BOARD MEETING
The MINUTES of a BOARD MEETING held in the Board Room, Town Hall, Derby Road, Peel on Wednesday 6th September at 7.00p.m.

CHAIRMAN’S 06/185 The Chairman welcomed the Press to the
WELCOME first meeting of September and indicated that he had presented the Autumn Shield to Mr. Mike Hewson in respect of the Bowls Competition. He wished to thank Messrs. Lee and Moffatt and the Committee that organised the Bowls Competitions in Peel.
PLANNING 06/186 The Chairman indicated that as a significant
APPLICATION 06/01393/A number of members of the public had attended
HERITAGE HOMES LIMITED the meeting he would deal with the Planning Application for approval in principle by Heritage Homes Limited for development of fields at Ballawattleworth Farm, Peel. The application provided for some 455 dwellings of which a significant number were scheduled to be apartments.
Mr. Lightfoot indicated that it was anticipated that the IRIS Scheme would be fully operational prior to the development taking place and that as Peel was in need of affordable housing he would support the application. Mrs. Birkett indicated that the Town’s infrastructure would be under significant strain if this development were to proceed. She referred to the provision of medical services and the size of the schools and indicated her previous concerns that the size of this application raised significant concerns with her. Mr. Gimbert indicated the sheer density was unbelievable and that no community centre had been allowed in the plans submitted. In his opinion the schools would not be able to cope with such a significant increase in residential units and in conclusion recommended that the application be refused. Mr. Crookall confirmed that it would be a long time for the development to take place but felt that the size and scope of this proposed application would ruin Peel.
The Chairman asked for the views of the Commissioners on the application and the voting was as follows. In favour, Mr. Lightfoot, Mrs. Sweeney, Mrs. Moughtin and Mrs. Pugh. Opposed Mr. Lace, Mr. Gimbert, Mrs. Birkett and Mr. Crookall. With there being an equal cast of votes four in favour and four against, the Chairman exercised his discretion and cast a deciding vote against the application submitted by Heritage Homes for approval in principle to develop fields at Ballawattleworth Farm.

LORRY PARK 06/188 Mr. Lightfoot referred back to Minute 06/141 and suggested that as an interim measure the land belonging to the Commissioners be cleared and a low fence be erected to enable some level of lorry parking to take place. AGREED
PUBLIC 06/189 Reference was made back to Minute 06/142
CONVENIENCES and it was AGREED that a notice board be erected in each convenience indicating the time it was last cleaned. In addition a telephone help number be supplied so that contact could be made with the Town Hall when required.
ZERO WASTE 06/190 Reference was made back to Minute 06/144
MANN and the Town Clerk
advised that the refuse wagon would be located at the
NEGLECTED 06/191 Reference was made back to Minute 06/148 in
PROPERTIES which Mrs. Hannan, MHK had written to the Commissioners concerning a neglected property in Peel. The Town Clerk advised that a letter of response had been sent to Mrs. Hannan and that further contact was awaited from her. Mr. Lightfoot indicated that the Commissioners were keen for Central Government to buy suitable properties for development as single person accommodation but this was unlikely to happen due to lack of funds.
Some
concern was expressed over Mr. Mansell the Environmental Health Officers claim
that the property in
CCTV 06/192 The Town Clerk provided Members with an
CAMERAS update on the installation of the CCTV cameras and web cams. NOTED
MARINE PARADE 06/193 Reference was made back to Minute 06/159
FOOTPATH and it was noted that the Department of Transport had certain promenade works in the pipeline for completion. It was regrettable that the work had not been completed prior to the summer and it was AGREED that a letter be sent to the Department of Transport enquiring as to when the work would be undertaken.
BLOCKED 06/194 Reference was made back to Minute 06/160
DRAINS and it was confirmed that the Department of Transport had unblocked a number of gullies around the Town. NOTED
ROAD TRAFFIC 06/195 Consideration was given to a draft Order
ORDER 1985 entitled Peel (Various Roads) (Reserved Parking Places) Order 2006 which provided for a reserved parking space on a section of Tynwald Close. Members had no objection to the proposed draft and it was AGREED to advise the Department of Transport accordingly.
KERBSIDE 06/196 Mr. Gimbert tabled a report following his
RECYCLING meeting with the Clerk to Malew Parish Commissioners concerning kerbside recycling. Members were supportive of the principle of a cardboard and paper recycling trail but noted that no budget provision had been made during the current financial year. It was suggested that costings be obtained and in the meantime the matter was supported in principle by Members.
H.G.V. ROUTES 06/197 Members noted receipt of an email from the
IN PEEL Department of
Transport concerning the dedicated routes in and around Peel for H.G.V.
vehicles over 32 tonnes. The routes
involved the main
Arising therefrom the Town Clerk indicated that a planning application for retrospective permission to utilise the Lhergdhoo Sandpit in the Parish of German was considered. The licence application was to recycle waste from the site and could involve up to sixty H.G.V. vehicles per day. A letter objecting to the application had been submitted in advance of the meeting and the Board confirmed that this was acceptable.
SURFACE WATER 06/198 Members noted the Peel Surface Water
SEPARATION SCHEME Separation Scheme in respect of which a report had been forwarded by the Department of Transport. The stage six tender report had been forwarded to the Treasury for approval at a cost of £850,000 and design fees of £40,000 as part of the capital programme. NOTED

