The MINUTES of the GENERAL MEETING held in the Board Room, Town Hall, Derby Road, Peel on Wednesday 5th October 2005 at 7.00 p.m.

CHAIRMAN’S              05/206                The Chairman welcomed the Press to the first

WELCOMED                                            meeting of October and indicated that the numerous replies received from residents concerning the proposed pay and display” provisions in three of the Commissioners car parks had been considered.  The Commissioners were looking at the logistics of providing some residential parking within the three car parks and that the matter would be considered in full at the requisition meeting scheduled for 26th October 2005 at 7.00p.m. at the Corrin Hall.

 

MINUTES                      05/207                The Minutes of the meeting held on 7th September 2005 were taken as read and CONFIRMED.

 

LHERGYDHOO            05/208                Reference was made back to the Minute 05/173

SANDPIT                                                  and it was indicated that if an extension to the Lhergydhoo Sandpit was permitted then a significant period of additional heavy traffic through the Town would result.  It was AGREED that the matter be listed for the next meeting of the Traffic Management Committee meeting.

 

TRADITIONAL             05/209                Mrs. Birkett referred back to Minute 05/183 and

BOAT WEEK                                           indicated that the example set by Whitehaven which held a boat week festival was a good example to follow.  It was her opinion that she hoped the Traditional Boat Week in Peel would continue in the future.  It was AGREED to write to Mr. Willis to ascertain whether the event was scheduled for Peel in 2006 and if so on what date. 

 

PLANETARIUM            05/210                It was noted that the Planetarium bus on Marine

BUS                                                           Parade had still not been removed and it was AGREED that the Town Clerk contact the Department of Transport to see if the bus could be removed with the Department’s low loader.

 

YOUTH ISSUES            05/211                The Chairman referred to a letter of response from Mr. Shimmin, Minister for the Department of Home Affairs.  Mr. Shimmin indicated that the Youth Workers were liaising with Police to discuss proposals to improve the situation in Peel with particular regard to the gathering of large numbers of youths on a Friday and Saturday night outside the Town Hall.  One suggestion involved the issue to parents of letters when youths congregated so that they would be aware of the situation.  In addition to working primarily on Fridays the Youth Workers would also work on some Saturday evenings to monitor the situation.  Mr. Shimmin indicated that the Police would remain in touch with the Commissioners in an attempt to resolve the issue and that if all else failed he would be more than happy to attend a meeting to discuss the matter. 

 

ROAD TRAFFIC           05/212                A draft Order under the Road Traffic Regulation

ACT 1985                                                 Act to create a reserved parking place on a section of Shore Road in Peel was noted.  In an effort to maintain scarce parking places, it was suggested that the reserved space be placed on an angle rather than parallel to the pavement.  It was AGREED to advise the Department accordingly.

 

WASTE                          05/213                Members gave consideration to a Waste

MANAGEMENT STRATEGY                 Management Strategy Consultation document received from the Department of Local Government and the Environment.  The key issues included the need for the introduction of kerb side collection of recyclables for the majority of the Island’s urban areas by April 2008.  An introduction to a new charging structure from April 2006 in which commercial operators would receive an increased subsidy with domestic users being required to pay more per tonne of refuse disposed.  Members noted the that suggestion that residents on the Island should be entitled to use all civic amenity sites with the possible exception of the eastern site.  It was felt that such a proposal would require an expansion of the Western Civic Amenity Site and also containimplications on costings for the Commissioners.  Mr. Gimbert referred to paragraph 1.14 in which two key objectives were in his opinion at odds with each other namely the proposed increase in recycling against the efficient management of the incinerator.

 

                                                                  With regard to kerb side collections the Chairman indicated that whereas relatively newly built housing estates were designed in such a way as to enable easy kerb side collections that was not the case in the centre of Peel where the narrow streets and lack of easy access contributed to a more difficult environment for the storage of additional containers for kerb side recyclables. 

 

ORGANIC                     05/214                Members noted receipt of a letter from Mr.

COMPOSTING                                        Kneen and Mr. Birchenough with regard to their planning approval for the establishment of an organic composting facility at Ballaneven Farm, Poortown Road, St. Johns.  It was AGREED that the Commissioners might consider the disposal of grass cuttings to the facility but a negotiated arrangement would have to be reached in the first instance. 

