GENERAL MEETING

 

The MINUTES of a GENERAL MEETING held in the Board Room, Town Hall, Derby Road, Peel on Wednesday 2nd April 2008 at 7.00p.m.

CHAIRMAN’S           07/445               The Chairman welcomed the Press to the

WELCOME                                          meeting and wished to extend her congratulations to those sitting Members that had sought re-election together with the three new Members elected unopposed. 

 

MINUTES                   07/446               The Minutes of the meeting held on 5th March 2008 were taken as read and CONFIRMED subject to an amendment to Minute 07/414 where the words “town gas” was deleted and replaced with the words “natural gas”.

 

VIKING FESTIVAL   07/447               Mr. Gimbert referred back to Minute 07/408 and indicated that certain items had been sold and were shortly scheduled for removal. 

 

                                                              Reference was made to the land immediately behind the Loades Factory owned by Holborn Enterprises with particular regard to the petition from residents concerning the state of this portion of land.  The Commissioners gave consideration to the service of an Abatement Notice and upon a motion by Mr. Lightfoot and seconded by Mrs. Sweeney it was AGREED that an Abatement Notice be served on Holborn Enterprises to tidy up the area in accordance with the Local Government (Miscellaneous Provisions) Act 1984. 

 

 

BALLAQUANE          07/448               Mr. Lace referred back to Minute 07/410 and

ROUNDABOUT                                  enquired as to whether any progress had been made on the necessary work to make the roundabout safer.  The Town Clerk advised that a response was still awaited from the Department of Transport and it was AGREED that the matter be raised at the traffic management meeting scheduled for 16th April 2008.

 

LOCAL                       07/449               Reference was made back to Minute 07/418

GOVERNMENT                                  concerning the service of an Abatement Order

MISCELLANEOUS PROVISIONS     under Section 14 of the Act against Street

ACT 1984                                             Heritage Limited.  It was noted that the site still required additional works to make it tidy and it was AGREED that a letter be sent to Mr. Shakespeare of Street Heritage Limited asking him to liaise with adjacent tenants as to when the portable W.C.’s would be removed.

 

PEEL TRADERS         07/450               The Town Clerk referred back to Minute 07/426 and confirmed that the majority of traders and commercial operators in the Town had been served with an invitation to attend a meeting on 8th April 2008 at 7.30p.m. at the Peel Sailing Club to discuss the future of the Peel Chamber of Trade and Commerce.

 

MANX RADIO           07/451               Reference was made back to Minute 07/427

WEB CAM                                           and it was noted that the defective web cam on Peel Promenade operated by Manx Radio was scheduled for repair in the very near future. 

 

ACTUARIAL              07/452               Members noted receipt of a letter from Mr.

VALUATION                                       Bolt the Pension Scheme Treasurer which gave a summary of the value of the Isle of Man Local Government pension scheme.  The funding level had increased from 63% to 79.6% from the last valuation. 

 

                                                              Members expressed continued concern at the high level of financial commitment required to be paid by the employer to fund the scheme.  There was a need to assess the viability of the scheme in comparison to private schemes.  It was AGREED to extend an invitation to Mr. Bolt and Mr. Corlett the Manager of the Legislative and Policy Unit to discuss the pension scheme.

 

 

 

HOUSING (FLATS)   07/453               Members noted the Environmental Health

REGULATIONS                                   Officer’s recommendation to register Flat 1, 6 Michael Street, Peel in accordance with the Regulations.  AGREED

PA 07/02313/B           07/456             Members noted receipt of an Appeal against the

ON APPEAL                                      decision to refuse approval to vary Condition 1 of PA 07/00197/B and reposition containers to improve vehicular access, Heathfield Yard, Patrick Street, Peel.  It was AGREED to make no comment on this application.

 

 

 

PA 07/1564                 07/457             Members noted receipt of the Appeal decision in

ON APPEAL                                      respect of the  installation of a dormer and roof lights and erection of a conservatory on north-east elevation, Wayside, Peveril Avenue, Peel for Mr. F Horne.  It was noted that the Appeal had been dismissed subject to the amendment of Condition 3 concerning the casement below the transom of each dormer window to be permanently closed and have no opening mechanism.  NOTED

 

WATER                      07/458             The Town Clerk referred to the receipt of a

QUALITY REPORT                          water quality report dated 17th March 2008 from the Government Laboratory.  He indicated that it did not refer to Peel Bay but was in fact specific to a property that had experienced drainage problems.  Samples had been taken and the problem dealt with by the outdoor staff.  Arising therefrom Mr. Gimbert referred to the acquisition of samples from the bay which he wished to be analysed by the Government Laboratory.  NOTED

 

VIKING                      07/459             Consideration was given to a request from the

RE-ENACTMENT                             Vikings of Mann for the staging of a Viking re-enactment in Peel campsite on 10th May 2008 in place of the Viking Festival.  The matter was discussed with the alternative use of the headlands field being considered.  It was however noted that they would require access to W.C.’s and having regard to the fact that there were no bookings at present for this date it was AGREED that use of the campsite be allowed with the possible overnight staying of the twenty four re-enactors if required. 

 

RIVER NEB                07/460             Mr. Lace referred to the Department of Transport cage built across the Rive Neb to catch drift wood prior to entry into the harbour.  It was noted that this had been modified.  However, it continued to remain full of drift wood and needed more regular maintenance and upkeep.  It was AGREED that contact be made with the Harbours Division of the Department expressing residents and Commissioners concerns at the accumulation of drift wood at this location. 

 

HARBOUR                 07/461             Reference was made to the Harbour Division’s

CAR PARK – WEST QUAY             proposal to establish a car park on West Quay.  It was noted that this pay and display facility was for cars and specifically boat trailers.  Mr. Lace was advised that it was not feasible for coaches to park there as there were difficulties in large vehicles being able to turn around and leave the area. 

 

TOWN                        07/462             Mrs. Birkett referred to the preparation of a

DIRECTORY/AUDIT directory/audit involving the various organisations and provision of services and facilities in and around the Town.  It was noted that this directory was being prepared by Mrs. Lever of the Isle of Man Children’s Centre via the Inter-Agency Group.  It was AGREED that all events, organisations and appropriate information received at the Town Hall be passed through to Mrs. Lever accordingly.

 

CLEANING OF         07/463             Mr. Gimbert referred to the cleaning of the road

ROAD GULLIES                               gullies by the Department of Transport within the Town of Peel.  In response to Mr. Gimbert’s claim that the gullies were not being cleaned Mr. Lightfoot confirmed that the Department of Transport had spent a full fortnight working through the various blockages in the gullies.  NOTED
