GENERAL MEETING

 

The MINUTES of the GENERAL MEETING held in the Board Room, Town Hall, Derby Road, Peel on Thursday 22nd November 2007 at 7.00p.m.

CHAIRMAN’S           07/274               The Chairman welcomed the Press to the

WELCOME                                          meeting and wished to convey her thanks to Mr. Crookall over his intervention in dealing with the overhanging branches of trees at Heathfield House, Patrick Street, Peel. 

 

MINUTES                   07/0275             The Minutes of the meeting held on 18th October 2007 were taken as read and CONFIRMED.

 

LEECE MUSEUM      07/276               Upon enquiry from Mr. Lightfoot with regard

TRUST                                                  to Minute 07/239 the Town Clerk indicated that a letter offering a position as trustee would be issued to Mr. Ron Cooper.  Mr. Lightfoot also indicated that Quinten Robinson had also expressed an interest in becoming a Trustee.  NOTED

 

CONSERVATION     07/277               Reference was made back to Minute 07/242

AREA                                                   and it was AGREED to invite Mr. Steven Moore, Conservation Officer, to a meeting of the Commissioners on Tuesday 22nd January 2008 to discuss the Commissioners desire to reduce the Conservation Area in Peel.

 

RATES                        07/278               Members noted receipt of a letter from Mrs.

ESTIMATES 2008/09 Yvette Mellor, Director of Corporate Services at the Department of Local Government and the Environment concerning the rates estimates for 2008/09.  It was particularly noted that the proposed rate was required by the Department no later than 16th January 2008.  Members were concerned at the short deadline proposed by the Department. 

 

DOCTOR’S                07/279               Members gave consideration to a letter from

SURGERY                                            Mr. David Cannan, MHK dated 7th November 2007 concerning a request for support to establish a doctor’s surgery in Kirk Michael.    Mr. Cannan indicated that a reduction in the numbers utilising the Peel surgery would result if a Kirk Michael surgery was established.  After discussion Members had no objection in principle to supporting Mr. Cannan.  It was however on the basis that the expansion and possible relocation of the Peel surgery be supported in the first instance. 

 

DRAFT CODE            07/280               Members noted receipt of a draft Code of

OF PRACTICE ON                              Practice on Consultation issued by the Chief

CONSULTATION                               Secretary’s Office.  NOTED

 

ROYAL NATIONAL  07/281               Members noted receipt of a letter from Mr.

LIFEBOAT INSTITUTION                  Chris Wilkinson the Administration Officer of the Peel Branch of the RNLI.  Mr. Wilkinson had indicated that Mr. Nigel Burden was due to take  over the post of Administration Officer consequent upon his retirement.  It was AGREED that a letter of appreciation be sent to Mr. Wilkinson on his retirement. 

 

PLANNING                07/282               The following planning applications were

                                                              PA 07/01971/B Erection of single storey and two storey extensions and creation of roof balcony on rear elevation, 41 Stanley Terrace, Christian Street, Peel.  RECOMMENDED FOR APPROVAL.

 

                                                              PA 07/02054/B Erection of a garage and study and store and amendments to approved dwelling, site adjacent to The Mount, Mount Morrison, Peel.  RECOMMENDED FOR APPROVAL.

 

                                                              PA 07/02067/B Erection of a conservatory to rear elevation, 3 Cronk Reayrt, Peel.  RECOMMENDED FOR APPROVAL.

 

                                                              PA 07/02027/B Change of size of certain windows and additional velux window to approved application (PA 07/01836/B), Cronk Airh, Albany Road, Peel.  RECOMMENDED FOR APPROVAL.

 

                                                              PA 07/02026/B Extension to existing garage to provide a new bedroom and en-suite, 6 Aspen Drive, Ballawattleworth Estate, Peel.  RECOMMENDED FOR APPROVAL.

 

                                                              PA 07/02034/B New rear extension and repair of property to create a four bedroom house, 7 St. Peters Lane, Peel.  RECOMMENDED FOR APPROVAL.

 

                                                              PA 07/01999/B Proposed extension to provide additional living accommodation to replace existing conservatory, Cronk Ould, 20 Tynwald Road, Peel.  RECOMMENDED FOR APPROVAL.

