CHAIRMAN’S 05/408 The Chairman welcomed the Press
to the
WELCOME meeting
and commented on the recent visit of the Lieutenant Governor and his wife. The Lieutenant Governor had forwarded a
letter of thanks to the Commissioners for the hospitality shown. He intended to re-visit Peel to view the
castle which he was unable to do due to inclement weather.
MINUTES 05/409 The Minutes of the meeting held

WESTERN CIVIC 05/410 Reference was made back to
Minute 05/370
AMENTIY SITE regarding
the costings for residential discs. At
this stage it was unsure whether they would be required following the
Department of Local Government and the Environment proposal that use of the
Civic Amenity Site be opened up to residents Island-wide.
RE-CYCLING 05/411 The Town Clerk referred to an
invitation from
THROUGH KERBSIDE the Department of Local Government and the
COLLECTION Environment
in which the matter of kerbside recycling would be addressed. Members were invited to a meeting scheduled
for

therefrom discussion ensued over the relocation on a permanent basis of the
recycling bins. Noting the Department of
Transport (Harbours Division) stance that the
FLAG DAY 05/412 The RNLI had applied for a flag
day on 8th June 2006 together
with the evening of 31st August 2006 on the occasion of the beach
motorcross event held by Ramsey Motorcycle Club. Permission was given for these flag days.
DISC PARKING 05/413 It was AGREED that this item be deferred to the next meeting as Mr.
Gimbert was not present. It was also
noted that a date for a public meeting would have to be set before the end of
March 2006.
HEATH BURNING 05/414 The Town Clerk referred to a
proposal from the
ACT 2003 Department
of Agriculture Fisheries and Forestry which proposed the inclusion of the rear
portion of Peel Hill for registration under the Heath Burning Act 2003. The Board had no problem with the proposal
and it was AGREED to advise the
Department accordingly.
TREE 05/415 A letter from the Department of
Agriculture
PRESERVATION ACT 1993 Fisheries and Forestry was considered in which it
was proposed by the Department to remove the trees on Peel Hill from the
register. At this stage the Town Clerk
was requested to enquire as to the reason why these trees should be
removed.
TITLE OF 05/416 Consideration was given to a
letter from Mr.
LIEUTENANT GOVERNOR David Cannan, MHK with an attached press release
which sought the views of the Commissioners on the Government proposal to
change the title of the Lieutenant Governor to Crown Commissioner.
The
matter was discussed by Members and there was an unanimous view that the
current title of Lieutenant Governor should be maintained. It was AGREED
to advise Mr. Cannan accordingly.
ADOPTION OF 05/417 Members noted receipt of a
letter and attached
ROADS plan
from the Department of Transport Highways Division which indicated that the
estate road at St. Patricks View, Peel had now been adopted by the Department
and would be maintained by that Department in the future. NOTED

PROPOSED HOTEL/ 05/420 Members noted receipt of two
letters from
APARTMENT DEVEOPMENT residents of the town objecting to the
MARINE PARADE Commissioners
application for approval in principle for a hotel development at Marine
Parade. The thrust of the objections
appeared to be the height of the proposed development. NOTED The Chairman indicated that this matter had
now progressed to the Review stage and these comments would have been more
appropriately forwarded to the Planning Committee at the initial planning
stage.
RENT AND 05/421 Members noted receipt of a
letter from the
ALLOWANCES 2006/07 Housing Policy Manager at the Department of
Local Government and the Environment which indicated that the local authority
rentals would be increased by 5%. It was
noted that the maintenance allowance would remain at 33 ⅓% of rents
collected and that the administration allowance would remain at 5% for rents
collected in 2006/07. Council had
agreed that the allowance could be increased to 7.5% for 2007/08 subject to
each authority agreeing suitable staffing structures and performance standards
in order to deliver an effective housing and estates management service. NOTED
24 DERBY ROAD 05/422 The Town Clerk reported that a
meeting had taken place involving the Environmental Health Officer and the
owner of 24 Derby Road, Mr. Gregory, and that it was recommended that the
property be closed as being unfit for human habitation. Mr. Gregory had not objected to the proposed
recommendation and after consideration the Board AGREED that an appropriate Order closing the property be
issued. The Town Clerk undertook to
liaise with the Environmental Health Officer accordingly. It was discussed that the existing tenant who
was currently on the Commissioners housing waiting list be assisted if at all
possible in trying to obtain alterative accommodation.
WEB CAMS 05/423 At the request of Mr. Crookall
it was AGREED that three quotations
be obtained for the provision of two web cams for Peel.
