The MINUTES of a BOARD MEETING held in the Board Room, Town Hall, Derby Road, Peel on Thursday 16th November 2006 at 7.00p.m.

ACTING                     06/297               The ActingChairman welcomed the Press to the

CHAIRMAN’S REMARKS                 meeting and reported upon various activities that had taken place in Peel including coffee mornings, a fashion show and the successful bonfire night and firework display which attracted large crowds of spectators.  In addition the Remembrance Service had taken place on the 12th November and the Acting Chairman referred to the forthcoming General Election scheduled for 23rd November 2006.  Looking to the future the Christmas lights would be turned on 2nd December 2006 and Mrs. Pugh hoped for good weather for this event.

 

MINUTES                   06/298               The Minutes of the meeting held on 19th October 2006 were taken as read and CONFIRMED.

 

WATER                       06/299               Reference was made back to Minute 06/260

QUALITY                                             concerning the water quality in Peel Bay and the Town Clerk confirmed that Peel Commissioners had now been added to the circulation list for the regular reports on water quality.  NOTED

 

STREET LIGHTS        06/300               The Town Clerk confirmed that the new street light columns for Michael Street were scheduled for installation during the first week in December 2006 in Michael Street.  It was further noted that the final resurfacing of the road was scheduled for the following Sunday, 26th November 2006 weather permitting.  NOTED

 

CHRISTMAS              06/301               The Town Clerk indicated that posters had been

LANTERN COMPETITION                prepared for display around the Town and that a letter would be sent to the Clothworkers School inviting children to enter the lantern competition scheduled for 2nd December 2006. 

 

WEB CAMS               06/302               Reference was made back to Minute 06/276 and it was suggested that the web cam view from the bottom of Stanley Road looking across the bay highlighted the problem of the poor condition of the white promenade wall.  It was AGREED to refer this matter to Mr. Hannay, Director of Transport to ascertain whether any remedial works and repainting could be undertaken to improve the view for the web cam. 

 

COMMISSIONERS   06/303               Discussion ensued over the next edition of the

NEWSLETTER                                     Commissioners newsletter and it was AGREED that the Courier be utilised to distribute the Commissioners newsletter when published.

 

BONFIRE COSTS      06/304               Members noted receipt of a schedule indicating the labour costs to prepare and oversee the bonfire and firework display.  Total costs were £2,814.00.  Members noted that a number of positive comments had been made concerning the firework display and bonfire. 

 

NATIONAL                06/305               Members noted receipt of a letter from the

HERITAGE AREAS                             Department of Local Government and the Environment which stated that the first two areas for designation would be the Meayll Peninsula and Calf of Man and the Sulby Valley and uplands.  NOTED

 

COLBY VILLAGE      06/306               Consideration was given to a letter from the

WORKSHOP                                       Colby Village Workshop indicating its wish to sell clocks depicting the centenary TT logo at special event days in Peel and during the TT fortnight in 2007.  Members noted that the application had been submitted in time and at this stage it was AGREED to seek some pictures of the clocks and the attendant price of such wares together with a specific list of dates when it wished to trade in Peel. 

 

MEMORIAL               06/307               The Commissioners gave consideration to a

SEAT                                                    request from Mrs. T Jones of Oak Road, Ballawattleworth Estate, Peel for the erection of a memorial bench seat on the headlands coastal path in memory of Mrs. Jones’s father.  AGREED

 

PEEL BEACH             06/308               Members noted receipt of a letter from Mr.

MISSION                                             Michael Clarkson, organiser of the Peel Beach Mission thanking the Commissioners for the use of the Philip Christian Centre during 2006 summer season.  It was AGREED to request Mr. Clarkson to liaise with the Isle of Man Childrens Centre for 2007. 

 

PARKING OF            06/309               Mr. Crookall had requested this matter be listed

MOTORHOMES                                  for discussion and wished to refer to a number of complaints from residents over the proliferation of campervans parking on the streets of Peel.  Mr. Crookall suggested that the hardstanding area of the campsite could be utilised during the winter period for the parking of campervans and also provide a source of possible revenue. 

 

                                                              The matter was discussed at some length and it was noted in particular that these over sized vehicles were in breach of traffic laws when parked overnight on the main highway.  Some Members were of the view that it was not for the Commissioners to assist in providing bespoke parking for campervans.  Mr. Crookall had however suggested that from a safety aspect it was beneficial to have such vehicles parked off road.  Bearing in mind that the campsite would be required for its primary purpose from early April 2007 it was proposed that the offer be made to campervan owners to park on the campsite through the winter period until 1st March 2007 at a £10 per week charge.  This proposal was voted upon and succeeded with a majority vote in favour.  The offer would be conditional upon no one inhabiting the campervans during the winter period. 

