GENERAL MEETING

 

The MINUTES of the GENERAL MEETING held in the Board Room, Town Hall, Derby Road, Peel on Wednesday 5th April 2006 at 7.00 p.m.

MINUTES                      05/446                The Minutes of the meeting held on 1st March 2006 were taken as read and CONFIRMED.

 

DISC PARKING            05/447                Reference was made back to Minute 05/413 and it was noted that the Town Clerk was scheduled to meet with the Department of Transport staff to discuss the administrative implications of residential disc parking.  It was noted that the Commissioners were due to meet the public through a meeting organised by Peel Heritage Trust on 11th April 2006 and it was AGREED that a press release be prepared in advance of this meeting for distribution at that time. 

 

CCTV CAMERAS         05/448                The Town Clerk indicated the current position regarding the proposal to install CCTV cameras in Peel.  It was noted that prices would be obtained from appropriate firms for the provision of the cameras and web-cams. 

 

KERBSIDE                    05/449                Members considered a paper prepared by the

RECYCLING                                            Town Warden regarding a initiative undertaken by Malew Commissioners for kerbside recycling.  It was noted that the vehicle used by Malew was available at certain times of the week and it was AGREED to make contact with Malew Commissioners to ascertain whether a trail run could be organised within Peel to see if kerbside recycling was viable. 

 

 

PROPOSED BUS          05/450                Members noted receipt of a letter from Mr.

STOP – DOUGLAS ROAD                      Redmayne the immediate neighbour where the proposed bus stop was to be located and the fact that Mr. Redmayne would now continue his correspondence with the Bus Company in an effort to have the shelter sited at a different location. Members AGREED to the Clerk forwarding a letter to the Bus Company supporting the proposed installation of a bus shelter at this location.

 

ROAD CLOSURE         05/451                Members considered a letter from the Viking Longboat Association regarding a proposed road closure for it’s event on 1st July 2006.  Members had no objection and it was AGREED to advise the Committee accordingly. 

 

DOG CONTROL           05/452                Members considered the format for a set of draft

BYELAWS                                                Byelaws prepared by the Department of Local Government and the Environment regarding dog fouling and dogs at large.  At this stage it was agreed to make enquiries for specific clarification over the definition of a dog “at large”. 

 

                                                                  The Board were of the view that the whole town should be considered in terms of the area where dog faeces must be removed.  It was AGREED that the Town Clerk would draft some byelaws on the basis of the document produced by the Department of Local Government and the Environment for future consideration.

 

RATING                         05/453                Members noted receipt of a rating objection

OBJECTION                                             submitted to the Isle of Man Rent and Rating Appeal Commissioners by Miss Lace and Mr. Hughes of 12 Lake Lane, Peel who had complained about the noise from The Creek Inn and the building works at the Wharfside Apartments.  It was AGREED to make no comment on the Appeal.

 

DIGITAL TV                  05/454                Members noted receipt of an invitation to a meeting regarding digital TV on the Isle of Man in 2008.  A meeting had been arranged on 24th April and it was noted that the Chairman would look to attend the meeting scheduled for the Education and Training Centre at Nobles Hospital, Braddan.

 

PLANNING                   05/455                The following planning applications had been

                                                                  PA 06/00381/B Erection of a two storey extension to side elevation to provide garage and additional living accommodation, 9 Birch Drive, Ballawattleworth Estate, Peel.  RECOMMENDED FOR APPROVAL

 

                                                                  PA 06/00394/B Approval in principle for erection of six semi-detached “affordable” dwelling and fifteen detached dwellings, field 311788 adjacent to Brickworks entrance, Glenfaba Road, Peel.  Concerns were expressed over the disposal of storm water and the fact that the land immediately below the field was zoned for industrial development.  It was AGREED to advise the Planning Committee of the Commissioners concerns in this respect.

PA 05/01762/B               05/457                The Town Clerk indicated that an Appeal had

ON APPEAL                                             been submitted by Street Heritage Limited in respect of the refusal at Review stage for retrospective approval for alterations of former Nursing Home to a single dwelling, including balcony to rear at first floor and oil tank at rear yard.  It was AGREED to make no comment on this appeal application.