 

WESTERN CIVIC         05/215                Members noted receipt of a letter from the Clerk

AMENTIY SITE                                       dated 21st September 2005 which commented upon the Commissioners proposal for entry passes for access to the amenity site.  It was noted that the operatives on site did enquire of “strangers” for production of identification purposes.  NOTED

PA 05/00282                  05/219               Members noted receipt of a request for a Review

ON REVIEW                                           of the initial decision to refuse retrospective approval in part for amendments to approved conversion to apartments, Chapel Court, Christian Street, Peel for Street Heritage Limited.  It was AGREED to make no comment on the review application as a letter had already previously been sent to Mr. Irving.

 

PA 05/00670                  05/220               It was noted that Mr. McKenzie had lodged an

ON APPEAL                                           Appeal against the decision of the Planning Committee to refuse approval for the conversion of the existing basement, ground floor and first floor levels into flats together with extension to form additional flat at the Creg Malin Hotel, Marine Parade, Peel.  It was AGREED to make no comment on this Appeal application.

 

PA 04/02282                  05/221               Members noted receipt of a report from the

ON APPEAL                                           Planning Inspector in respect of approval in principle for a residential development of six town houses on derelict land, garage and workshop, Stanley Road, Peel for Peel Properties Limited.  The Minister having considered the report of the Inspector had agreed to accept his recommendation and he directed that the Appeal be dismissed and that the decision of the Planning Committee to refuse the application be confirmed.

 

PA 04/02206                  05/222               Members noted receipt of a decision from the

ON APPEAL                                           Planning Inspector in which the Minister having considered his report had agreed to accept the recommendation and he directed that the Appeal be dismissed and that the decision of the Planning Committee to approve the application be confirmed subject to certain conditions.  NOTED

 

PROPOSED                   05/223               Consideration was given to a letter from the

SECURITY FENCE – PEEL HILL          Communication Division in which it wished to erect a security fence around the radio site on Peel Hill.  The application had come about as a result of a number of incidents concerning children climbing onto the mast and building.  The Commissioners gave consideration to the request and felt that that if a fence were to be erected it should be painted in such a manner as to blend into the surrounding area. 

 

                                                                 The Chairman indicated his particular concern at the machinery that would be required to erect the fence with particular regard to possible damage to the access track.  It was AGREED that a method statement be sought from the Communication Division prior to any approval for the proposal be given.

 

CHRISTIAN AID           05/224               Consideration was given to a letter from Christian Aid concerning an event entitled “Make Poverty History”.  The organiser of the event wished to use the Philip Christian Centre from 9.00p.m. till 1.00a.m. on Saturday 29th October 2005 for an event relating to a pilgrimage from the Philip Christian Centre to Fenella Beach where a small bonfire would be lit.  Upon return to the Philip Christian Centre the group would hand out hot dogs to the youth that attended.  Concern was expressed over the timing of the proposed event and Mr. Crookall proposed as an alternative that it run from 7.00p.m. to 11.00p.m. only.  After being seconded the matter was considered and approved by the majority that a revised period apply to any offer made to the Christian Aid Group. 

 

PEEL HERITAGE          05/225               Consideration was given to a letter from Mr.

TRUST                                                     Berry, Chairman of Peel Heritage Trust in which the Trust was wished to organise its programme of events for 2005/06.  Mr. Berry enquired whether the Commissioners would be prepared to meet with the Trust Members as in 2004 to discuss areas and matters of mutual interest.  After discussion Members were in principle agreeable to a met the Commissioners event but felt that it may benefit from being organised under a different format. 

 

HOUSING (FLATS)      05/226               The Town Clerk referred to a recommendation

REGULATIONS 1982                             from the Environmental Health Officer to regsiter a flat at 6 Magher Breek, Ballawattleworth Estate.   After consideration it was AGREED that the flat be registered in accordance with the recommendation and under the appropriate 1982 regulations.

 

LONAN CIVIC             05/227               The Town Clerk referred to an invitation to the

SERVICE                                                 Commissioners from Mr. Fowler, Chairman of Lonan Parish Commissioners to attend his Civic Sunday Service on 23rd October 2005 at 11.00.a.m. at Lonan Parish Church.  The Chairman indicated that he would check as to whether he was able to attend and advise the Town Clerk accordingly.

 

WEB CAMS                  05/228               Mr. Lace updated the meeting and indicated that the Manx National Heritage had no objection to the siting of a web cam on the House of Manannan building pointing in the direction of the harbour.  It was AGREED that the Town Clerk write to Manx National Heritage to confirm the arrangement. 

 

HOP TU NAA                05/229               The Chairman referred to a request for sponsorship from Mrs. Leece in respect of the Hop tu Naa event held on the Centenary Centre.  Members AGREED to contribute a sum of money to the event as in previous years.
