CHAIRMAN’S 05/348 The Acting Chairman welcomed the
Press to the
WELCOME meeting
together with Mr. Malcolm Kelly who was asked to present the T A Kelly Award to
Mrs. Marjorie Fargher in recognition of her charitable work around the
town.
The
Acting Chairman also presented a cheque for £100 to Mr. Jack Lee who had
submitted the winning photograph in the 2005 website photographic
competition.

REPORT
Mr.
Baker left the meeting at
WARD LIBRARY 05/351 Mrs. Horton presented her
quarterly report for
REPORT the
Ward Library which was noted by Members.
Books issued in December had increased and Mrs. Horton confirmed that
the internet facility at the Ward Library was well used and gaining in
popularity. Reference was made to the
maintenance of the Library computers and it was AGREED that Mrs. Horton’s son be retained on a monthly basis to
keep them in good working order.
A
number of repairs to the property had been carried out including the fixing of
the lights and the replacement of the outside gate. Reference was made to some dry rot in the
corner of the skirting board by the front door and it was AGREED that the Technical Officer investigate the problem with a
view to its repair.
Discussion
ensued over the centenary scheduled for 2007 and it was AGREED that consideration be given to how the occasion might best
be celebrated. It was suggested that a
week of events could be arranged subject to further discussion at a future
date.
Mr.
Leece, Mr. Knight and Mrs. Horton left the meeting at
VISIT OF 05/352 The Town Clerk referred back to
Minute 05/290
LIEUTENANT GOVERNOR and confirmed that an amended itinerary had now
been prepared and that it would be issued to Members together with an invitation
to meet with the Governor at 10.00a.m. in the Boardroom, Town Hall to be
followed by a buffet lunch at the House of Manannan at
PROPOSED 05/353 Mrs. Sweeney referred back to
Minute 05/324
CHANGES TO ELECTION LAW and indicated that whilst the matter had been defeated in
Tynwald she was nevertheless unhappy with the proposal that part of Peel be
separated from the remainder in terms of electoral boundaries. NOTED
PEEL ON-LINE 05/354 A report from the website
consultant, Mr. Littler
REPORT was
noted by Members and it was commented that the website was developing in a most
satisfactory manner with increased
usage. The Town Clerk indicated that a
link had now been established to the BBC website which should increase traffic
to the Commissioners website. NOTED
AMBULANCE Commissioners
to the St John Ambulance was NOTED.
FLAG DAY 05/356 Consideration was given to a
request from the Manx Diabetic Group to hold a flag day in Peel on
HEADLANDS 05/357 Consideration was given to a
suggestion from the
PEEL CAMPSITE 05/358 Members noted receipt of a
report prepared by Miss Bampton in respect of Peel Campsite. The report provided numbers of visitors which
was of particular relevance. The Town
Clerk confirmed that work was currently in hand to increase the number of
electric hook-up points for caravanettes and camper vans. NOTED
Arising
therefrom discussion ensued over the recycling of bins moved from the Shoprite
car park to the campsite at the request of the owners of Shoprite. It was
suggested that this was only a temporary measure and a permanent location would
have to be found for the bins prior to commencement of the camping season which
commenced during April/May 2006.
EASTER 05/359 Consideration was given to a
request from the
ATHLETICS Manx
Harriers Athletics Club to stage an athletic event in Peel using Peel Hill for
a race on
SUPPORT FOR 05/360 Consideration was given to a
letter from the
MOTORSPORT EVENTS Department of Transport, Highways Division
concerning views sought by the Department in the way in which support was
provided to motorsport and other events on public roads. The views of the Commissioners were requested
on road closure and crossing points,
costs and other services. The
Commissioners had no specific views on the matter other than the advantage in ensuring
road closures that took place during the karting week in Peel were widely
advertised and publicised with appropriate signage at various locations. It was thought that additional signage during
last year’s karting event had prevented further criticism from residents.
RATE & RENTING 05/361 Members
noted receipt of a decision of the Isle
APPEAL COMMISSIONERS of Man Rent & Rating Appeal Commissioners in
which a claim from The Creek Inn Limited was dismissed.
SUPPLEMENTAL 05/362 The third supplemental valuation
list from the
VALUATION LIST Treasury
was NOTED by Members.
COMMISSIONERS 05/363 Mr. Gimbert referred to the
holding of a

05/364 It was noted that Malew Parish
Commissioners
CIVIC SERVICE would
hold it’s Civic Sunday Service on
ROAD TRAFFIC 05/365 Consideration was given to a
draft order to
REGULATION ACT 1985 create
a reserved parking space outside number
Mr.
Mansell recommended that that the Commissioners proceed under the Housing Acts
1955-1990 with the service of a closure order on the property. AGREED
FRANCIS DRAKE 05/367 The Town Clerk referred to a
letter from the
BURSARY FUND Francis
Drake Bursary Fund seeking an interested youth from Peel to take part in a sea
voyage on the “Greater Manchester Challenge” from 15th to 21st
April 2006.
As
in previous years it was agreed to advertise the offer at the Q.E. II School,
Peel Sailing and Cruising Club and on the Commissioners website.
