The MINUTES of the GENERAL MEETING held in the Board Room, Town Hall, Derby Road, Peel on Wednesday 7th September 2005 at 7.00 p.m.

CHAIRMAN’S              05/160                The Chairman welcomed the Press to the first

WELCOME                                              meeting of September and wished to express his thanks to Mr. Lace, Vice Chairman who deputised for him at the Bowls presentation the previous Sunday. 

 

MINUTES                      05/161                The Minutes of the meeting held on 3rd August 2005 were taken as read and CONFIRMED.

 

DISC PARKING            05/162                Mr. Gimbert referred back to Minute 05/131 and sought clarification on the days and times during which disc parking was operational.  The Town Clerk advised that the disc parking applied in Peel from Monday through to Saturday from the hours of 8.30.a.m to 5.00p.m. in the afternoon with no return permitted for a two hour period.  NOTED

 

ROAD TRAFFIC           05/163                Members noted the passing of two Orders under

REGULATIONS ACT 1985                     the 1985 Act namely a creation of a reserved parking place on a section of St. Germans Place, Peel and a Order prohibiting vehicular traffic on Michael Street during duct laying work scheduled during the period 12th September 2005 to 19th September 2005.  NOTED

 

SALTING OF                05/164                Members considered a letter from the

STREETS AFTER SNOW                        Department of Transport in which it wished to formalise the previous ad hoc arrangement whereby the Commissioners provided labour to assist in the clearing of the streets of Peel in the event of snow.  It was noted that the Department would continue to provide the salt at no charge to local authorities but wished to utilise its labour at no cost when ice or snow were present.  The matter was discussed at some length and it was noted that whilst the Commissioners were prepared to agree to provide labour in such circumstances it was deemed appropriate that should such work take place out of hours or on a bank holiday then the additional payment in terms of overtime should be paid by the Department.  It was AGREED to advise the Department accordingly.

 

PEEL HARBOUR          05/165                Members AGREED to meet with Captain Brew of the Harbours Division on 29th September 2005 at 2.30p.m. to discuss a range of items of mutual interest.

 

PEEL SEWER                05/166                The Town Clerk referred to an initial appraisal

WORKS                                                    report from Hyder Consulting in respect of the Peel Sewer Rehabilitation contract for 2005/06.  It was anticipated that a range of works would be undertaken in the January/February period 2006 under the report.  NOTED

 

END TO END                05/167                The Board approved use of its barriers and tape

WALK                                                      for the purpose of the End to End Walk scheduled for 25th September 2005. 

 

RNLI ANNUAL             05/168                The Board gave consideration to a request from

GENERAL MEETING                              the RNLI Peel Branch to hold its Annual General Meeting in the Boardroom, Town Hall on 10th November 2005.  After discussion it was AGREED to exceed to the request with no charge being made for the hire of the Boardroom.

 

RATING APPEAL         05/169                Members considered a submission from the Isle of Man Rent & Rating Appeal Commissioners in respect of a rating objection by the Creek Inn.  The Board was opposed to the rating objection as submitted and it was AGREED that the Town Clerk forward an appropriate response to the Appeal Commissioners.

                                                                  PA 05/01579/B Existing kitchen enlarged and installation of conservation roof lights to the front elevation, Avoncroft, 13 Tynwald Road, Peel.  RECOMMENDED FOR APPROVAL.

 

LHERGYDHOO            05/171                Members considered a letter from D & P

SANDPIT                                                  Costain in which they expressed concern at the likelihood of increased heavy goods traffic through Peel as a result of a proposed extension to the Lhergydhoo Sandpit, German.  Members AGREED that an appropriate letter be sent to the Planning Committee expressing the Commissioners concerns over the likelihood of increased traffic with a suggestion that the Planning Committee may wish to consider imposing an alternative preferred route on the contractor to avoid such vehicles travelling through Peel. 

 

PA 05/01363/B               05/172                Consideration was given to a letter from Mr. Jonathan Irving in which he sought a letter of active support from the Commissioners with regard to the construction of twenty five apartments and three retail units on East Quay, Peel.   Members were fully supportive of the proposed development and the planning application submitted by Street Heritage Limited and it was AGREED that a detailed letter be sent to the Planning Committee in support of the application. 

