The MINUTES of a GENERAL MEETING held in the Board Room, Town Hall, Derby Road, Peel on Wednesday 5th March 2008 at 7.00p.m.

MINUTES 07/406 The Minutes of the meeting held on
DOCTORS 07/407 Mr. Gimbert referred back to Minute 07/362
SURGERY concerning the provision of a new doctors surgery for Peel. It was indicated that the Government pink book of expenditure did not include current provision other than design fees for a new centre and Mr. Gimbert expressed concern at on-going long term delay. The Chairman indicated that a meeting with the Officers from the Properties Section of the Department of Health and Social Security had been arranged and that the matter could be discussed with regard to time scales at that time.
VIKING 07/408 Mr. Gimbert referred back to Minute 07/363
FESTIVAL with
specific regard to the storage of the Viking stockades and equipment at the
Loades Factory on
UNDERGROUND 07/409 Mr. Lace referred back to Minute 07/366 and
DUCTS IN ROADS indicated that reference to sewers was incorrect and requested that the words sewers within the Minute be deleted. AGREED
BALLAQUANE 07/410 Mr. Lace referred back to Minute 07/367 and
ROUNDABOUT indicated that he had been lead to believe by Mr. Crookall, MHK that work had started on making the roundabout safer. This could not be confirmed and it may be that the Road Safety Officer was currently monitoring the situation. It was AGREED that the Town Clerk write to Mrs. Hazel Fletcher of the Department of Transport and enquire whether the survey work had been completed and if so whether a report was available with a request as to when the actual work would commence.
SEWER OUTFALL 07/411 The Town Clerk referred back to Minute 07/381 and indicated that upon enquiry the works undertaken on the sewer outfall had involved ultrasound equipment and was related to survey work only. The Commissioners indicated a desire for the outfall to be capable of handling any catastrophic overflow situation that might arise.
5 A SIDE 07/412 Reference was made back to Minute 07/382
GOAL POSTS and the Town Clerk advised that the posts were beyond repair due to badly rusted metal. It was AGREED that the posts be replaced and that the original suppliers of the posts be advised accordingly.
Mr. Lightfoot enquired as to when the top soil was to be laid at the pool area and the Town Clerk indicated that it was in the work schedule for the Technical Officer. Members were keen to see the work undertaken at an early date and that the Technical Officer obtain a price for seeding the top surface together with pricing up re-turfing.
CARMANE 07/413 Mr. Lace referred back to Minute 07/384 and
CLOSE asked that the Department of Local Government and the Environment be contacted with a request that the houses at this estate be transferred to the housing stock owned and operated by the Commissioners.
MANX GAS 07/414 The Town Clerk reported that upon contact with Manx Gas Limited it was the intention to undertake a feasibility study involving Central Government with a view to an expansion of its town gas supply. If Peel were to be provided with town gas the date at which such work would be undertaken was the financial year 2009/2010. NOTED
LOCAL 07/415 Members noted receipt of a letter from the
AUTHORITY RENT Housing Policy Manager at the Department of

be increased by 5% for the financial year commencing

LOCAL 07/418 Further consideration was given to the request
GOVERNMENT for an Order under Section 14 of the Act
MISCELLANEOUS concerning the service of a notice on Street
PROVISIONS ACT 1984 Heritage Limited if the amenity of the district was seriously injured by the condition of any garden or vacant or other open land. After due consideration it was AGREED that an Order requesting the abatement of the nuisance be issued and that a period of twenty one days be allowed for the third party to remove the said items of stockades, W.C’s and other items.
PA 07/02109/B 07/419 The Town Clerk advised that an Appeal was
ON APPEAL scheduled to be heard concerning the Street Heritage Construction Limited appeal against approval to the renovation and erection of a single storey and a two storey extension and installation of a replacement dormer on rear elevation of 41 Stanley Terrace, Christian Street, Peel. It was AGREED to make no comment on this Appeal application.
WESTERN 07/420 Upon request from the Secretary to the Western
ATHLETIC CLUB Athletic Club it
was AGREED that the use of the
campsite block be permitted for the payment of annual subscriptions for the
members taking part in the summer track and field league races on
ISLE OF MAN 07/421 Consideration was given to a request from the

HARBOUR 07/422 The Town Clerk referred to a news release from
FOOTBRIDGE the Department of Transport
concerning the closure of the footbridge and flap gate in
CAR RALLY 07/423 Mrs.
Moughtin referred to the recent car rally which for the first time held a stage
within the Town of
PEEL CASTLE 07/424 Mr. Lightfoot indicated that upon completion of the
Harbour Divisions marina scheme the view of the castle at night would not be
particularly evident. He enquired
whether Manx National Heritage would be prepared to consider lighting the
castle from the inside to make it more prominent to the general public. Mr. Lace indicated that he would raise the
matter at the next meeting of Manx National Heritage scheduled for
LEAFLETS 07/425 Members noted a draft leaflet which would be
OF PEEL appropriate to issue to
visitors to Peel and had been prepared by Mr. Vic Bates. Members AGREED
that the colour leaflet was attractive and was prepared to fund the cost of a
suitable print run. It was suggested
that if the leaflet could be printed before the end of March then one could be
placed in each copy of the Peel City Guardian scheduled for printing on
PEEL TRADERS 07/426 The Chairman suggested that a further meeting be arranged for the Town’s traders to try and establish some momentum to re-establish the Chamber of Trade Tourism and Commerce in Peel. The matter would be published in the local paper and on the Commissioners website and it was agreed that the Commissioners look to facilitate such a meeting and upon suggestion from Mrs. Birkett provide a venue and the supply of tea and biscuits for refreshments to those traders that attended.
MANX RADIO 07/427 The Chairman indicated that the Manx Radio
WEB CAM web cam for Peel Promenade appeared to have been broken and it was AGREED to contact the Manx Radio with a view to getting it fixed.
