BOARD MEETING

 

The MINUTES of a BOARD MEETING held in the Board Room, Town Hall, Derby Road, Peel on Wednesday 2nd  August 2006 at 7 p.m.

CHAIRMAN’S           06/136               The Chairman welcomed the Press to the

WELCOME                                          meeting and reported that he was pleased to attend the refurbishment of Davisons Ice Cream Parlour which had been opened by Norman Wisdom.  The Chairman had also attended Peel Sailing Club on the occasion of the Traditional Boat Rally to assist with the presentation of prizes.

 

                                                              The Chairman referred to the Isle of Man Family History Society which was based in Peel but in need of acquiring new premises and appealed to Members and the public to suggest possible vacant premises that they could utilise. 

 

STREET                      06/137               Consideration was given to a request from the

LIGHTING                                           occupiers of 36 and 38 Ballatessan Meadows.  Mrs. Smith and Mr. Sheen had written to request the Commissioners reconsider the siting of a street light which cast light directly into their bedrooms at the first floor level. 

 

                                                              It was indicated that the street lighting scheme had been approved by the Commissioners upon submission from Heritage Homes Limited the estate developer.  At this stage it was AGREED to ascertain from the Manx Electricity Authority whether a down lighter head could be attached to the column or alternatively a shield to prevent light directly flooding into the bedrooms concerned. 

 

MINUTES                   06/138               The Minutes of the meeting held on 10th July 2006 were taken as read and CONFIRMED.

 

PEEL SEA                   06/139               The Town Clerk referred back to Minute

OUTFALL                                            06/082 and indicated that the Department of Transport had been made aware of the approximate population of Peel which was in excess of the 3500 residents indicated on the licence. 

 

DOG CONTROL        06/140               Reference was made back to Minute 06/089

BYELAWS                                           and Members were still concerned at the possible ambiguity attached to the definition of “a dog at large”.  Mr. Lightfoot suggested that it would make enforcement of the byelaws difficult unless the matter was clarified.  It was AGREED that the amended byelaws be copied to Members for further consideration. 

 

LORRY PARK            06/141               The Town Clerk updated Members on the current position regarding the development of a lorry park at Mill Road.  It was noted that the costings for the project were being prepared.  Mr. Lightfoot suggested that due to the size of the available area that a mix between heavy goods vehicles and larger vans should be accommodated. 

 

VICTORIA ROAD      06/142               It was reported that only one tap in four was

CONVENIENCES                               working in the public conveniences.  The Town Clerk undertook to arrange for the necessary repairs.

 

TRADITIONAL          06/143               Mr. Crookall wished to extend his thanks to the

BOAT RALLY                                      organisers of the Traditional Boat Rally which had successfully taken place the previous weekend.  Mr. Lightfoot indicated that the Commodore Mr. Owens wished to have a meeting with the Commissioners concerning the 2007 event.  NOTED

 

ZERO WASTE            06/144               Members considered an invitation to attend a

MANN                                                 presentation hosted by Zero Waste Mann with regard to kerbside recycling. 

 

                                                              Consideration was given to a further clean up event by Zero Waste Mann in conjunction with Government’s Environmental Committee to be held on 16th and 17th September 2006.  It was anticipated that a good response would be obtained from individuals, schools, businesses and other organisations around the Island to help clean up.  Local Authorities would be able to assist in a number of ways and could provide a distribution point for participants to use gloves bags and litter pickers.  Local Authorities could also help by allowing litter picking on areas of land that were under their control and management.  It was suggested that contact be made with the refuse contractor to see if he would be prepared to allow his bin wagon to be used for disposal of items over the weekend.  With regard to the disposal of white goods it was suggested that more publicity be given to this scheme operated by the Commissioners through the contractor and that it be advertised further in the next edition of the newsletter.

 

LITTER BINS             06/145               Consideration was given to a letter from Mr. Jones and Miss Christian of 3 Albany Road, Peel who live adjacent to the bus stop on Albany Road and requested that a litter bin be placed at this location to prevent the public disposing of litter in their garden.  AGREED

 

                                                              It was also confirmed that four new litter bins would be installed on the Promenade in due course.

 

MEMORIAL               06/146               Consideration was given to a request from Mrs.

SEATS                                                  Rosemary Teare to place a commemorative bench on the headlands immediately in front of 7 Victoria Terrace.  AGREED

 

                                                              Members also considered a request from Mrs. M Binns of Hull who wished to commemorate her father Herbert Clucas (deceased) by placing a bench overlooking the harbour on Peel Hill.  It was AGREED to place a bench which would be nearer to the House of Manannan than the Harbour Masters Office which was originally requested. 

 

NEGLECTED              06/148               Members noted receipt of a letter from Mrs. H

PROPERTIES                                       Hannan, MHK concerning a neglected property in Orry Lane.  Mrs. Hannan enquired whether the Commissioners could take any action to deal with this matter.  It was noted that a further letter had been received from Mr. Mansell, Environmental Health Officer concerning 6 Orry Lane which indicated that whilst it was somewhat shabby in appearance it was his opinion that it was not in such a dilapidated condition to be seriously detrimental to the amenities of the neighbourhood.  Mr. Mansell could not therefore recommend any action under the Building Control Act 1991. 

 

                                                              Arising therefrom Mr. Lightfoot suggested that Mrs. Hannan be contacted to see if any pressure could be brought to compulsory purchase unused and dilapidated properties in the Town for possible conversion into single person units. 

 

PLANNING                06/149               The following planning application were

APPLICATIONS (FOR COMMENT) considered for comment as follows:-

 

                                                              PA 06/01214/B Conversion of garage/workshop into living accommodation including extension rear garage and yard 8 Circular Road, Peel.  RECOMMENDED FOR APPROVAL.