 

CHAPEL COURT          05/173                The Town Clerk referred to a further letter from

CHRISTIAN STREET                               Street Heritage Limited in which Mr. Irving sought the Commissioners support in respect of certain matters relating to his planning approval for Chapel Court.  It appeared that certain items of work had been carried out by Mr. Irving that were not covered in the planning approval and he wished to take matters further with the Planning Committee.  At this stage it was AGREED that the various documents be copied to Members and that they submit their views/objections to the Town Clerk by 13th September 2005 so that a detailed response could be made.

ON REVIEW                                            Review of the initial decision to refuse approval for the erection of a pair of semi detached dwellings with car parking and service area, site adjacent to 17 Circular Road, Peel for Mr. & Mrs. R M B Quayle.  It was AGREED that a letter of support for Mr. Quayle’s review application be made.

 

PA 05/00815/R               05/176                Members noted receipt of a request for a review

ON REVIEW                                            of the initial decision to refuse application for the installation of replacement hardwood front door and surrounding panels, 22 Atholl Street, Peel for Mr. M J P Pringle.  After discussion it was AGREED that a letter of support to Mr. Pringle and his review application be made to the Planning Committee.

 

PA 05/00730/B               05/177                Members noted receipt of a request for a review

ON REVIEW                                            of the initial decision to approve residential site layout to include additional dwelling on land between Rheast Lane and The Links, South of Rheast Lane, Peel for Hartford Homes Limited.  The Commissioners indicated their support at the review stage that only five properties which were subject to the original application should stand and that the request for an additional property be not supported.

 

 

PA 05/00339                  05/178                Members noted receipt of an Appeal by Forest

ON APPEAL                                             Homes Limited in respect of the construction of a bin storage area in the rear garden of Ballaraye, 5 Marine Parade, Peel.  NOTED  It was AGREED to make no comment on this Appeal application.

 

PEEL                              05/179                Consideration was given to a proposal from Mr.

CONSERVATION AREA                        Gimbert that the area of Glenfaba Road should be removed from the current Conservation Area of the Town.  Mr. Lace seconded the proposal.  The matter was discussed and it was AGREED that a decision was required by the Board as to the extent of the reduction prior to contact being made with the Department of Local Government and the Environment.

 

CIVIC SUNDAYS         05/180                Members noted the Marown Civic Sunday scheduled for 9th October 2005 at 3.0p.m. in Marown Parish Church.

 

                                                                  It was also noted that Castletown would hold its Civic Sunday Service on 25th September 2005 at 3.00p.m. in the Methodist Church, Arbory Street, Castletown.  The Chairman indicated that he would attend both Services.

 

TREE FELLING             05/181                Members considered a letter from the Forestry,

LICENCE APPLICATION                       Amenity and Land Division concerning a tree felling licence application for 13 Tynwald Road, Peel.  The owners of the property had requested permission to fell a number of roadside trees and the Senior Forester had contacted the Commissioners to advise them of the proposal with the opportunity to comment prior to a licence being issued.  The matter was discussed and it was suggested that the Forestry Division should consider a policy of replanting new trees when mature ones were felled.  The Commissioners had no objection to the application although it would have some impact on the surrounding area and it was AGREED that a letter be sent to the Senior Forester with the request that replanting be one of the conditions of the felling licence.

 

 

 

WESTERN VIKINGS    05/182                It was AGREED that the Western Vikings

RUGBY CLUB                                          Rugby Club attend the next meeting on 22nd September at 8.30p.m. to make a presentation to the Commissioners concerning their future development plans. 

 

TRADITIONAL             05/183                Mrs. Birkett referred to a recent Press article in

BOAT WEEK                                           which it was suggested that the Traditional Boat Festival would move to Port St. Mary in 2006.  It was requested that the Town Clerk check with Mr. Willis as to the planning of this major event and whether it would involve Peel for 2006. 

 

PHILIP CHRISTIAN     05/184                Ms. Hardman referred to damage being caused

STREET CAR PARK                                to the Philip Christian Street car park and suggested the need for additional lighting in the area.  It was AGREED that this be costed out.

 

PLANETARIUM            05/185                Upon enquiry from Mr. Crookall it was

BUS                                                           indicated that the planetarium bus was scheduled to be removed from Marine Parade in the very near future. 

 

MICHAEL                      05/186                Upon enquiry from the Chairman the Town

STREET ENHANCEMENT                      Clerk indicated that Mr. Prescott had submitted a paper summarising the situation regarding the replacement street lighting in Michael Street.  It was AGREED that the report be copied to Members for their information.
