The MINUTES of the GENERAL MEETING held
in the Board Room, Town Hall,
In attendance Mr.

CHAIRMAN’S 06/062 The Chairman welcomed the Press
to the
WELCOME meeting
and indicated that he had pleasure in attending the Douglas Civic Sunday
Service the previous week. In addition
he had presented the trophy to the bowls winners for the Summer Shield
Competition.
MINUTES 06/063 The Minutes of the meeting held
on
WESTERN CIVIC 06/064 Reference was made back to
Minute 06/025 and
AMENITY SITE it
was noted that Tynwald had recently
confirmed that the Civic Amenity Sites across the Island would be open
to all users and not limited to those residents in specific areas.
DOG CONTROL 06/065 Members gave further
consideration to the draft
BYELAWS set
of byelaws and AGREED to an amendment
deleting the Neb Riverbank and St. Patrick’s Isle in respect of open spaces
where dogs are prohibited and including the Neb Riverbank and St. Patrick’s
Isle as open spaces where dogs may not be at large.
ST PETERS 06/066 The Town Clerk referred back to
Minute 06/032
COLLECTORS FAIRS AND and reported that a response in writing was
CAR BOOT SALES awaited
from Mr. Moore. Upon receipt the
Commissioners would consider the points and then make a decision on whether to
permit the holding of collectors fairs at St.
COMMISSIONERS 06/067 Mr. Gimbert referred back to
Minute 06/038 and
SURGERY reported
that one resident had visited the surgery.
It was AGREED that the
PEEL CARNIVAL 06/068 Consideration was given to a
request from the organisers of the Peel Carnival for a Fire Service
demonstration in the Creg Malin car park on the occasion of the carnival. AGREED
Arising
therefrom Mrs. Sweeney requested that a prize money award be given to the best
float or walking tableau provided by any estate or street from Peel on the
occasion of the carnival. AGREED
ENTERTAINMENT 06/069 Members noted receipt of a
letter from the
EXPENDITURE Department
of Local Government and the Environment which indicated that it intended to
place before Tynwald a proposed increase in the current 4p in the pound rate to
be spent on entertainment expenditure to 6p in the pound. Members welcomed the proposal.
ROYAL BRITISH 06/070 Members noted receipt of a
letter from the
LEGION Poppy
Appeal Section of the British Legion which outlined dates for the next five
years for which it wished to undertake street collections for the Poppy
Appeal. AGREED
PRECEDENCE IN 06/071 Members noted receipt of a
letter from the Chief
PUBLIC AFFAIRS Secretary’s
Office which detailed the precedence to be taken in various categories of
public affairs.
With
regard to local authority matters it was particularly noted that within the
Town the Chairman of the Commissioners held precedence over everyone unless His
Excellency the Lieutenant Governor was in attendance. It was AGREED
that this matter required wider publicity and it was AGREED that the matter be referred to the Press and to the Commissioners
website for publication. Mrs. Sweeney
also suggested that when organisers looked to arrange events in Peel that they
be invited to liaise with the Town Hall to ensure that correct procedure was
followed.
BBC BUS 06/072 The Town Clerk advised that the
BBC Bus would be returning to the Island for a four day visit in July. The bus would be located at the
CHRISTMAS 06/073 Consideration was given to a
letter from Mr.
PARTY/POLICE TREAT Baker who was helping to organise a Peel
Clothworkers Infants Christmas Party.
Peel Police would also be involved and were prepared to give gifts of
goods such as pencils, badges, glove puppets and selection boxes. Mr. Baker enquired as to whether the
Commissioners would fund the cost of presents to be given by Father Christmas
and for an entertainer on the day. The
matter was considered and it was AGREED
to advise Mr. Baker that the Commissioners were prepared to underwrite the events
in respect of any shortfall up to a maximum payment of £550.
ISLE OF MAN 06/074 Consideration was given to a
request from the
CHILDREN’S CENTRE Isle of Man Children’s Centre to utilitise
the headlands field for an Out 2 Play event on the 8th, 18th,
23rd and
BEACH 06/075 It was confirmed that a beach
motocross would
MOTOCROSS be
arranged for
MANX NATIONAL 06/076 It was confirmed that a meeting
had been
HERITAGE arranged
with Mr. Blackford to further discuss the blocking off of the access to
WEST VIEW 06/077 Mr. Gimbert requested that
consideration be
PLAY AREAS given
to the re-turfing of the goal area in the West View Play area. It was AGREED
that a price be obtained for this work.
HOUSING 06/078 The Town Clerk advised that a
letter had been
IMPROVEMENTS received
from the Department of Local Government and the Environment indicating that
housing insulation should be considered in future improvement schemes to the
Commissioners housing stock. NOTED
ADDITIONAL 06/079 It was AGREED that an additional litter bins be
LITTER BINS provided
in the vicinity of the slide location on the headlands area. Mr. Lightfoot also requested that a dog bin
be located at the
