BOARD MEETING

 

The MINUTES of a BOARD MEETING held in the Board Room, Town Hall, Derby Road, Peel on 17th August 2006 at 7 p.m.

CHAIRMAN’S           06/161               The Chairman welcomed the Press to the

WELCOME                                          meeting and expressed his sorrow that the recent staging of Peel Carnival had been spoilt by bad weather.  The firework display was much appreciated.  In addition the Chairman was pleased to attend Peel Golf Club and present the Peel Town Cup to the winner Mr. Peter Skelton the previous Saturday.

 

MINUTES                   06/162               The Minutes of the meeting held on 20th July 2006 were taken as read and CONFIRMED.

 

DOG CONTROL        06/163               Reference was made back to Minute 06/110

BYELAWS                                           and it was AGREED that a letter be sent to the Department requesting that the definition of “dog at large” be further defined to avoid possible ambiguity and difficulties in enforcing the new byelaws when they became law. 

 

DERBY ROAD           06/164               The Town Clerk referred to the Commissioners

CAR PARK                                          planning application 06/01022/B regarding an extension to the car park and facilities on land to the rear and adjacent to Shoprite, Derby Road, Peel.  It appeared that the Department of Transport, Highways Division had commented on the application and indicated that the visibility splays from the existing car park entrance do not provide stopping sight visibility of 2 metres by 23metres for at 30mph per road.  The Planning Officer had enquired whether the Commissioners wished to amend the application to take into account the comments made by the Department of Transport.  The visibility splay calculation did not match the splay requested for the access into the industrial land on Patrick Street which was also within a 30mph area.  Mr. Lightfoot also expressed his concern at the junction from Ballaquane Road onto Poortown Road where the visibility splay also left something to be desired.  

 

                                                              Arising therefrom Mr. Crookall also requested that the grass to the rear of the existing car park be cut.

 

WEST VIEW               06/165               Mr. Gimbert referred back to Minute 06/114

PLAY PARK                                        and indicated whether grass from the headlands could be utilised for the re-turfing of the goal area.  Mr. Lightfoot indicated that the job entailed more work than first envisaged as there was some areas of tarmac and concrete that required digging out.  NOTED

 

CENTRAL                  06/166               It was requested that a programme of the

HEATING PROGRAMME                   outstanding properties to be supplied with central heating be listed and circulated to Commissioners and tenants that were affected. 

 

ISLAND IN BLOOM 06/167               Mr. Gimbert referred back to Minute 06/126 and reported that due to health and safety requirements, the need for a school risk assessment and parental consent together with Police checks, it was not possible for school children to be involved in the judging of the garden competitions. 

 

PROMENADE            06/168               Mr. Lightfoot was of the opinion that the work

SLIPWAY                                            on the renewal of the slipway adjacent to Bridge Street required additional work to provide a proper finish.  It was AGREED that contact be made with Captain Brew to ascertain whether the project had been fully completed. 

 

                                                              Arising therefrom Mrs. Pugh indicated that the Peel Clean Team had spent the previous evening removing litter from the beach and reported that a lump of buried metal had been found.  The matter had been reported to the Technical Officer for its removal.  Discussion ensued over the need to furrow the beach and it was noted that the Town Clerk would contact the organisers of the forthcoming beach motocross to make them aware of the situation. 

 

PEEL EVENTS           06/169               Mrs. Sweeney suggested that when events were held in the Town that the Commissioners forward a letter in writing congratulating them on the success of such events.  It was noted that in the past the Commissioners used to extend an invitation in person to the various committees to congratulate the organisers on successful events taking place in the Town.  It was AGREED that this practice be resurrected. 

 

BEACH                       06/170               Consideration was given to a request from Mr.

MOTOCROSS                                     Watterson, Secretary to Ramsey Motocycle Club for the staging of a beach motocross on Thursday evening 31st August 2006. AGREED

 

PEEL GARDEN          06/171               Members noted receipt of a letter of thanks

COMPETITION                                   from Mr. Ian Davison of 26 Derby Road, Peel for his prize in the recent garden competition.  NOTED

 

DRAFT ROAD            06/172               Members had received copies of the Draft

VEHICLES CARRYING                      Regulation and other than enquiring as to what

DANGEROUS GOODS                       was defined as dangerous goods under the EC

REGULATIONS                                   Regulations had no other comments to make.

