The MINUTES of the GENERAL MEETING held
in the Board Room, Town Hall,

CHAIRMAN’S 06/080 The Chairman welcomed the Press
to the
WELCOME meeting
and wished to express his thanks to all those who helped and attended his Civic
Sunday Service. In addition he was
pleased to report his participation in Tynwald Day and the occasion brought
back memories of the mock Tynwald Ceremonies held when he was at
The
Chairman referred to the staging of the Viking Festival and wished to express
his thanks to Mr. Irving, Mr. Hedges, Mr. Baker, Ruth Black and others who had
helped to organise such a successful event.
The whole week was well attended and the final night on the Sunday
provided excellent entertainment.
MINUTES 06/081 The Minutes of the meeting held
on
PEEL SEA OUTFALL 06/082 Reference
was made back to Minute 06/047 with reference to the license to discharge waste
from Peel beach. The licence was
restricted by numbers to 3,500 residents and some concern was expressed that
the likely population of Peel was over that figure. It was AGREED
to advise the Department of Transport accordingly.
Arising
therefrom Mr. Crookall referred to the culvert in
PROPOSED BUS 06/084 Reference was made back to
Minute 06/046 and
SHELTER it
was AGREED to seek a meeting with Mr.
Maule concerning the likely time scale for a new bus shelter at Tynwald Road
and to discuss bus routes around Peel.
PEEL BEACH 06/085 Mr. Crookall referred back to
Minutes 06/047 and indicated that with the movement of sand on the beach there
was a need to inspect the possible deterioration of the sea wall along certain
sections of the Promenade frontage.
It
was also noted that the Department of Transport (Harbours Division) would
undertake repairs to the slipway in front of

ON APPEAL concerning
the Commissioners application for approval in principle for a forty bedroom
hotel/leisure complex with up to fourteen two bedroom residential apartments at
Marine Parade, Peel. It was AGREED that when the Appeal was
scheduled for hearing attendance by a Commissioner would be required.
STREET LIGHT 06/087 The Town Clerk referred back to
Minute 06/058
STANLEY MOUNT and
indicated he had inspected the request from Mr. Jones who wished to move an
existing street light from the front of his recently constructed properties in
Stanley Mount. The existing light was
immediately in front of the doorway to one of the properties and Mr. Jones
suggested that it be move 3 feet alongside at his expense. AGREED
OIL TANK 06/088 Mrs. Birkett referred back to
Minute 06/060 and
HARBOUR TONGUE reiterated
her opinion concerning the appearance of the newly installed oil tank on the harbour
tongue. The tanks were cladded and
painted in a sandstone colour at the request of the Planning Committee to blend
in with the rear sandstone wall. Arising
therefrom Mr. Lightfoot suggested that there was a need to meet the Director of
Harbour, Captain Brew to discuss a number of items concerning the harbour in
Peel including the current dilapidated condition of the railings and of the
lighthouse.
DOG CONTROL 06/089 The Town Clerk advised that he
had re-drafted
BYELAWS the
Dog Control Byelaws as requested at the previous meeting. It would now be a requirement that no dog be
allowed at large along the River Neb footpath and at St. Patrick’s Isle in
addition to Peel Hill and the Headlands.

BUILDING 06/092 The Town Clerk advised that a
letter had been
CONTROL ACT 1991 issued by the Environmental Health
Officer on behalf of Peel Town Commissioners to Mr. Foot of Ballahane Meadow,
Port Erin concerning a bulge in the middle of the wall of his property at 17
Factory Lane, Peel. The Environmental
Health Inspector had indicated that there was possibility of movement of the
wall which would affect the occupant of number
PA 05/0282/GB 06/093 Members noted receipt of the
decision of
PA 05/0282/CON ON APPEAL the appointed person with regard to the Appeal by
Street Heritage Limited for retrospective approval in respect of works done at
LOFT AND WALL 06/094 Members noted receipt of a
letter from the
INSULATION Department
of Local Government and the Environment indicating that through the central
heating framework agreement housing authorities be requested to plan for
installation of loft and external wall insulation. Funding would be sourced from the maintenance
allowance followed by housing reserves. NOTED
FLAG DAY 06/095 A request from the Sailing for
the Disabled to hold a flag day on Saturday 15th July 2006was
considered. AGREED
TOMMY CLUCAS 06/096 Members noted receipt of a
letter from the
MEMORIAL FUND Chairman
to the Tommy Clucas Memorial Fund thanking the Commissioners for assistance
during the TT fortnight. Approximately
£6,000 had been raised during the TT period towards the memorial fund. NOTED
It
was further noted that a fun day with entertainment would be held on the 15th
July at which Peel Football Club would play a match against Barnsley AFC. NOTED
GOSPEL 06/097 Consideration was given to a
request from Mr.

BEACH PONY 06/098 Consideration was given to a
request from Miss

Pierce of Ballachurry Equestrian Centre, St Judes, Isle of
PEEL TRAWLER 06/099 The Town Clerk referred to a
previous request
RACE from
the Isle of Man Fisherman’s Association to stage a trawler race in Peel
bay. It had now been decided by the
Association not to hold such a race. NOTED
ST. GERMANS 06/100 Mr. Crookall enquired as to when
the painted
PLACE CAR PARK parking
bays would be completed at
VIKING FESTIVAL 06/102 Mrs. Moughtin referred to the
recently completed Viking Festival and wished to express her personal thanks to
the many individuals who had put in a lot of hard work TO make the event
happen. It was felt that recognition was
needed for those that had ensured the event was a success and it was AGREED that a letter of support be
issued to the organisers. At this stage
it was AGREED to defer issuing the
letter until the debriefing meeting had been held with Mr. Irving and his
fellow organisers scheduled for
PUBLIC 06/103 Mr. Lightfoot indicated that a
report had been
CONVENIENCES made
of damage to two of the Town’s public conveniences. The Town Clerk confirmed that this was the
case and the matter had been reported to the Police. Arising therefrom reference was made to the
cleanliness of the toilets during the past week and it was AGREED that Mr. Simpson be congratulated.
TRADITONAL 06/104 Mrs. Birkett referred to the
forthcoming
BOAT FESTIVAL Traditional
Boat Weekend and suggested that additional publicity was needed. It was confirmed that the weekend had been
advertised on the Commissioners website and that posters would be displayed
around the Town nearer the date.
