CHAIRMAN’S 05/206 The Chairman welcomed the Press
to the first
WELCOMED meeting
of October and indicated that the numerous replies received from residents
concerning the proposed pay and display” provisions in three of the
Commissioners car parks had been considered.
The Commissioners were looking at the logistics of providing some
residential parking within the three car parks and that the matter would be
considered in full at the requisition meeting scheduled for

SANDPIT and
it was indicated that if an extension to the Lhergydhoo Sandpit was permitted
then a significant period of additional heavy traffic through the Town would
result. It was AGREED that the matter be listed for the next meeting of the
Traffic Management Committee meeting.
TRADITIONAL 05/209 Mrs. Birkett referred back to
Minute 05/183 and
BOAT WEEK indicated
that the example set by Whitehaven which held a boat week festival was a good
example to follow. It was her opinion
that she hoped the Traditional Boat Week in Peel would continue in the
future. It was AGREED to write to Mr. Willis to ascertain whether the event was
scheduled for Peel in 2006 and if so on what date.
PLANETARIUM 05/210 It was noted that the
Planetarium bus on Marine
BUS Parade
had still not been removed and it was AGREED
that the Town Clerk contact the Department of Transport to see if the bus could
be removed with the Department’s low loader.
YOUTH ISSUES 05/211 The Chairman referred to a
letter of response from Mr. Shimmin, Minister for the Department of Home
Affairs. Mr. Shimmin indicated that the
Youth Workers were liaising with Police to discuss proposals to improve the
situation in Peel with particular regard to the gathering of large numbers of
youths on a Friday and Saturday night outside the Town Hall. One suggestion involved the issue to parents
of letters when youths congregated so that they would be aware of the situation. In addition to working primarily on Fridays
the Youth Workers would also work on some Saturday evenings to monitor the
situation. Mr. Shimmin indicated that
the Police would remain in touch with the Commissioners in an attempt to
resolve the issue and that if all else failed he would be more than happy to
attend a meeting to discuss the matter.

newly built housing estates were designed in such a way as to enable easy kerb
side collections that was not the case in the centre of Peel where the narrow
streets and lack of easy access contributed to a more difficult environment for
the storage of additional containers for kerb side recyclables.

was noted that Mr. McKenzie had lodged an
ON APPEAL Appeal against the
decision of the Planning Committee to refuse approval for the conversion of the
existing basement, ground floor and first floor levels into flats together with

Peel. It was AGREED to make no comment on this Appeal application.

ON APPEAL Planning Inspector in
which the Minister having considered his report had agreed to accept the
recommendation and he directed that the Appeal be dismissed and that the
decision of the Planning Committee to approve the application be confirmed

PROPOSED 05/223 Consideration
was given to a letter from the
SECURITY FENCE – PEEL HILL Communication Division in which it
wished to erect a security fence around the radio site on Peel Hill. The application had come about as a result of
a number of incidents concerning children climbing onto the mast and
building. The Commissioners gave
consideration to the request and felt that that if a fence were to be erected
it should be painted in such a manner as to blend into the surrounding
area.
The
Chairman indicated his particular concern at the machinery that would be
required to erect the fence with particular regard to possible damage to the
access track. It was AGREED that a method statement be sought
from the Communication Division prior to any approval for the proposal be
given.
CHRISTIAN AID 05/224 Consideration
was given to a letter from Christian Aid concerning an event entitled “Make
Poverty History”. The organiser of the
event wished to use the Philip Christian Centre from

was given to a letter from Mr.
TRUST
HOUSING (FLATS) 05/226 The
Town Clerk referred to a recommendation
REGULATIONS 1982 from the
Environmental Health Officer to regsiter a flat at 6 Magher Breek, Ballawattleworth
Estate. After consideration it was AGREED that the flat be registered in
accordance with the recommendation and under the appropriate 1982 regulations.
LONAN CIVIC 05/227 The
Town Clerk referred to an invitation to the
SERVICE Commissioners from
Mr. Fowler, Chairman of Lonan Parish Commissioners to attend his Civic Sunday
Service on
WEB CAMS 05/228 Mr.
Lace updated the meeting and indicated that the Manx National Heritage had no
objection to the siting of a web cam on the House of Manannan building pointing
in the direction of the harbour. It was AGREED that the Town Clerk write to Manx
National Heritage to confirm the arrangement.
HOP TU NAA 05/229 The
Chairman referred to a request for sponsorship from Mrs. Leece in respect of
the Hop tu Naa event held on the Centenary Centre. Members AGREED
to contribute a sum of money to the event as in previous years.