 

                                                              PA 06/01220/B Alterations and creation of two bay windows to side elevation, Thie Ny Marrey, 31 Shore Road, Peel.  RECOMMENED FOR APPROVAL

 

                                                              PA 06/01174/B Removal of part of roadside bank and erection of fencing 7 St. Patricks View, Peel.

 

                                                              PA 06/01175/B Removal of part of roadside bank and erection of fencing 8 St. Patricks View, Peel

 

                                                              PA 06/01176/B Removal of part of roadside bank and erection of fencing 9 St Patricks View, Peel.  In respect of these three applications Mrs. Pugh declared an interest.  In discussing the application for the removal of the large bank in front of these three properties Mr. Crookall suggested that the lower portion would require a wall to ensure the garden was retained.  It was felt that a fence alone would not contain the higher level of the garden.  It was AGREED to make this comment to the Planners.

                                                              PA 06/01242/B Widening driveway to facilitate the parking of second car, Thie Jairg, Peveril Avenue, Peel.  RECOMMENDED FOR APPROVAL.

 

                                                              PA 06/01237/B Removal of back chimney, 6 Marine Parade, Peel.  RECOMMENDED FOR APPROVAL.

 

                                                              PA 06/00149/B Alterations, erection of single storey extension to side and rear elevation to provide porch, garden room, bedroom and breakfast area as well as erected of detached double garage, 2 Mount Morrison, Peel.  Amended plans had been received.  RECOMMENDED FOR APPROVAL.

 

PA 06/0099/B              06/150               The Town Clerk referred to a letter from the Planning Officer concerning the new extraction system rear elevation of 16 Michael Street, Peel.  This application had been deferred pending resolution to concerns raised by the Environmental Protection Unit.  The applicant had amended the proposal to incorporate the extraction from the fryer into the new system and it was noted that the Commissioners had no comment on the amended proposal.

                                                              PA 06/00803/B Alternations and extension to provide additional living accommodation, Cronk Baare, Tynwald Road, Peel for Mr. Gosden.  APPROVED.

 

                                                              PA 06/00894/B Erection of a two storey extension to side elevation and widening of driveway and access on the highway, 12 Aspen Drive, Ballawattleworth Estate, Peel for Mr. & Mrs. Evans.  APPROVED.

 

                                                              PA 06/00982/D Erection of an illuminated shop signage, 36 Michael Street, Peel for Clear Pharmacies.  REFUSED.

 

PA 05/92153/B            06/152               Members noted receipt of an application

ON APPEAL                                        accepted by the Department for an Appeal against the decision taken in connection with the proposed residential development of 173 dwellings (including elderly persons housing), roads, sewers, landscaping and public open space and woodland on land part of Ballawattleworth Farm for Heritage Homes Limited. 

 

                                                              Members reiterated concerns over this major development in light of the sewer disposal licence granted to the Department of Transport in which the population limit stipulated in the licence was 3500.  It was AGREED to refer this point to the Appeal Officer.

 

PROPOSED                06/153               Members noted receipt of a letter from Mr.

REDUCTION IN                                  Stephen Moore, Building Conservation Officer

CONSERVATION AREA                    concerning the current position of the Commissioners request for a reduction in the conservation area.  Members expressed concern over the delaying tactics displayed by the Department particularly as no time frame was given for consideration of the Island Strategic Plan prior to consideration of the Commissioners request.  It was AGREED that a letter be sent to the Minister of Department of Local Government and the Environment  seeking a timeframe for this matter. 

 

MAUGHOLD              06/154               The Town Clerk referred to the holding of

CIVIC SERVICE                                  Maughold’s Civic Service on 17th September 2006 at Maughold Parish Church at 2.30p.m.  The Chairman indicated that he would attend the service.

 

PUBLIC HEALTH      06/155               The Town Clerk read out a letter from Mr.

ACT 1990                                             Mansell, Environmental Health Officer concerning the ingress of damp from a defective chimney stack on 11 Church Street, Peel owned by Mr. Diack.  It was noted that Mr. Diack had been advised to carry out the necessary works to abate the dampness to avoid formal action being taken.  NOTED

 

 

FENELLA                   06/156               The Town Clerk read out a copy letter received

BEACH                                                 from Mr. Blackford of Manx National Heritage addressed to Mr. Pain, Senior Health and Safety Inspector and at the Department of Local Government and the Environment dated 21st July 2006.  Mr. Blackford sought assurances from the Health and Safety Inspectorate that it would endorse the proposed solution agreed on site involving the erection of a railing down the five concrete steps leading to Fenella Beach.  Members AGREED that a letter be sent to Mr. Blackford requesting that the work be carried out. 

 

HOUSING                  06/157               Consideration was given to a recommendation

(FLAT) REGULATIONS 1982             from the Environmental Officer to register two flats at 7 and 8 Magher Breek, Ballawattleworth Estate, Peel.  AGREED.

 

CCTV AND                06/158               The Town Clerk provided an update with

WEB CAMS                                         regard to the current position regarding CCTV and web cams for the Town.  It was anticipated that work would commence at the Town Hall within the fortnight and that the contractor Eye Spy had also been in consultation with Manx National Heritage over the placement of a suitable camera on the House of Manannan.  NOTED

 

MARINE PARADE     06/159               Mr. Lightfoot expressed deep concern over the

FOOTPATH                                         level of works to repair the cracked pavements at Marine Parade undertaken by the Department of Transport.  He indicated that more substantial repairs had been promised by the Department at an earlier meeting.

 

BLOCKED DRAINS  06/160               Mr. Gimbert referred to some areas in the Town with blockages in the drains.  It was AGREED that the Department of Transport road sweeper be requested to clean out those affected.  It was noted that a programme of repairs was required.
