CHAIRMAN’S 05/160 The Chairman welcomed the Press
to the first
WELCOME meeting
of September and wished to express his thanks to Mr. Lace, Vice Chairman who
deputised for him at the Bowls presentation the previous Sunday.
MINUTES 05/161 The Minutes of the meeting held
on
DISC PARKING 05/162 Mr. Gimbert referred back to
Minute 05/131 and sought clarification on the days and times during which disc
parking was operational. The Town Clerk
advised that the disc parking applied in Peel from Monday through to Saturday
from the hours of 8.30.a.m to
ROAD TRAFFIC 05/163 Members noted the passing of two
Orders under
REGULATIONS ACT 1985 the 1985 Act namely a creation of a reserved
parking place on a section of St. Germans Place, Peel and a Order prohibiting
vehicular traffic on Michael Street during duct laying work scheduled during
the period 12th September 2005 to 19th September 2005. NOTED
SALTING OF 05/164 Members considered a letter from
the
STREETS AFTER SNOW Department of Transport in which it wished to
formalise the previous ad hoc arrangement whereby the Commissioners provided
labour to assist in the clearing of the streets of Peel in the event of
snow. It was noted that the Department
would continue to provide the salt at no charge to local authorities but wished
to utilise its labour at no cost when ice or snow were present. The matter was discussed at some length and
it was noted that whilst the Commissioners were prepared to agree to provide
labour in such circumstances it was deemed appropriate that should such work
take place out of hours or on a bank holiday then the additional payment in
terms of overtime should be paid by the Department. It was AGREED
to advise the Department accordingly.
PEEL SEWER 05/166 The Town Clerk referred to an
initial appraisal
WORKS report
from Hyder Consulting in respect of the Peel Sewer Rehabilitation contract for
2005/06. It was anticipated that a range
of works would be undertaken in the January/February period 2006 under the
report. NOTED
END TO END 05/167 The Board approved use of its
barriers and tape
WALK for
the purpose of the End to End Walk scheduled for
RNLI ANNUAL 05/168 The Board gave consideration to
a request from
GENERAL MEETING the
RNLI Peel Branch to hold its Annual General Meeting in the Boardroom, Town Hall
on 10th November 2005. After
discussion it was AGREED to exceed to
the request with no charge being made for the hire of the Boardroom.
RATING APPEAL 05/169 Members considered a submission
from the Isle of Man Rent & Rating Appeal Commissioners in respect of a
rating objection by the Creek Inn. The
Board was opposed to the rating objection as submitted and it was AGREED that the Town Clerk forward an
appropriate response to the Appeal Commissioners.

SANDPIT Costain
in which they expressed concern at the likelihood of increased heavy goods
traffic through Peel as a result of a proposed extension to the Lhergydhoo
Sandpit, German. Members AGREED that an appropriate letter be
sent to the Planning Committee expressing the Commissioners concerns over the
likelihood of increased traffic with a suggestion that the Planning Committee
may wish to consider imposing an alternative preferred route on the contractor
to avoid such vehicles travelling through Peel.
PA 05/01363/B 05/172 Consideration was given to a
letter from Mr. Jonathan Irving in which he sought a letter of active support
from the Commissioners with regard to the construction of twenty five
apartments and three retail units on East Quay, Peel. Members were fully supportive of the
proposed development and the planning application submitted by Street Heritage
Limited and it was AGREED that a
detailed letter be sent to the Planning Committee in support of the
application.
CHAPEL COURT 05/173 The Town Clerk referred to a
further letter from
CHRISTIAN STREET Street Heritage Limited in which Mr.
Irving sought the Commissioners support in respect of certain matters relating
