIES authorities
with the Police. It was noted that the
Police were looking to forge a closer working relationship with local
authorities in respect of juvenile delinquency and the possible issue of
anti-social behaviour orders which were deemed a last resort. It was noted that Inspector Gary Roberts had
offered to attend at any Commissioners meeting to discuss the matter further
and it was AGREED that an invitation
be extended to Inspector Roberts and Sergeant Lowe of Peel Police Station to a
future meeting.
STREET 04/454 The Town Clerk tabled a copy of
a plan
LIGHTING PLAN – BALLATESSAN detailing the proposed new street lighting
MEADOW scheme
for the Ballatessan Meadow Estate. Some
concern was voiced as to whether the perimeter of the estate backing onto
PHILIP CHRISTIAN 04/455 The
Town Clerk advised that the Technical
CENTRE Officer
had reported the necessary improvements to comply with fire safety regulations
would cost in the region of £5,000. It
was AGREED that a letter be sent to
the Army Cadet Force to see if it was prepared to make any contribution towards
these costs.
AGENCY 04/456 Members were appraised of a
letter from Dept
AGREEMENT of
Transport together with a copy of a written answer held at the February Tynwald
regarding the agency payments made by the Department in respect of street
cleaning for various areas. NOTED

It was AGREED to make no
comment on this Appeal application.
HOUSING (FLATS) 04/461 The Town Clerk advised that the
Environmental
REGULATIONS 1982 Health Division recommended
registration of the following flats:

Board accepted the recommendation and AGREED
that the flats be registered under the 1982 Regulations.
BOILLEY SPITTAL 04/462 Members noted a notification of
revised
PHASE TWO completion
date from the Consultant Architects in respect of the Boilley Spittal Phase Two
Housing Scheme. It was noted that the
completion date was now projected to be
ONCHAN CIVIC 04/463 The Town Clerk read out a letter
from Onchan
SUNDAY District
Commissioners which indicated that their Civic Service would be held on

arranged with regard to the Peel jetty and bridge for

supplemental valuation list for 2005 was
VALUATION LIST 2005 tabled by the Town Clerk. It was AGREED
that the matter be copied to members for their information.
PLAY GROUND 04/466 Mr. Gimbert referred to the
report prepared by
SAFETY REPORT Wicksteed
Leisure with regard to the condition of the Commissioners play grounds and
referred to a big improvement in the safety provision at the play grounds. NOTED
STREET NAMES 04/467 A number of street name signs
required replacement namely, Mountain View, Corrins Way, Derby Drive and the substitution
of Ballaquane Road for Ballaquane Park in the vicinity of the roundabout. At the request of Ms. Hardman it was AGREED that the Manx name take precedence
above the English name for the street sign replacements.
PROPOSED BUS 04/468 The Town Clerk indicated that he
would contact
SHELTER –
TOWN HALL 04/469 It was AGREED that a meeting be arranged
REFURBISHMENT with
Miss Karen Horncastle, Architect with regard to the submission of a planning
application for the refurbishment of the Town Hall. It was AGREED
that a meeting be arranged for
STREET LIGHTING 04/470 Reference was made to the
inspection to be carried out on the
PEEL CARNIVAL 04/471 The Chairman referred to a
letter he had received from Mr. Baker of the Peel Carnival Committee in which
it appeared that a problem had arisen over the proposed staging of this year’s
carnival. An issue had arisen over
public liability insurance coverage and the need to comply with other
regulations and requirements and as a result it had been suggested that the Organisers
may consider staging a Peel Carnival Fun Day on the headlands field on

this stage it was AGREED to seek a
meeting with the Carnival Committee members regarding this year’s event.
TRAFFIC STOP 04/472 Mrs. Sweeney referred to the new
luminous out
SIGNS circles
on the stop signs at West View and requested that the Department of Transport
consider placing a similar luminous out circle on the halt-sign at the bottom
of Patrick Street.
It
was requested that the Road Safety Officer revisit the West View play area and
to review the safety requirements of children at the adjacent corner with
PEEL YOUTH 04/473 It was noted that due to staff
redeployment in
CLUB other
areas the Youth Club would now only be open on Monday and Wednesday evenings
from
MANX NATIONAL 04/474 With the approach of the Spring
season when
HERITAGE –
BOWLING GREEN 04/475 The Town Clerk indicated that no
applications
CAFÉ CONCESSION had
been received for the concession for the Bowling Green Café and it was AGREED that the matter be
re-advertised.
TOWN RATE 04/476 Mr. Lightfoot moved that the
Town rate be
2005/2006 agreed
at 210 pence in the pound with a separate £88 per dwelling refuse charge for
the financial year 2005/2006. AGREED