 

PARKING                   06/310               Members noted receipt of a letter from the

DIFFICULTIES AT                              Department of Transport dated 1st November

WESTLANDS                                      2006 addressed to Mrs. Faid and copied to the Commissioners which highlighted the fact that there was now 50% of the parking spaces at Westlands reserved for named users.  The Department was considering ways in which a long term solution to the parking difficulties might be reached and to this end the views of the Commissioners were sought by the Department.  It was AGREED that an appropriate response by made to the Department highlighting the fact that a contractor was utilising part of Westlands for parking during the building works that were currently taking place.  This matter should have been addressed at the planning stage. 

 

REGULATION OF     06/311               A further letter from the Department of Home

SURVEILLANCE BILL                       Affairs concerning the Codes of Practice under the Regulation of Surveillance Bill 2006 was noted by Members.  It was confirmed within the letter that local authorities would be removed from the legislation in terms of being approved to carry out surveillance in a covert manner.  NOTED

 

CIVIC SUNDAY        06/312               The Town Clerk advised that German Parish Commissioners were to hold their Civic Sunday on 26th November 2006.  It was AGREED to refer the matter to the Chairman, Mr. Lace to see if he would be prepared to attend.

 

HOUSING (FLATS)   06/313               Recommendations had been received from the

REGULATIONS 1982                          Environmental Health Officer to register flats 15 and 16 Close Beg, Ballawattleworth Estate, Peel and 1 Lhoan Ruy, Michael Street, Peel.  Accepting the recommendation made, the Commissioners AGREED to register the flats under the 1982 Regulations. 

 

MUSIC FESTIVAL     06/314               The Town Clerk referred Members to a letter of

2007                                                      response from the Isle of Man Constabulary dated 7th November 2006.  It was noted that the Police would assist whereever possible to marshal the event and also Honda Day bearing in mind that resources would be stretched due to the anticipated increase in visitors over the TT period in 2007.  NOTED

 

 

 

NEW YEAR’S            06/315               Consideration was given to a request from Mr.

DAY DIP                                              J R Green and Christine Eames for a collection to take place on Peel beach on 1st January 2007 in aid of the Peel Lifeboat, Isle of Man Multiple Sclerosis Society and the Leonard Cheshire Charity.  AGREED

 

                                                              Consideration was also given to a letter from Street Heritage Limited which had agreed to sponsor the New Year’s Day Dip and had requested in particular whether the event could be broadcast on the Commissioners website.  The cost to implement this proposal would be £100 and Street Heritage had enquired whether the Commissioners would fund this.  AGREED

 

CHRISTMAS              06/316               The Town Clerk referred to a letter from the

ARRANGEMENTS                              Peel Masonic Club dated 12th November 2006 concerning the Club’s re-introduction of Santa Claus who would be travelling around the Town distributing sweets and Christmas cheer to the children.  It was noted that Santa’s Grotto was affixed to a steel trailer and would be towed up Michael Street on Saturday 2nd December 2006.  Discussion ensued over the placement of the Grotto in Atholl Place and bearing in mind the anticipated crowds it was suggested that the Grotto could be placed outside the Manx Electricity Authority shop in Michael Street where there was more room.  AGREED

 

PLANNING                06/317               Consideration was given to the following

APPLICATION FOR COMMENT      planning application:-

 

                                                              PA 06/01919/B Erection of a single storey kitchen extension to rear and conversion of garage to provide a playroom, Fy Yerrey, Derby Drive, Peel.  RECOMMENDED FOR APPROVAL.         

 

BUS SERVICES         06/318               It was AGREED to meet with Mr. Ian Maule of

IN PEEL                                               the Transport Division regarding bus provision and services to Peel on the 28th November 2006 at 2.30p.m.

 

HONDA DAY             06/319               The Town Clerk advised that Helen Turner of Honda UK was available to meet the Commissioners on Thursday 30th November 2006 at 11.00a.m.  AGREED

 

CHRISTMAS              06/320               Consideration was given to a letter from Mr.

MUSIC                                                 Eric Kelly of 4 Ballaterson Road, Peel who wished to play organ music each Saturday in the lead up to Christmas.  AGREED

 

 

EMPLOYMENT         06/321               The Town Clerk referred to a  free invitation to

SEMINAR                                            an free employment law seminar organised by Peninsula Services Limited.  the seminar was scheduled to take place on either 4th December or 6th December 2006 at the Hilton Hotel.  The Town Clerk indicated that he would attend with the Technical Officer.  NOTED

 

WEBSITE                    06/322               The Town Clerk indicated that the third annual

ANNUAL REPORT                             report for the Commissioners website had just been received.  He undertook to forward it to Members for their consideration at the next meeting.

 

PEEL HILL                  06/323               Mr. Crookall enquired as to the current position regarding the clearing out of the gullies on Peel Hill.  The clearing out would be undertaken in due course.  Reference was made to the path in the vicinity of the memorial trees on the hill and it was suggested that some concreting work on the path would benefit those elderly attendees at the Remembrance Day Service.   In addition a handrail could be erected on the other side of the steps to aid access.  AGREED
