BOARD MEETING

 

The MINUTES of a BOARD MEETING held in the Board Room, Town Hall, Derby Road, Peel on Monday 8th January 2007 at 7.00p.m.

CHAIRMAN’S           06/348               The Chairman welcomed the Press to the first

WELCOME                                          meeting of January and indicated his thanks for the Christmas light display in Michael Street and Atholl Place.  In addition he wished to thank the music performers and others who had entertained shoppers in the lead up to Christmas.  The Chairman had attended the Carol Service at Port Erin and on the 1st January 2007 was pleased to judge the best dressed swimmers at the Peel Dip.  He wished to thank Christine Eames and her fellow organisers for the event which raised significant sums for charity.  During the Christmas period the Chairman had selected a short list of four residents for the Christmas lights competition.  Due to a family connection he had asked Mr. James Quirk and family to make the final selection and it resulted in the winner being Mr. Andrew Lace of 1 Creggans Avenue, Peel, in second place Mr. & Mrs. Bob Jones of Three Peaks, Poortown Road, Peel and third Mr. & Mrs. Evans, 46 Kerroo Coar, Peel.  Mr. D Faulkner was awarded the prize for best lit boat in the harbour.

 

MINUTES                   06/349               The Minutes of the meeting held on 14th December 2006 were taken as read and CONFIRMED.

 

 

 

REPLACEMENT        06/350               It was noted that the rescheduled date for the

STREET LIGHTS                                 installation of the new street lights was still

MICHAEL STREET                             awaited from the Manx Electricity Authority.  Reference was made to the final top coat for Michael Street which was still awaited and the Town Clerk confirmed that he had e-mailed Mr. Hannany.  Mr. Lightfoot suggested that Mr. Crookall, MHK be contacted to pursue the matter with the Department of Transport. 

 

COMMISSIONERS   06/351               Mr. Birkett indicated that subject to some

NEWLETTER                                       additional items she would be ready to print the newsletter within the next week or so.  It was AGREED that the amended works schedule for the water separation scheme be included in the newsletter. 

 

PARKING                   06/352               Reference was made back to Minute 06/331

RESTRICTIONS                                  concerning the proposed introduction of double

CHRISTIAN STREET yellow lines outside Gayle’s Fayre.  Mrs. Sweeney indicated that consideration might be given to reducing the width of the pavement to enable a vehicle lay-by to be provided and it was AGREED to suggest this proposal to the Department of Transport for consideration.  Arising therefrom Mr. Gimbert suggested the need to pursue a ring road around Peel with the Department of Transport.  Mr. Lightfoot indicated that the Department had such a proposal in place but anticipated it being developer lead.  It was noted that the Commissioners current policy was to oppose any additional major housing development.  Mr. Lightfoot was sceptical of a ring road and would prefer to see vehicles coming to Peel to utilise the shopping in the Town.  There was a consensus that the removal of HGV vehicles from Peel in particular Ballaquane Road would be of benefit. 

 

DOGS ACT                 06/353               Reference was made to the proposed new

NEW BYELAWS                                  byelaws for dogs and the Town Clerk indicated that he was shortly due to meet Mr. Corlett of the Department of Local Government and the Environment to finalise the proposed byelaws for Peel.  Reference was made to a ban on dogs from the beach in Port Erin during the summer period and it was AGREED that this matter be discussed as an agenda item at the next meeting. 

 

BALLAWATTLE-       06/354               Mr. Lightfoot indicated that he understood the

WORTH ESTATE                                bus company was prepared to take a bus into the Ballawattleworth Estate in the near future as an experiment to see if it could travel over the speed calming humps.  NOTED

 

FARMERS                  06/355               Members noted an invitation from the

MARKETS                                           Department of Agriculture and Fisheries to a meeting on 12th January 2007 at 8.00p.m. at St. Johns Methodist Hall concerning the possible establishment of farmers markets.  Whilst Members felt that such markets would be of value some concern was voiced as to where exactly such a market could be established within the Town if this was to be followed up.  The previous markets took place on the Market Place car park and by holding such a market deprived vehicles owners from parking.  Careful consideration would be needed for a possible venue if a farmers market were to be established in Peel. 

 

PEEL HARBOUR       06/356               Members noted an invitation to a presentation

DEVELOPMENT PLAN                      at the Sea Terminal by the Harbours Division Design Team on Wednesday 17th January 2007 at 2.30p.m.  Members indicated that they would be happy to attend the presentation. 