 

PLANNING                   05/458                Members noted receipt of three planning appeal

APPEAL DECISIONS                              decisions as follows:

 

                                                                  1.  PA 05/00815/B On Appeal – Mr. M J P Pringle – retrospective application for installation of replacement hardwood front doors and surrounding panels – 22 Atholl Street, Peel.  It was noted that the Inspector had directed that the Appeal be dismissed and that the decision of the Planning Committee to refuse the application be confirmed.  NOTED

 

                                                                  2.  PA 05/00730/B Hartford Homes Limited – Revisions to previously approved residential site layout to include an additional dwelling on land between Rheast Lane and The Links, Peel.  The Inspector had accepted the recommendation that the Appeal should be dismissed and that the Planning Committee’s decision to grant approval should be upheld subject to additional planning conditions as stated.  NOTED

 

                                                                  3.  PA 05/00743/B Mr. & Mrs. F Horne – Demolition of existing buildings and the erection of a block of three apartments within the same footprint and similar appearance at the rear yard, 23 Michael Street and Factory Lane, Peel.  The Inspector had indicated that the Planning Committee’s decision to grant approval should be upheld and that the Appeal should be dismissed subject to additional planning conditions as stated on the schedule.  NOTED

 

BALLATESSAN            05/459                Consideration was given to a letter from

MEADOW                                                Heritage Homes Limited in which the development of Ballatessan Meadow had resulted in a new access being created to Mr. R W Fargher’s property “Garey Glass”, 21 Corrins Way, Glenfaba Park, Peel.  As the new access would become the principal entrance to his property it was requested that Mr. Fargher’s address be changed to “Garey Glass”, Ballatessan Meadow, Peel.  AGREED

 

FORMER DHSS            05/460                Mrs. Pugh referred to the Commissioners

OFFICE                                                    property formerly used as the unemployment benefit office in Derby Road and indicated that it currently did not have a number or name.  Bearing in mind that it would shortly be used as a Citizens Advice Centre it was deemed appropriate to allocate the property a name.  It was suggested that the name Derby Lodge should apply to the property.  AGREED

 

COMMISSIONERS      05/461                The Town Clerk advised that under the Local

ATTENDANCE ALLOWANCE              Government Act 1985 Tynwald had recently approved an increase in the Members attendance allowance to the sum of £30 per meeting subject to a maximum of £3600.00 in any year.  NOTED

 

MANX NATIONAL      05/462                The Town Clerk referred to a letter from the

WEEK                                                       President of Tynwald in which he requested local authorities to organise special events during National Week.  Members were of the opinion that the Viking Festival scheduled for a ten day period through Manx National Week and beyond was appropriate for this occasion. 

 

HARBOUR                    05/463                Mr. Lace requested that contact be made with

RAILINGS                                                the Harbours Division to request that the rusty railings around the Castle and by the top bridge, West Quay be painted.  The Town Clerk undertook to contact Captain Brew accordingly. 

 

MARINE PARADE        05/464                The Chairman advised that he had been in contact with Mr. Hannay, Director of Highways, Mrs. Hannan, MHK and local resident Mr. Washington over the various concerns with regard to Marine Parade and its surrounds.  It was suggested that a meeting be arranged in due course to resolve the various issues concerning Mr. Washington and his neighbours.

 

STREET                         05/465                The Town Clerk advised that the Technical

LIGHTING                                                Officer was due to meet a Manx Electricity Authority official the following day to discuss various improvements to the Town’s street lighting including Mountain View, Factory Lane and Westlands. 

 

 

 

ANNUAL GENERAL    05/466                The Chairman requested suspension of Standing

MEETING                                                 Orders to allow the following motion – “The Annual General Meeting normally held on the first working day in May ie. 2nd May be put back to Wednesday,3rd May 2006”.

 

                                                                  The motion was moved and seconded and after discussion AGREED.

 

                                                                  This part of the meeting ended at 7.45p.m
