GENERAL MEETING

 

The MINUTES of the GENERAL MEETING held in the Board Room, Town Hall, Derby Road, Peel on Thursday 16th August 2007 at 7.00p.m.

CHAIRMAN’S           07/152               The Chairman welcomed the Press and to the

WELCOME                                          meeting and indicated that the Viking boat races had been well attended linked to the visit of the Sea Stallion Viking boat from Scandinavia.  Mrs. Sweeney wished to thank Mr. Baker and his colleagues for all the hard work in organising Peel Carnival and she wished to extend her thanks for the hospitality  shown by Peel Golf Club on the occasion of the Peel Town Cup. 

 

MINUTES                   07/153               The Minutes of the meeting held on 19th July 2007 were taken as read and CONFIRMED.

 

PARKING                   07/154               Reference was made back to Minute 07/121

IN ATHOLL PLACE                            and it was noted that a meeting would have to be arranged with the Peel Traders through Mrs. Birkett to discuss the suggestion that parking on Atholl Place be limited to thirty minutes with no return within two hours.  The Chairman indicated that the meeting would be arranged by Mrs. Birkett.  NOTED

 

IRIS PUMP                 07/155               Reference was made back to Minutes 07/127

STATION                                             and further concern was expressed over the continuing poor state of the water feature.  It was AGREED that a further reminder be sent to Mr. Winstanley, Director of Drainage regarding the need for remedial works on the fountain.  Mrs. Moughtin commented that she did see two workers on site and it was AGREED that the Town Clerk check progress on this matter.

 

DEPARTMENT          07/156               Reference was made back to Minute 07/129

OF TRADE AND INDUSTRY             and it was AGREED that a reminder be sent to

SITE – MILL ROAD                            the Department of Trade and Industry regarding the need to clean litter from the area. 

 

                                                              Arising therefrom reference was made to the Transport Museums carriage in the vicinity and it was AGREED that contact be made with the group to ascertain its future plans to either restore the dilapidated carriage or remove it.

 

NO SMOKING          07/157               Members noted receipt of a letter from Mr. I

PREMISES REGULATIONS               Bratty of the Department of Local

2007                                                      Government and the Environment concerning the newly approved regulations regarding no smoking in premises which were due to come into operation on 30th March 2008.  The Department wished all local authorities to communicate with residents and visitors over the need for smokers to be more responsible in the way they disposed of their cigarette ends, encourage the use of pocket ashtrays when the appropriate bin was not available and increase the provision of dedicated cigarette bins in and around the town.  It was noted that the Department would over the ensuing months leading up to the commencement date of the regulations endeavour to visit all premises affected by the smoking ban, explain the requirements of the regulations and encourage proper provision for the disposal of smoking litter.  NOTED

 

TOURIST                    07/158               Members considered an invitation to advertise

ALL ROUND GUIDE 2008 – 2009      in the All-round Guide to the Isle of Man for the years 2008/2009.  After consideration it was AGREED not to place an advert in this publication. 

 

LEECE MUSEUM      07/159               The Town Clerk reported that Mrs. Hanneke Tamel-Young had tendered her resignation as a trustee of the Leece Museum Trust.  NOTED

 

PLANNING                07/160               The following planning applications were

APPLICATIONS FOR COMMENT    considered for comment:-

 

                                                              PA 07/00910/B Inner Harbour Marina Development comprising of reclamation of land at the southern end of the harbour to provide a boat park and car parking, installation of fully serviced floating pontoons, erection of a toilet/shower block with offices above, highway amendments and construction of a concrete maintenance platform, Peel Harbour.  RECOMMENDED FOR APPROVAL.

 

                                                              PA 07/01403/B Erection of an external smoking shelter to rear of premises, Royal Hotel, Atholl Street, Peel.  Noting the objection of Mr. Lightfoot the remaining Board Members had no objection to the application.   RECOMMENDED FOR APPROVAL.

 

                                                              PA 07/01406/B Erection of an external smoking shelter, The Highwayman Public House, Poortown Road, Peel.  RECOMMENDED FOR APPROVAL.

