BOARD MEETING

 

The MINUTES of a BOARD MEETING held in the Board Room, Town Hall, Derby Road, Peel on Thursday 21st September 2006 at 7.00p.m.

CHAIRMAN’S           06/212               The Chairman welcomed the Press to the

WELCOME                                          meeting and reported that he was pleased to attend the recent Civic Sunday in Maughold and also wished to extend thanks for the invitation to the Queen Elizabeth 11 High Schools Speech Day Ceremony. 

 

MINUTES                   06/213               The Minutes of the meeting held on 17th August 2006 were taken as read and CONFIRMED.

 

DERBY ROAD           06/214               Reference was made back to Minute 06/164

CAR PARK                                          and it was AGREED that an appropriate letter be sent to Mr. Sewell the Department of Transport Officer dealing with Planning Applications seeking his support to relax the strict policy guidelines on visibility splays from the Derby Road car park. 

 

                                                              Arising therefrom Mr. Crookall requested that the flower beds at the back of the car park be tidied up.

 

RATES                        06/215               It was AGREED that the Town Clerk contact

DEFAULTERS                                     the Town Clerk in Ramsey to ascertain the current legal position regarding the possibility of publishing a list of outstanding rate defaulters. 

 

PROPOSED                06/216               The Chairman referred to a proposal to locate a

SHOWER - PEEL BEACH                   water shower on Peel beach for the benefit of bathers.  At this stage it was AGREED to cost out the proposal and include it as an item for consideration when the budget estimates were prepared for 2007/08. 

 

PEEL HILL                  06/217               Mr. Crookall requested that the concrete gulley on the main path leading up Peel Hill be cleaned out.  AGREED

 

PAYMENT                 06/218               Members noted receipt of a letter from the

OF RATES                                           Treasury which indicated that regular monthly payments in respect of rates due to the Town would be forthcoming from the end of September.  NOTED

 

ACCOUNTS               06/219               Members considered the Accounts and Audit

AND AUDIT REGULATIONS            Regulations 2006 and commented that they appeared to cover all necessary aspects of the Commissioners finances and Members indicated their support for the Regulations. 

 

WHEELIE BINS         06/220               Members considered a letter of complaint from Mrs. J Buttimore concerning a number of wheelie bins that were left permanently on the pavement in Circular Road.  Mrs Buttimore felt that in a Conservation Area residents should ensure their bins were not left at the kerbside on a permanent basis.  It was AGREED that where residents did not have a rear access that an offer be made to them to dispose of their litter by way of bin bags.  It was suggested that a newsletter article in the next edition of the Commissioners newsletter address this subject with a desire to keep Peel tidy. 

 

ISLE OF MAN            06/221               Members noted receipt of a letter from the

MUNICIPAL ASSOCIATION            Municipal Association concerning a seminar on emergency procedures.  Local Authorities would be involved in incidences of an emergency nature and would assist in coordination as required. 

 

MARINE                     06/222               Consideration was given to a letter from Chris

PARADE – TENNIS COURTS            Duff and Paul Richardson who wished to enquire about the possibly of resurfacing the tennis courts on Marine Parade.  It was AGREED that this matter be costed out for consideration as a budget item for next years budget estimates.

 

                                                              Arising therefrom the Town Clerk referred to an incident of vandalism over the previous weekend when it appeared that youths had damaged the boundary fence on the tennis courts in a severe manner requiring the fencing to be replaced.  It was noted that the fencing had been renewed the previous year at a cost of around £5000 and the Town Clerk advised that the Police had been informed of the incident.

 

THE HOUND OF       06/223               Members noted receipt of a request from the

THE BASKERVILLES                         Arts Council to arrange a play entitled “The Hound and the Baskervilles” in two locations in Peel from 20th to 24th June 2007.  It was noted that the play would commence in St. Peters Church Yard and then the performing troupe together with the audience would transfer on foot to Peel Castle for the second part of the play.  The walkabout theatre production would combine with a Victorian fair to be held in St. Peters Church with various market stalls being set up.  Members discussed at some length the likely effect of the road closure Order and the impact on parking in the area.  The Town Clerk indicated that discussions had taken place over the use of the headlands field for parking.  It was AGREED to make further enquiries concerning the event prior to any grant of approval. 

 

PEEL CAMPSITE       06/224               Consideration was given to a letter from Mrs. D Bradley of Douglas who wished to occupy a permanent camping pitch on Peel Campsite for the whole of the 2007 season (excluding TT fortnight).  The matter was considered by Members who felt that a permanent presence on the campsite should not be encouraged and it was AGREED to advise Mrs. Bradley accordingly. 

 

CIVIC SERVICES      06/225               The Town Clerk confirmed that Lezayre Parish Commissioners would hold its annual Civic Service on Sunday 29th October 2006 at 11.00a.m. in Kirk Christ Church, Church Town, Lezayre.

 

                                                              Jurby Parish Commissioners would hold its Civic Service on Sunday 1st October 2006 at 11.00a.m. in Jurby Parish Church.  The Chairman indicated that he would be available to attend the Lezayre Service but due to a commitment with Canon Kelly’s retirement in St. Germans Cathedral on 1st October 2006 he would not be able to attend the Jurby Service. 

 

FIRE SERVICE           06/226               Members noted receipt of a letter from the Isle

RISK MANAGEMENT PLAN            of Man Fire and Rescue Service concerning an Integrated Risk Management Plan and Consultation Document to assist improvements for community safety.  Members had no comments to make. 

 

PLANNING                06/227               Reference was made to the previous meeting of

BALLAWATTLEWORTH                   the Commissioners when a lengthy discussion ensued over the planning application submitted by Heritage Homes Limited for a major development at Ballawattleworth.  The Chairman indicated that following a decision by the Board to oppose the application there was no need for the Commissioners to call a public meeting to discuss the matter further.  It was noted that any residents objecting to the application could call such a meeting if so desired.

 

TOWN                        06/228               Mr. Crookall referred to the current location of

BOUNDARY                                        the Town boundary signs and indicated that they should be relocated to the edge of Town on the various hedgerows.  AGREED

 

DEPARTMENT          06/229               It was AGREED that a further letter be sent to

OF TRANSPORT -                              the Director of Drainage indicating the

DISCHARGE LICENCE                      Commissioners concerns at the discharge licence for Peel based on a 3500 population figure.  It was confirmed that the population was in excess of this figure and that the licence should address this issue. 

 

                                                              Arising therefrom concern was expressed over sewer smells emanating from the bottom of Michael Street and behind the Post Office and the Whitehouse Hotel.  It was AGREED that the Technical Officer investigate these concerns further.

 

WESTERN                  06/230               Mr. Gimbert enquired as to the keeping of

SWIMMING POOL                             records over the last six months with regard to the temperature of the swimming pool.  Mr. Crookall reported that the large pool averaged 29 degrees centigrade and the small pool 31 degrees centigrade.  NOTED
