CHAIRMAN’S 05/368 The Chairman extended his thanks
to the
WELCOME Vice
Chairman, Mr. Lace who acted as Chairman in his absence whilst on holiday. Arising therefrom Mr. Lace indicated that he
was pleased to attend the Government Holocaust Service in St. Germans Cathedral
on
MINUTES 05/369 The Minutes of the meeting held
on
WESTERN CIVIC 05/370 Mr. Gimbert referred back to
Minute 05/345 and
AMENITY SITE indicated
that revised budget figures had been submitted from the Clerk for the budget
estimates 2006/07.
Arising
therefrom Mr. Lace indicated that he was aware of a resident from Onchan using
the Western Civic Amenity Site to dispose of two van loads of refuse. The sooner access was controlled to residents
the better in Mr. Lace’s opinion. Mr.
Gimbert indicated that he would refer the matter back to the Civic Site
Committee for review.
SALTING OF 05/371 The Town Clerk referred back to
Minute 05/346
MAIN ROADS and
read out the response from the Department of Transport, Operations Section with
regard to the Department’s policy on the gritting/salting of main roads in
adverse weather conditions. NOTED
COMMISSIONERS 05/372 It was noted that a further

LOCAL 05/373 Members gave consideration to
the Draft Local
GOVERNMENT BILL 2006 Government Bill and the Chairman indicated that
Mrs. Birkett had requested that her view over the removal of the building
control function from the Commissioners be noted. Mrs. Birkett was opposed to such a proposal
and this was supported by the rest of the Board.
OIL FUEL 05/374 A memorandum from the Treasury
concerning
CONTRACTS oil
fuel contracts for local authorities and
Government Departments was NOTED.
RECYCLE BINS 05/375 Consideration was given to the
long term relocation of the recycle bins temporarily housed at the
Campsite. Discussion ensued over
alternative locations and it was suggested that the lane to the rear of the
Creg Malin might be suitable. Mr.
Crookall however suggested that access was poor at this location and Mrs.
Moughtin then suggested that the dry dock area on

PLANNING 05/378 Members noted receipt of three
applications on
APPLICATION ON APPEAL Appeal as follows:-

05/00665/R on Appeal – appeal against refusal for retrospective applications
for the erection of four lock up private storage units, Heathfield Yard,
Patrick Street, Peel for Mrs. B Corcoran.

05/00643/B On Appeal – appeal against refusal to excavate building sand from
part of field 314302 with access via concrete duct under Ballagyr Lane through
existing Lherhydhoo Sandpit to main A4 road Lherhydhoo, Ballagyr, German for
JCK Limited.

05/0282 On Appeal – Members noted receipt of a letter from Mr. N T Crompton of
27 Stanley Terrace, Christian Street, Peel objecting to the retrospective
approval for amendments to approved conversion of apartments at the former
Methodist Chapel, Christian Street, Peel.
NOTED.
It
was AGREED to make no comment on
these trhree appeal applications.
TOWN AND 05/379 Members noted the approval of a
government
COUNTY PLANNING ACT 1999 circular (1/06) regarding the determination of interested
party status in respect of planning applications. NOTED
HOUSING (FLATS) 05/380 Consideration was given to the
Environmental
REGULATIONS 1982 Health Officer’s recommendation to
register flats 1, 2, 3, 4, 5, 6, and 7 at 5 Marine Parade, Peel. In this recommendation consideration was
given to the receipt of an Appeal decision from the Planning Committee in which
the Minister accepted the recommendation of the Inspector and Director that the
Appeal be allowed and planning permission refused for construction of a bin
storage area at 5 Marine Parade, Peel.
It was AGREED to ascertain
whether Mr. Mansell the Environmental Health Officer was aware of the Planning
Committee’s decision.
Consideration
was given to a recommendation from the Environmental Health Officer to register
flat 12 Magher Breek, Ballawattleworth Estate, Peel. AGREED
ATHOLL 05/381 Members noted receipt of a
letter from the
BUILDING tenants
of
LAXEY CIVIC 05/382 The Town Clerk indicated that
the Chairman of
SERVICE Laxey
Village Commissioners Mr. David Owens had invited Members to his Civic Service
on
BALLATESSAN 05/383 Consideration was given to a
proposed new
MEADOW street
light layout for Ballatessan Meadow. APPROVED
STREET LIGHTING 05/384 The Town Clerk advised Members
of the
CONTRACT ongoing
maintenance contract with Manx Electricity Authority in respect of the town’s street lighting
installations. It was noted that the
current cost for maintenance per lamp per three month period was £6.70 and that
the charge per clock per three month period would be £2.08 per
installation. NOTED The revised contract
for the period
ROAD TRAFFIC 05/385 Consideration was given to a
draft Order
REGULATIONS ACT 1985 revoking a reserved parking place on a section
of Rheast Bridson car park, (Westlands), Peel.
The Commissioners had no objection to this draft Order.
CENTRAL 05/386 The Town Clerk updated Members
on the
HEATING SCHEME current
position regarding the central heating
KERROO COAR scheme
at Kerroo Coar. The contractor was
required to do the scheme in two phases and it was anticipated that the second
phase would commence in April or May 2006.
REAR GARDEN 05/387 Mr. Crookall indicated that the
gate on a
GATES – BOILLEY SPITTAL number of the properties at Boilley Spittal in
disrepair and not hanging correctly. It
was AGREED that the Technical Officer
investigate the matter.
MEDICAL 05/388 Ms. Hardman referred to the
provision of
SERVICES FOR THE WEST medical services for the West including the GP
surgery and provision for dental service and wished to ensure that the
Commissioners were aware of the Department of Health and Social Services plans
in this respect. Arising therefrom Mr.
Gimbert indicated that he had discussed the proposed site of an ambulance
service either in Peel or the West. Such
facilities required by this service would include toilet and tea making
facilities in an appropriate building. NOTED
PEEL CLEAN 05/389 Mrs. Pugh provided Members with
an update of
TEAM the
Peel Clean Team efforts to date. Mrs.
Pugh indicated that there appeared to be less litter around the town, however
dog fouling remained an issue that needed addressing. Mrs. Pugh asked that congratulations be given
to the
MID TERM 05/390 The Chairman wished to publicly
state his
MANIFESTO concern
at the issue of a mid term manifesto by Mr. Gimbert. It appeared that this document had resulted
in a lot of comments being made.
