GENERAL MEETING

 

The MINUTES of the GENERAL MEETING held in the Board Room, Town Hall, Derby Road, Peel on Wednesday 3rd October 2007 at 7.00p.m.

CHAIRMAN’S           07/221               The Chairman welcomed the Press to the

WELCOME                                         meeting and wished to express her thanks to Mrs. Horton over the Centenary celebrations for the Ward Library.  The Chairman read out a letter from Miss Alison Faulkner congratulating the librarian on her effort and planning of the three days event.  Thanks were also extended to the outdoor workforce who had worked to improve the library prior to the event. 

 

MINUTES                   07/222               The Minutes  of the meeting held on 5th September 2007 were taken as read and CONFIRMED.

 

RAGGATT                  07/223               Mr. Lace referred back to Minute 07/169 and

LANDFILL                                           suggested that the disposal of leachate into the River Neb should cease with an alternative outfall being considered at Kirk Michael.  The Chairman indicated that Mr. Crookall, MHK was looking into the matter and that a certain proposal maybe of value for future discussion in this respect. 

 

                                                              Mr. Gimbert referred to statistical information he had obtained from the Public Analyst which he had subsequently passed to the Marine Conservation Society for comment.  The Chairman indicated that this matter should be discussed In Committee. 

 

VIKING FESTIVAL   07/224               Mr. Lightfoot referred to the two pipes placed under the sand on the beach during the Viking Festival and indicated that a 45 degree bend in one of the pipes was holed and required repair.  It was AGREED that it may be of advantage to retain the pipes in situ rather than remove them completely.  It was AGREED that the Technical Officer look into the matter. 

 

PICNIC AREA            07/225               Reference was made back to Minute 07/194

HEADLANDS                                      and it was noted that the replacement picnic table would be installed during the Spring 2008. 

 

BALLAWATTLE-       07/226               Mr. Gimbert referred back to Minute 07/195

WORTH MAINTENANCE                  and enquired as to certain works undertaken at

CONTRACT                                        Willow Close.  The Town Clerk confirmed that some pruning had been carried out by staff and Mr. Gimbert enquired as to why this was done outside of the contract.  It was AGREED that the matter be deferred to the next meeting for further discussion.

 

ROAD                         07/227               Reference was made back to Minute 07/196

CLOSURE                                            and it was indicated that a further road closure in Derby Road may occur from the Clothworkers School up to the proposed new roundabout leading into Reayrt-ny-Keylley.  It was suggested that a new water main was required and whilst this work would be undertaken it would not involve the closure of the road.  Traffic would be controlled by temporary traffic lights. 

 

STREET                      07/228               The Town Clerk referred to two street lighting

LIGHTING                                           schemes for Reayrt-ny-Keylley and Phase Two of The Links development off Rheast Lane.  The schemes were approved as proposed in the plans submitted. 

 

HOUSING (FLATS)   07/229               Consideration was given to a recommendation

REGULATIONS 1982                          from the Environmental Health Officer to register flats 1 -12, Atholl Buildings, Derby Road, Peel.  AGREED

 

PLANNING                07/230               The following planning applications were

                                                              PA 07/01716/B Installation of replacement windows to rear elevation, 6 Patrick Street, Peel.  RECOMMENDED FOR APPROVAL.

 

                                                              PA 07/01733/A Approval in principle for the erection of a dwelling, Sea Peep, Poortown Road, Peel.  RECOMMEND REFUSAL.  After discussion it was agreed that the proposed development of a dwelling on half a building plot would lead to over intensive use of the site.

PA 07/01119/B            07/232               Members were advised that an Appeal had

ON APPEAL                                        been requested by Dandara Contracting Limited against the refusal for temporary relocation of emergency only access gate to allow access for residents of elderly persons housing residential development under construction behind dwelling of Rheast Bridson, Ballawattleworth Farm, Peel.  It was AGREED to make no comment on the application.

 

 

 

PA 07/0197/B              07/233               Members noted the decision of the Minister

ON APPEAL                                        upon the recommendation of the appointed Inspector concerning an approval to discharge condition 1 of PA 05/00665/R to retain containers, Heathfield Yard, Patrick Street, Peel.  NOTED

 

SMOKING                 07/234               Members noted receipt of a letter from

SHELTER                                             Partington Nixon and Kinrade on behalf of Heron and Brearley Limited concerning the provision of external smoking shelters outside two public houses namely The Highwayman and The Royal Hotel.  Heron and Brearley wished to assure the Commissioners that each smoking shelter would have appropriate receptacles for cigarette ends to avoid the proliferation of litter when the smoking ban became law in March 2008.  Mr. Lightfoot suggested that a similar commitment should be obtained from other publicans and café proprietors in the Town to ensure there was not a proliferation of cigarette ends outside premises when the ban was introduced.   It was AGREED that an appropriate letter be issued to proprietors in this respect. 

 

NEW BUS                   07/235               Mr. Lace wished to thank the bus company for

SHELTER                                             the provision of a new bus shelter on the Douglas Road.  It was AGREED that a litter/cigarette bin be provided at this location.