The Commissioners have genuine concerns that the Town’s infrastructure will not be able to cope if their development is allowed. Due to the major impact this planning application will have if approved, the Commissioners request that an extension of time be given to allow residents of Peel sufficient opportunity to comment. It is expected that a public meeting will be called in the near future to enable the views of interested parties to be voiced.
PA 06/01477/D Retention of advertising signage, Shamyr Hey Tea Room, 41 Michael Street, Peel – RECOMMENDED FOR REFUSAL. These premises are in the heart of the conservation area and it is felt by the Commissioners that there is a surfeit of advertising signage both on the Tea Room windows and on the stand alone signs on the outside seating area.

PEEL 06/201 The Members noted receipt of a letter of
CONSERVATION AREA response from the Chief
Executive of the Department of Local Government and the Environment concerning
the Commissioners request for a proposed reduction in the Conservation
Area. It was noted with regret that the
Department did not have the resources necessary at the present time to bring
forward an examination of the reduction of the Conservation Area in Peel. Any change to the boundary of the
Conservation Area could have other planning implications which would be better
addressed through the preparation of an area plan. It was noted that it would be sometime before
an area plan covering Peel was to be prepared.
The Chief Executive indicated that the All-Island Strategic Plan
currently in draft form would be ready for Tynwald consideration in May or June
2007. Consequent upon the Strategic Plan
being approved by Tynwald the Department would look to devise a plan for the
South and for the East of the

MARINE LITTER 06/203 The Town Clerk referred to an invitation to
AWARENESS DAY Members to attend a
marine litter awareness day on
PEEL CHARITY 06/204 The Town Clerk referred to a letter inviting the
SHOP Chairman and
Members of the Commissioners to the opening ceremony of the extension and
refurbishment of the Charity Shop. The
ceremony would be held on
CANON KELLY 06/205 The Town Clerk referred to a letter from the
RETIREMENT Cathedral Wardens concerning
Canon Kelly’s final day at St. Germans Cathedral on Sunday 1st
October 2006. Canon Kelly had been the
Canon of St. Germans for over twenty nine years and his devoted service to the
Church and wider community was immeasurable.
An invitation was extended to all to attend the Harvest Festival Service
at
CHRISTIAN 06/206 The Town Clerk indicated that following the
STREET – TRAFFIC recent Western Traffic Liaison Group meeting
MEASURES the Department of Transport
had recommended that double yellow lines be painted along that section of
PLANNED 06/207 Mr. Lightfoot enquired as to the progress of the
MAINTENANCE central heating refurbishment programme. The Town Clerk advised that work would be undertaken this winter and that the tenants affected by the arrangements would be advised prior to work commencing. NOTED

Vintage Motorcycle Club in respect of its

PATRICK STREET 06/210 The Chairman referred to a letter he had
INCIDENT received concerning
injuries sustained by a person who had fallen on the pavement in
SKATEBOARD 06/211 Mr. Crookall referred to the skateboard board
PARK and indicated that some of the floodlights needed readjustment. AGREED
Arising therefrom it was suggested that consideration be given to the turning off of certain street lights in Peel to bring down the cost. A previous decision had been made by the Board to allow all the street lights to remain on throughout the night at the request of the Police. It was suggested that the matter be discussed with Inspector Lowe at a future date.