 

SECOND                    06/173               The second supplemental valuation list for

SUPPLEMENTAL                                2006 copies of which had been circulated was

VALUATION LIST                              NOTED.  Mrs. Sweeney queried the value of the collection of the rate via The Treasury and felt that the matter could be pursued more strongly in terms of outstanding rate defaulters.  The Town Clerk indicated that he had made arrangements to meet the Coroner of Glenfaba to enforce executions granted against rate defaulters.  It was AGREED that a copy of the outstanding rate list be issued to Members.  

 

POLICE PATROL      06/174               Members noted receipt of the Police Patrol

FIGURES                                              figures for the period May, June and July 2006.     It was AGREED to invite Inspector Lowe to the next meeting of the Commissioners to discuss matters of mutual interest.

 

PLANNING                06/175               The Town Clerk updated Members on the

APPLICATION  - PROPOSED           recent Appeal Hearing in respect of the

HOTEL AND APARTMENTS             Commissioners planning application for a forty bedroom hotel/leisure complex with up to fourteen two bedroom residential apartments.  The Planning Appeals Inspector had visited the site and had subsequently heard the Appellants case together with the Commissioners case in support of the application.  The Inspector would make a recommendation to the Minister for the Department of Local Government and the Environment and a decision would then be made in due course.

 

SKATEBOARD          06/176               The Town Clerk referred to advice received

PARK                                                   from the Commissioners insurers regarding the requirements to follow in respect of insurance cover for the skateboard park.  NOTED

 

PEEL CAMPSITE       06/177               Consideration was given to a request from the Isle of Man Steam Packet Company which intended to place adverts in the Camping and Caravan magazine with the intension of attracting campers and motorhomes to the various campsites around the Island.  The campaign had the backing of the Department of Tourism and Leisure and the package would include ferry and accommodation sold through Steam Packet holidays.  The Steam Packet had enquired whether the Commissioners were prepared to offer reduced contract rates for any visitors coming to the Island under the Steam Packet package.  At this stage it was AGREED that the Town Clerk discuss the possibility of a discount with Mr. Convery of the Isle of Man Steam Packet Company.

 

WOODLAND             06/178               The Town Clerk referred to an invitation to all

TRUST                                                  Commissioners to attend an open day at Ballamaddrell on of behalf of the Woodland Trust on Sunday 27th August 2006.  Mr. Lightfoot and Mrs. Birkett indicated that they would like to attend. 

 

HOUSING (FLATS)   06/179               The Town Clerk read out a letter from Mr.

REGULATIONS                                   Haslett, Environmental Health Technician at the Department of Local Government and the Environment dated 9th August 2006.  It appeared that some confusion had arisen over the previous registration of six flats numbered 1 – 6 at Close Beg, Ballawattleworth Estate, Peel.  A subsequent application to register a new block of six flats had been made in August 2006.  However these flats were actually numbered 1 – 6 and the previous registered flats should instead be numbered 7 – 12.  To rectify this situation Mr. Haslett the Environmental Health Technician indicated that new certificates would be reissued for signature in due course.  AGREED.

 

TAXI’S AND              06/180               The Town Clerk referred to an information

PRIVATE HIRE CARS                         circular from the Road Transport Licencing Committee which indicated that all taxis and private hire cars would be subject to roadside checks to ensure that all such vehicles were road worthy. 

 

PEELONLINE            06/181               The Town Clerk tabled the recent web statistics for the Commissioners Peelonline website.  NOTED

 

WATER FEATURE     06/182               Mr. Crookall reported that the water feature

IRIS SITE                                             was not working properly and it was AGREED to contact the Department of Transport accordingly.

 

ROADSIDE                 06/183               Mr. Gimbert referred to the roadside gully in

GULLIES                                              Albany Road which needed cleaning out and suggested that a rolling programme was required from the Department of Transport. 

 

HEADLANDS             06/184               It was indicated that the nets on the goalposts

FIELD                                                   on the headlands had been ripped and were in need of replacement.  AGREED.