 

                                                              PA 07/01409/B Combination of six  two bedroom apartments to make 3 three bedroomed apartments relocation of parking spaces, installation of staircase in Net Loft, and amendments to Longhouse conservatory, Quirk Coalyard, Smith Site, Viking Longhouse, Harbour View, East Quay, Peel.  REOCMMENDED FOR APPROVAL.

 

                                                              PA 07/001411/B Taking down existing front wall to Cushlin My Chree, Tynwald Road, Peel and rebuilding in concrete block work with a rendered spar finish and creation of additional entrance/exit to the property.  RECOMEMNDED FOR APPROVAL.

 

BALLACALLIN         07/161               Members noted receipt of a letter from Mr.

WATER MAIN                                     Eric Whitelegg, Project Sponsor for the Isle of Man Water Authority in respect of a project to provide a mains water supply to Ballacallin.  The main thrust of the project would involve a 300mm diameter trunk main of 1200 metres in length crossing the Poortown Road and the Peel Road followed by a further second phase of the project involving a 300mm diameter trunk main of approximately 2400 metres in length crossing the heritage trail, River Neb, Patrick Road and Glen Maye road ending at Ballacallin service reservoir.  Mr. Whitelegg indicated that he was prepared to meet with the Commissioners to discuss the project in more detail and it was AGREED that an appropriate meeting be arranged in due course.

 

BRADDAN CIVIC     07/162               Consideration was given to an invitation from

SERVICE                                              Mrs. Hodge, Chairman of Braddan Parish Commissioners to her Civic Sunday Service on the 2nd September 2007 at 3.00p.m. in Kirk Braddan Parish Church.  The Chairman indicated that she would be off island and it was AGREED that the Vice Chairman attend in her place.

 

MR. DE BOTTE          07/163               Consideration was given to a letter from Mr.

13 SHORE ROAD, PEEL                     Patrick De Botte of 12 Shore Road, Peel.  Due to bad health Mr. De Botte had requested whether a reserved parking space could be provided in the Commissioners car park at the back of Castle Court/Strand Street flats.  The matter was considered at some length and it was agreed that the Commissioners could not accept any loss of car parking provision.  If Mr. De Botte was disabled then it was suggested that he may apply to the Department of Transport for a reserved parking space on Peel Promenade.  It was AGREED to advise Mr. De Botte accordingly.

 

OFF-SHORE              07/164               The Town Clerk read out the contents of a

AGGREGATES                                    further letter from the Department of Trade and Industry response to the initial reply sent by the Commissioners to off shore prospecting and extraction licences.  The Department of Trade and Industry had indicated that a second licence had now been issued for prospecting off the north-west coast of the Island  This work would be carried out on a purely research and investigative basis. The Department indicated that no policy had yet been formed as to whether extraction of marine aggregates at a production level in Manx waters would be practicable or desirable. This would depend on the results of the investigative process currently approved under licence and subject to further consultation and wider debate. NOTED

 

WATER                       07/165               Members noted receipt of a recent letter from

SEPARATION SCHEME                     Auldyn Construction Limited concerning 

PHASE TWO                                       Phase Two of the water separation scheme.  In response to the Commissioners query previously raised it was noted that in a worst case scenario the need to close the Commissioners Derby Road car park for one day whilst pipes were laid past its entrance would be considered. However it was Auldyn’s intention to avoid the closure of the car park by undertaking the pipe laying in an overnight operation.  A similar operation for the doctors surgery and Shoprite car park was also envisaged.  NOTED

 

                                                              Reference was made to the inadequate wording referring to the Peel Clothworkers School on the sign on display in Albany Road.  The company had AGREED to change the wording of the sign as required by the Commissioners. 

 

PARKING IN             07/166               Reference was made to a request for a disabled

TOWN HALL GROUNDS                   person to park a bike in the Town Hall grounds whilst travelling to Douglas.  The Chairman suggested that the bike could be left underneath the Town Clerk’s rear window.  A wider discussion ensued with regard to the Technical Officer’s previous concern on traffic issues around the Town Hall.  It was AGREED that a risk assessment was required in due course to assess the likelihood of an accident or injury.
