GENERAL MEETING

 

The MINUTES of the GENERAL MEETING held in the Board Room, Town Hall, Derby Road, Peel on Thursday 16th March 2006 at 7.00 p.m.

MINUTES                      05/424                The Minutes of the meeting held on 16th February 2006 were taken as read and CONFIRMED.

 

MEETING WITH           05/425                The Chairman referred to the meeting held with

YOUTH                                                     the youth of the town on 8th March 2006 when a constructive discussion ensued over the suggested provision of additional “drop-in” facilities for the youth.  It was noted that nothing definite had been decided although the matter would be discussed at a future date and the views of Inspector Lowe would also be obtained together with the youth workers.

 

ISLE OF MAN               05/426                The Town Clerk referred to a proposal from the

ARTS COUNCIL                                      Isle of Man Arts Council to stage the play “Hound of the Baskervilles” in Peel Castle with a pre-performance event in St. Peters Church, Market Place. 

 

                                                                  It was noted that a subsequent letter had been received from the Arts Development Manager, Mrs. Dawn Maddrell indicating that the event had unfortunately been postponed and that the Arts Council would look to stage and promote such an  event in June 2007.  NOTED

 

ISLAND IN BLOOM    05/427                The Town Clerk indicated that entry forms had

2006                                                          been issued by the Department of Tourism and Leisure for the regular Island in Bloom competition.  It was noted that the Commissioners would submit an entry as in previous years. 

 

CLOSE CORLETT        05/428                Consideration was given to the postal addresses

ESTATE                                                    and house numbering of the new development at Close Corlett off Ballaquane Road, Peel by Heritage Homes Limited.  The map indicating the proposed numbering of the properties was deemed acceptable and it was AGREED to advise Heritage Homes accordingly. 

 

BBC BUS VISIT            05/429                Members noted tthe intended visit of the BBC bus to the Leece Museum, East Quay, Peel on 22nd March 2006.  The bus would run a broadcast on family history matters and the public were invited to attend and research their family tree.  NOTED

 

CHRISTMAS                 05/430                Consideration was given to a request from

CAROLS                                                   Crosby & District Silver Band to play a selection of Christmas carols in Michael Street on each Saturday of December in the lead up to Christmas.  AGREED

 

ISLE OF MAN               05/431                Consideration was given to a request from the

CHILDRENS CENTRE Isle of Man Childrens Centre to use the headlands field for an “out 2 play” event on Tuesday 11th April 2006 from 2.00p.m. to 4.00p.m.  The session would be of a similar format to the previous year. AGREED 

 

ROAD SAFETY             05/432                The Board approved the Department of

CAMPAIGN                                             Transport request TO site an 8ft by 4ft billboard at the Campsite during the TT and Manx Grand Prix events with regard to Road Safety.  NOTED

 

HONDA DAY                05/433                Consideration was given to a letter from Age Concern in which the charity wished to become involved in the Honda Day entertainments.  Age Concern envisaged a wet sponge throwing competition aimed at a celebrity such as Alex Brindley or Chris Williams and would look to raise funds for the charity during the day.  AGREED

 

1ST SUPPLEMENTAL   05/434                A supplemental valuation list for 2006, copies

VALUATION LIST                                  of which had been circulated was NOTED.

 

PEEL CAMPSITE          05/435                Members noted receipt of a two key approved claaaificaton for Peel Campsite from the Registration and Grading Commission. 

 

VINTAGE                      05/436                The Board approved the gathering of a Vintage

MOTORCYCLE RALLY                          Motorcycle Rally on the Marine Parade end of Peel Promenade on the occasion of Manx Grand Prix week.  The event would take place from 3.00p.m. to 5.00p.m. on Monday 28th August 2006.  AGREED

 

MANX RAPID               05/437                Consideration was given to a request from a

RESPONSE COALITION                        coalition of leading charities on the Island who had joined together to deal in cases of future international disaster emergencies.  It was noted that with major world disasters the first three week were critical in raising funds whilst the emergency held a high profile in the Press.  The coalition wished to set up a blanket agreement in principle with all local authorities on the Island to enable the organisation of a two day all-Island street collection on the 1st Friday and 2nd Saturday of any such future disaster appeal.  The Chairman indicated that whilst the idea held merit thought needed to be given to the Commissioners policy allowing two charitable flag days per month.  After some discussion the Board AGREED that it would assist the coalition in its aims to enable national appeals in the event of major international disasters. 

