CHAIRMAN’S 05/328 The Chairman welcomed the Press
to the first
WELCOME meeting
of 2006 and wished everyone a Happy New Year.
Mr. Lightfoot also wished to extend his thanks to Mr. & Mrs. Leece
for organising the annual “Hunt the Wren” event.
MINUTES 05/329 The Minutes of the meeting held
on
LHERGHYDHOO 05/330 Reference was made back to
Minute 05/296 and
SANDPIT it
was indicated that approval had been given by the Planning Committee. Mrs. Sweeney indicated her concern at the
amount of mud left on the road following the movement of HGV vehicles to and
from the site.
IRIS 05/331 Members queried the current
position regarding
WATER FEATURE the
provision of the new water feature at the IRIS site. It was indicated that the feature had not yet
been completed and it was AGREED that
the matter be pursued to ensure was finished as soon as possible.
RADIO SITE 05/332 Reference was made back to
Minute 05/298
PEEL HILL concerning
the proposed security fence around the emergency radio site on Peel Hill. Mr. Lace suggested that this eyesore should
be masked with the planting of appropriate shrubbery to lessen its impact.
Discussion
ensued over the Method Statement submitted by the Department of Home Affairs
which was deemed to be inadequate and it was AGREED that a meeting be arranged with Officers from the Department
to discuss the Method Statement and the possibility of protecting the site in a
less obtrusive way.
HOUSING (FLATS) 05/333 Mr. Crookall referred back to
Minute 05/314
REGULATIONS 1982 and indicated that the reference to
number 6 Marine Parade was incorrect and that it should read 5 Marine Parade. It was AGREED
that the Minute be amended accordingly.
REAYRT AALIN 05/334 Mr. Crookall referred back to
Minute 05/318
RE-PAINTING SCHEME and expressed his concern at the proposed
re-painting contract, which to comply with current regulations, would now cost
somewhere in the region of three times the original tender submitted by a
registered painter and decorator.
CMI PARISH 05/335 Members considered a request
outlining the
WALK proposed
road closure on the occasion of the Parish Walk scheduled for
WASTE 05/336 Members noted receipt of a copy
letter from Mr.

request for a review
ON REVIEW of
the initial retrospective application for the alteration of former nursing home
to a single dwelling including a balcony to the rear at first floor level and
oil tank in rear yard of Elm Bank, Stanley Terrace, Christian Street, Peel on
behalf of Street Heritage Limited.
Mr.
Gimbert declared an interest in the matter and took no further part in the
discussion. Members considered the
request and the concerns of nearby neighbours who indicated that their privacy
invaded by the provision of a balcony at the rear. It was indicated that there appeared to be a
lack of information on the application and it was suggested that the Planners
may wish to view the site. It was AGREED that the Technical Officer be
requested to contact the owner with a view to assessing the concerns of the
neighbours and report back in due course.
THE DISABILITY 05/340 Members noted receipt of a
letter from
DISCRIMINATION ACT Cornerstone Architects regarding the
Disability Access Act which is likely to become law during 2006. Members felt that the Town Hall and Philip
Christian Centre were reasonably well covered in terms of access for
disabled. NOTED
DRAINAGE 05/341 The Town Clerk outlined to
Members the
COMMUNICATION FEES details of a new Drainage Communication Fees
ORDER 2005 Order
which was approved by Tynwald on
The
main thrust of the Order provided for an increase in the drainage connection
fee from £800 to £1000 and in future would also apply to individual separate
parts of any building for example a building converted into flats. NOTED
KERBSIDE 05/342 The Town Clerk advised that
COLLECTION Corporation had a
demonstration kerbside collection vehicle on trial and that it was available
for viewing on
CHRISTMAS 05/343 The
Town Clerk reported on the judging of the
LIGHTS COMPETITION Christmas light
competition by Mrs. Birkett, Lead Members for Recreation. The category winners were as follows:

HEADLANDS 05/344 Mr.
Crookall referred to the fencing over of the
FIELD gate at the
northern end of the headlands field and it was indicated that this was
undertaken to prevent vehicles using the field for parking and consequently
cutting up the surface. Pedestrian
access could still be maintained.
WESTERN CIVIC 05/345 Mr.
Lace expressed his concerns at the cost to
AMENITY SITE the rate payer for the running
of the Western Civic Amenity Site with particular regard to the issue of
residents from outside the relevant districts using the site. In Mr. Lace’s opinion stronger controls were
needed to restrict access to legitimate users from the district.
SALTING OF MAIN 05/346 Mr.
Lace referred to the salting of the main Peel
ROADS to Douglas road in
the event of bad weather and indicated that on a recent occasion the main road
was salted from Douglas through to
COMMISSIONERS 05/347 Mr.
Gimbert and Ms. Hardman indicated their
SURGERY wish to hold a public
surgery in the Town Hall and it was AGREED
that they could utilise the Boardroom on