 

                                                              PA 07/02054/B Erection of new garage and store on site currently being developed site adjacent to The Mount, Mount Morrison, Peel.  RECOMMENDED FOR APPROVAL.

 

                                                              The Members wished to confirm and advertise the fact that all planning applications relevant to the Town of Peel were available for public inspection at the Town Hall, Derby Road, Peel. 

 

PA 07/01179/B            07/283               It was noted that an Appeal had been requested

ON APPEAL                                        in the respect of the refusal for installation of replacement windows to front elevation, Beach House, Crown Street, Peel.  It was AGREED to make no comment on this Appeal application. 

 

PA 06/01393/A           07/284               It was noted that an Appeal had been lodged in

ON APPEAL                                        respect of the refusal to Heritage Homes Limited for approval in principle for the residential development of fields at Ballawattleworth Farm in accordance with the density and indicative highway layout shown on the master plan.  After discussion it was AGREED that the Commissioners reiterate its objection to the density of the proposed development and that there was a need to ensure a Member attended the Appeal hearing. 

 

STREET                      07/285               Consideration was given to an e-mail request for

COLLECTION                                     a street collection on the 30th November and 1st December 2007 in respect of  the One World Centre which sought to raise money for the Appeal for Bangladesh.  AGREED

 

HIGHWAYS               07/286               Consideration was given to a Department of

ACT 1986                                             Transport proposal to amend Section 78 of the Highways Act 1986.  This related to the provision of cafes and kiosk’s etc in the highway.  It was AGREED that the draft proposal be copied to Members for consideration. 

 

PEEL SCOUT             07/287               Consideration was given to a request from the

GROUP                                                Peel Scout Group to allow the Beaver and Cub groups to sing carols and have collection buckets at the turning on of the Christmas tree lights on 1st December 2007.  AGREED

 

                                                              Arising therefrom consideration was also given to a request from Mr. Eric Kelly to play organ music in Michael Street during the month of December in aid of St. Johns Friends Charity.  AGREED

 

PORT ERIN                07/288               The Town Clerk referred to an invitation to the

CAROL SERVICE                               Commissioners to attend the Port Erin carol service in St. Catherine’s Church on the 20th December 2007 at 7.00p.m.  NOTED

 

ROAD WORKS          07/289               Mr. Lace referred to the current digging up of Church Street by the Department of Transport prior to the relaying of a new road.  He wished to suggest that an appropriate duct be provided for future cabling requirements.  This would overcome the need to re-dig the road.  It was AGREED that a letter be sent to the Department of Transport with this suggestion. 

 

CHRISTMAS              07/290               Mr. Lightfoot referred to previous discussions

STREET LIGHTS                                 over the proposed location of Santa’s Grotto on 1st December 2007 when the Christmas street lights would be turned on.  It was noted that Mr. Lightfoot would make further enquiries as to whether the Grotto would be sited in Michael Street or Atholl Place. 

 

MANX                        07/291               Mr. Lightfoot enquired as to whether the Manx

ELECTRICITY AUTHORITY              Electricity Authority  had plans to lay underground cables in Peveril Road.  It was AGREED that the matter be investigated together with a further suggestion that Peel would be provided in the future with natural gas. 

 

ROAD SIGNAGE       07/292               Mrs. Birkett referred to the road works at Church Street and indicated that some confusion had arisen with the signs displayed in Derby Road and Christian Street indicating the “road ahead closed”.  This had resulted in vehicles making u-turns as they were under the impression that the road was shut.  The matter had been raised with the Department of Transport to remove these signs to avoid future confusion. 

 

ANTI-SOCIAL           07/293               Mrs. Pugh referred to the Press article

PROBLEMS                                         indicating and highlighting anti-social problems in the Town.  Having met with Inspector Lowe recently it was in fact not the case as portrayed in the Press.  Mrs. Pugh wished to indicate that this was misleading to the readers.  NOTED

 

ABANDONED           07/294               Reference was made to two vehicles in the

VEHICLES                                           Market Street car park which appeared to be un-taxed and abandoned.  It was AGREED that the Town Warden investigate.