 

INSPIRATION              05/438                Consideration was given to a letter from Miss

IN ASSOCIATION WITH                       Hill, Secretary to Peel Pantaloons with regard to

PEEL PANTALOONS                              the staging of a summer production at the Centenary Centre during 25th – 26th August 2006 when in association with Inspiration the Peel Pantaloons would stage the Wizard of Oz show.  The Secretary enquired whether the Commissioners would be willing to sponsor one of the three performances at a cost of £200.  AGREED

 

ST GERMANS               05/439                Members noted the arrangements for a meeting

CATHEDRAL                                           with the Vicar and Church Warden of St. Germans Cathedral to be held on 21st March 2006 at 6.00p.m. in the Church Vestry to discuss matters of mutual interest.  NOTED

 

BUS HOPPER                05/440                The Town Clerk read out a letter from the Bus

SERVICE                                                  Service Delivery Manager of Isle of Man Transport with regard to the request for a bus hopper service in Peel.  It was noted that whilst the Town had grown with new development on the outskirts the constraints of the Peel bus depot meant that only a limited service provision could be provided to Peel under Isle of Man Transport current resources.  It was noted that the matter of a bus hopper service for Peel would be kept under review and the Commissioners would be advised when the Isle of Man Transport were in a position to make any proposals in this respect.  The Chairman indicated that the driver and bus that serviced Dalby was usually parked for the majority of the day in Peel and that it would, at little cost, be able to provide a suitable hopper service.  It was AGREED to refer this particular point to the Bus Service Delivery Manager for his further consideration. 

 

PEEL CARNIVAL         05/441                A request from the Department of Transport for comment on the proposed road closure for Peel Carnival was noted.  The organisers wished to close sections of the Quay and Promenade from 10.00a.m. to 5.00p.m.  Members had no objection to this proposal and it was AGREED to advise the Department accordingly. 

 

RE-CYCLING               05/442                The Town Clerk read out a letter from the

BINS                                                         Director of Shoprite Limited in which he indicated that the removal of the recycling bins from the Shoprite car park had not been instigated by Shoprite itself but had arisen when the firm wished to move the bins to another area of the car park and the revised location did not suit the driver’s requirements.  It was noted that a subsequent meeting between the Recycling Department of the Department of Local Government and the Environment and Shoprite had resulted in an alternative location within the car park being found. 

 

PEEL ONLINE              05/443                Mr. Crookall referred to the Commissioners website and suggested that a forum area be established within the website.  In this way residents could communicate on a two way basis with the Commissioners to discuss matters of mutual interest.  It was AGREED to enquire of Mr. Littler the website designer whether this was achievable. 

 

COMMERCIAL             05/444                Following enquiry from Mr. Lace the Town

VEHICLE PARK                                      Clerk advised that he would be progressing the development of the site consequent upon it receiving planning approval.  NOTED

 

MEMORIAL SEAT        05/445                Ms. Hardman referred to the proposal memorial seat for Rueben Reid recently deceased and it was noted that the provision of the seat was awaited prior to it being located on Peel Hill.  

 

                                                                  Arising therefrom the Chairman indicated that Peel Heritage Trust also wished to erect a memorial seat in memory of Mr. Bob Foster.  Within a discussion it was indicated that there was a proliferation of seat          s on Peel Hill particular near to the harbour entrance and overlooking the castle and it was suggested whether any consideration could be given to the siting of future memorial seats on St. Patricks Isle itself looking back across Fenella beach.
