CHAIRMAN’S 07/039 The Chairman welcomed everyone to the first
WELCOME Board Meeting of June. Mrs. Sweeney spoke of her delight at the excellent events that Peel had paid host to the previous week. The Peel Bay Festival was excellent and Honda had attracted extremely large crowds despite the poor weather. The Chairman wished to express her thanks to the outdoor staff for all their hard work in making Honda Day run so smoothly.
Mrs. Sweeney reported to Members that Mr. Lightfoot informed her that he had seen a notice in the press notifying people that a public meeting was taking place at the Corrin Hall on the 3rd June 2007, regarding the Commissioners intention to sell the land at Marine Parade. The Chairman reported that she had attended the Corrin Hall on the said date and no one had attended. Mrs. Sweeney explained that she had contacted Isle of Man Newspapers and asked them to publish the fact that the notification of the meeting was an error on their behalf.
MINUTES 07/040 The Minutes of the meeting held on
RAGGATT 07/041 Mr. Lightfoot referred back to Minute 07/006
DISCHARGE and enquired as to whether the figures regarding the Raggatt discharge had been obtained form the Department of Local Government and the Environment. The Technical Officer informed the Board that the person who dealt with the Raggatt was on holiday. Mr. Quayle had spoken to Stephanie Gray who informed him that as far as she knew they only kept costs on disposing of the discharge and not the amounts disposed of.
Mr. Lightfoot reported that he had raised the issue as he was extremely concerned about the waste that was being disposed of in the Raggatt. Mr. Gimbert requested that a sample be taken from the Raggatt and sent to the Government Analyst to be tested. AGREED

PA 06/01773 07/048 Members studied a letter from the Planning Department informing the Board that an application for a certificate of lawfulness for the recycling of inert waste materials by JCK Limited for the sandpit, Lhergydhoo, Peel had been declined. NOTED

STREET, PEEL been received from Mr. P Haslett, Environmental Health Technician from the Department of Local Government and the Environment in respect of 46 Douglas Street informing the owner Mr. G Durber that he had carried out an inspection of the property on the request of the tenant Miss Lennox. The property didn’t conform with the 1955-1990 Housing Acts due to a number of defects. Mr. Durber was given 90 days to rectify the situation otherwise Peel Town Commissioners would take formal action against him.
REAYRT-NY- 07/050 Members considered a request from Heritage
KEYLLEY Homes to provide five street names for their new housing development Reayrt-ny-Keylley Estate at Ballawattleworth Farm. Mr. Lightfoot enquired as to why they needed five street names. Mrs. Birkett commented that if the estate was to be spilt into five roads it would cause havoc for the postman. The Board AGREED that the properties in the estate should have a house number.

OFFSHORE 07/052 The Finance Officer read out a letter which had
AGGREGATES been received from Neil Corlett of the Department of Trade and Industry regarding the issue of prospecting and extraction licences for aggregates. Mr. Gimbert expressed concern about the tidal flow as people were able to remove minerals from around the coast line. The Chairman suggested that the Board should each receive a copy of the letter and Members should provide the Town Clerk with any comment they may have so he could draft an appropriate response. AGREED

PUBLICITY IN PEEL 07/056 Mrs. Moughtin reported that she wished to reiterate what the Chairman had said in her opening address. Mrs. Moughtin praised Mr. Jonathan Irving for doing an excellent job of organising and staging the Peel Bay Music Festival. Her only regret was that the Press hadn’t attended the meeting so they could hear and report on all the positive things that were happening in Peel.
Mrs. Moughtin commented that the Commissioners could contact Manx Radio to see if they could have a ten minute slot on the radio to inform the public about all the events which have happened and are due to take place in Peel. AGREED
Mr. Lightfoot enquired as to whether the Commissioners sent the papers any information about what was happening in Peel. The Board AGREED that Public Relations should be an agenda item for the next Board meeting.
DOG NOTICES 07/057 Mr. Lightfoot reported that he was glad to see the new dog byelaw notices had been put up and asked would it be possible to have one notice up at each set of steps down on to the beach. The Technical Officer undertook to make sure the notices were displayed.
CASTLE STREET 07/058 Mr. Gimbert reported that the two item of play
PLAYGROUND equipment at
CREEK INN 07/059 Mr. Gimbert expressed concern at the tables and chairs placed in the car parking area outside the Creek Inn. During the TT festival bikers parked around the tables making it dangerous for pedestrians to cross the road due to poor visibility.
The Chairman explained that the Town Clerk had placed a notice in the Examiner asking the public to comment on the matter.
Mr. Lightfoot reported that a stronger letter should be sent to the owners of the Creek as their tables and chairs were taking up valuable car parking spaces which Peel was desperately short on.
Mrs. Birkett informed the Board that she objected to private businesses making profits from public car parking.
Mr. Lightfoot was also concerned that the Creek hadn’t put in for planning permission for their awning. The Town Clerk had written to Ms. Turner landlady of the Creek and asked her to put in retrospective planning.
Mr. Gimbert reported that Joanne’s Café had been putting signs up in the middle of the walkway. The Board AGREED that she should be written to and asked to remove the sign.
CAMPSITE 07/060 Mrs. Pugh informed Members that she wished to thank
the Campsite attendant, the
PUBLIC 07/061 Mrs. Pugh reported that the public toilets were
TOILETS in desperate need of money spending on them to bring them up to an acceptable standard.
Mr. Lightfoot commented that the Town Clerk was supposed to obtain prices for contract cleaners to clean them during TT fortnight. The Technical Officer explained that these prices had not been obtained in time, so he had requested Mr. Simpson the Commissioners toilet cleaner to work extra hours.
Mrs. Moughtin informed the Board that the Commissioners should employ contractors on a stand by basis to clean the toilets during all the main events.
The Technical Officer explained that it was difficult to clean the toilets when events for example Honda Day were taking place as the toilets were in continual use all the time which made it impossible to shut them down to clean. NOTED
HONDA DAY 07/062 The Technical Officer informed the Board that the Police had provided an excellent service policing Honda Day. The Chairman reported that the Police were also impressed with the outdoor staffs handling of event. NOTED
