CHAIRMAN’S 07/360 The Chairman welcomed the Press and public
WELCOME to the meeting and wished to comment on a recent press article concerning an opinion poll of residents over the cancellation of Honda Day. Mrs. Sweeney indicated that the Commissioners would arrange entertainment on the Sunday of TT Week as the Commissioners were mindful of the need to encourage the visiting bikers from riding the TT course on the Sunday of race week. A request had been made to the Department of Tourism for some financial assistance to help with the organisation of the proposed entertainment for that day. The Chairman also referred to the hotel questionnaire distributed to all residents. It appeared that some members of the public felt that if their name and address was not written on the back of the form that their views would be disregarded. This was incorrect. She also referred to some complaints over the lack of street cleaning at the weekend. The street cleaning machine operated every Sunday morning and a recent incident whereby eggs were thrown at the street cleaning machine had caused some concern. Such action was not appreciated by the operative or the Commissioners.
MINUTES 07/361 The Minutes of the meeting held on 8th and 15th January 2008 were taken as read and CONFIRMED.
DOCTORS 07/362 Mr. Lightfoot referred back to Minute 07/326
SURGERY and sought an update. No response had been received from the Department of Health and Social Security although a subsequent meeting with Mr. Swithinbank, the new Director of Social Services, had indicated a positive position concerning the proposed provision of a new Health Centre in Peel.
LOCAL 07/363 Reference was made back to Minute 07/331
GOVERNMENT and Mr. Lightfoot indicated that additional
MISCELLANEOUS rubbish was evident in the field adjacent to
PROVISIONS ACT 1984 the Loades Factory and was of concern. Mrs. Birkett indicated that children had been seen playing inside the compound containing the stored Viking stockades and she was concerned on health and safety grounds. Members noted receipt of a three page petition, mainly from nearby residents, requesting that action be taken under the 1984 Act. The Commissioners were of the view that if assistance could be provided to help with the storage of the Viking stockades then that should be considered but with regard to the additional rubbish in the adjacent field to the Loades Factory it was felt that this was the responsibility of Street Heritage Limited. Noting that concerns were evident over this new location and under the provisions of the Act it was AGREED that a letter be sent to Mr. Daly the owner of the field requesting that the area be cleaned and the rubbish removed within twenty one days. With regard to the original application concerning the Viking stockade it was AGREED that the matter be considered at the next meeting and that in the meantime Mr. Reed the petition organiser be advised of the situation.
INVESTMENT 07/364 The Town Clerk referred back to Minute
IN RAMSEY 07/344 and indicated that Mr. Crookall, MHK had replied to the Commissioners enquiry and indicated that Mr. Bell, MHK, Treasury Minister and Member for Ramsey had stated that some forty million pounds was earmarked for development in Ramsey including the new housing estate, new schools and the new swimming pool.
DEVEOPMENT and it was noted that the Department of Transport was seeking a contractor to progress the scheme and utilise their expertise to amend and or improve the original plans for the development. Members queried where this fitted in in terms of consultation and felt that a meeting with Captain Brew would be appropriate.
UNDERGROUND 07/366 The Town Clerk referred to the response from
DUCTS IN ROADS the Department of Transport concerning Mr. Lace’s enquiry as to additional ducts within roadworks. Ducts were provided and installed across roads during the majority of the Department’s roadways for possible future use. However this was not practical for provision to be made to accommodate statutory undertakers such as gas, water, telephone and electric. NOTED
BALLAQUANE 07/367 Members noted receipt of a letter from a
ROUNDABOUT resident expressing concern over the safety aspect of the Ballaquane roundabout with particular regard to pedestrians. The resident had written direct to Mr. Hannay, Director of Highways raising this concern and it was noted that the Commissioners had also raised the same issue with the Road Safety Officer at that Department. A response had been received from the Department indicating that Mr. Derek Sewell would be investigating the safety aspect of this junction and roundabout. NOTED
ROAD 07/368 Members noted a circular from the Road
TRANSPORT LICENSING Transport Licensing Committee which
COMMITTEE indicated that Protours (Isle of Man) Limited had amended its timetable which now indicated that its service would leave Rowan Avenue, Ballawattleworth Estate, Peel at 7.38 hours. NOTED
CLOTHWORKERS 07/369 Consideration was given to a request from the
SCHOOL Department of Education
for the temporary parking of vehicles consequent upon the opening of the new facilities
at
MEMORIAL 07/370 Consideration was given to a request from
BENCH/PLAQUE Claire Colvin for permission to either place a bench or a plaque on an existing promenade seat in memory of her late mother Lillian Colvin. It was AGREED that permission be given for a plaque to be attached to one of the existing promenade seats.

PA 06/01009 07/377 Members noted receipt of a copy letter from the Planning Enforcement Officer to Forest Homes Limited concerning the non-compliance with condition two of the planning application in respect of Ballaraye, 5 Marine Parade, Peel. As the development had not been carried out there was a breach of condition two and the unapproved development remained in place. Members noted the position.
PUBLIC HEALTH 07/378 Members noted receipt of a copy letter from
ACT 1990 the
Environmental Protection Officer of the Department of Local Government and the
Environment addressed to Heritage Homes Limited in respect of an alleged smoke
nuisance incident on its site at Reayrt Ny Keylley whereby thick smoke and
fumes emanated from the site on
CAR RALLY 07/379 Members noted that the rally organisers had obtained
Department of Transport permission to stage a section of its rally through
Peel. It appeared that a Harbours Division boat would be on duty in the harbour
and that the various junctions would be blocked of with metal barriers. The organisers had consulted with the bus
company and the fire services and it was noted that upon Police advice the
roads affected by the event would be closed from
SEWER OUTFALL 07/381 Mr. Lightfoot referred to apparent work being undertaken at the sewer outfall on Peel beach which involved undersea divers and the lifting of the beach manhole. It was AGREED that the Town Clerk investigate the reasons for this activity.
FIVE-A-SIDE 07/382 Mr. Lightfoot referred to the removal of the
GOAL POSTS five-a-side goal posts on Marine Parade. The Town Clerk advised that they had been taken away by staff for assessment as to whether they could be repainted and made good or whether they were beyond repair.
PROPOSED 07/383 Mr. Lightfoot referred to a recent Press survey
SUPERMARKET undertaken in Peel with regard to the possibility of another supermarket operating in Peel. Mr. Lightfoot was concerned that the Press had not consulted with the Commissioners over the intention to hold such a survey with the residents of Peel and felt that it was likely to stir up antagonistic feelings with certain residents and was somewhat irresponsible.