 

ROAD TRAFFIC        06/357               Members noted a draft Order under the Road

REGULATION ACT 1985                   Traffic Regulation Act which relocated a reserved parking place from Victoria Terrace to a section of Glenfaba Road, Peel.  Members had no objection to the draft Order.

 

MEMORIAL               06/358               Consideration was given to a letter from Mrs.

SEAT                                                    Irene Taylor of Liverpool concerning the placement of a memorial plaque on an existing Promenade seat in memory of George Cowley recently deceased.  AGREED

 

PLANNING                06/359               The following planning applications were

                                                              PA 06/02215/B Alteration to roof of Longhouse including installation of additional roof lights, Quirks Coal Yard, Smithy Site, Viking Longhouse and Harbour View, East Quay, Peel.  RECOMMENDED FOR APPROVAL.

 

PA 06/01761/B            06/360               The Town Clerk advised that an Appeal

ON APPEAL                                        application had been accepted against the decision taken with regard to the creation of a front door step, enlargement of rear dormer windows and retention of increased ridge height at site adjacent to 17 Circular Road, Peel submitted by Mr. R B M Quayle.  It was AGREED to make no comment on this planning appeal. 

 

CIVIC SUNDAY        06/361               After consideration it was AGREED that Civic

2007                                                      Sunday take place on Sunday 24th June 2007.

 

WESTERN                  06/362               Consideration was given to a request from the

SWIMMING POOL                             Clerk to the Western Swimming Pool Authority

AUTHORITY                                       for the nomination of a new Member to represent Peel on the Western Swimming Pool Board in place of Mr. Crookall.  It was AGREED that the appointment of a new Member be deferred until after the by-election scheduled for 11th January 2007.

 

PEEL AND                  06/363               It was AGREED that Mrs. Sweeney be

WESTERN DISTRICT                         nominated as representative on the Peel and

HOUSING AUTHORITY                     Western District Housing Authority in place of Mr. Crookall.

 

HOLOCAUST            06/363               The Town Clerk indicated that an invitation had

MEMORIAL DAY                               been sent from the Chief Minister to the Chairman and Commissioners to attend the Holocaust Memorial Day on 28th January 2007 at 3.00p.m. at St. Georges Church, Upper Church Street, Douglas.  The Chairman indicated that he would attend the Service.

 

BOUNDARY              06/364               Consideration was given to a request from the

REVIEW                                               Chief Secretary’s Office concerning the Boundary Review Committee’s report to be submitted to Tynwald in 2007.  Comments had been invited on a number of matters concerning the constituency boundaries and it was noted that the letter had been issued on the 29th December 2006, received at the Town Hall on 2nd January 2007 and requested that comments be made by 5th January 2007.  It was AGREED to advise the Chief Secretary’s Office that a response would be made in due course and after the deadline date if this was acceptable. 

 

MANX                        06/365               The Town Clerk advised that the Peel Town

MUSEUM AND NATIONAL              Commissioner appointed as a Trustee for

TRUST                                                  Manx National Heritage was subject to a five year appointment term which was shortly due to expire.  After consideration it was AGREED that the current Member representing the Commissioners, Mr. D J Lace, continue as the Commissioners representative on this body.

 

HIGH FREQUENCY  06/366               Mrs. Sweeney referred to the earlier

MOSQUITOS                                      consideration of acquisition of possible mosquitoes to discourage anti-social behaviour earlier in the year and was disappointed to note that whilst the Police did no appear fully supportive of such a proposal were now in support of mosquitoes being obtained for Douglas Corporation. 

 

CAMPERVANS         06/367               Mr. Lightfoot enquired as to the uptake in the offer to residents of the Town that own campervans to park them at the Peel Campsite on a temporary basis until March 2007.  The Town Clerk advised that no owners had come forward to accept the offer and Mr. Lightfoot indicated that as a result contact be made with Police to ensure the appropriate legislation with regard to the parking of such vehicles on the high road be enforced rigorously by the Police. 

 

LORRY PARK            06/368               Mrs. Birkett enquired as to the current position regarding the establishment of the lorry park at Mill Road.  The Town Clerk advised that a difficulty had arisen over the extent of the right of way across the land in question and advised that it was currently being investigated by the Advocates acting on behalf of the Commissioners. 

 

COMMISSIONERS   06/369               Mr. Gimbert referred to a problem with the

WEBSITE                                             Castletown Commissioners website. It appeared a cross link had occurred with an unsavoury image appearing.  It was AGREED to check with Mr. Littler to ensure that the Peelonline website was suitably protected.
