The MINUTES of a GENERAL MEETING held in the Board Room, Town Hall, Derby Road, Peel on Thursday 20th March 2008 at 7.00p.m.

CHAIRMAN’S           07/428               The Chairman welcomed the Press to the

WELCOME                                          second meeting of March 2008 and commented upon the recent exhibition of metal detectors on display at the Leece Museum. 

 

MINUTES                   07/429               The Minutes of the meeting held on 21st February 2008 were taken as read and CONFIRMED.

 

HEAVY GOODS        07/430               Reference was made back to Minute 07/403

VEHICLES                                           and the Town Clerk confirmed that a letter had been sent to Mr. Hannay, Director of Highways requesting a heavy vehicle weight limit on Church Street.  A response was awaited. NOTED

 

COMMISSIONERS   07/431               Mrs. Birkett referred to the next edition of the

NEWSLETTER                                     Commissioners newsletter scheduled for issue in early April and indicated that an additional sheet of A4 information from the Police be inserted.  NOTED

 

VALUATION             07/432               The first supplemental valuation list for 2008

LIST                                                      was NOTED.

 

RENT AND                 07/433               Members noted receipt of a list of objectors to

RATING APPEALS                             rates in the Peel area.  It was AGREED that no

                                                              response be made to the Appeal requests submitted by Mrs. Harding of 64 Kerroo Coar, Mr. Cawley of 55 Kerroo Coar, Mr. & Mrs. Boothby of 62 Kerroo Coar, Mr. E Crompton in respect of B. Crompton and Co Limited, The Quay, Peel  and Mr. & Mrs. Jones of Three Peaks, Poortown Road, Peel and Mr. T Cowin of Sea Peep, Poortown Road, Peel.  NOTED

 

DRAFT                        07/434               Members gave consideration to a statutory

LICENSING AND                               document concerning the Draft Licensing and

REGISTRATION OF Registration of Vehicles (Amendment)

VEHICLES REGULATIONS               Regulations 2008.  Members had no comment

2008                                                      on the draft.

 

PUBLIC PAY              07/435               Consideration was given to a letter form Manx

PHONES                                              Telecom which was in the process of reviewing all pay phones on the Island as part of a major upgrade.  In a declining market public pay phones were now taking less money than previously and it appeared un-economical to maintain the existing pay phones.  The Town Clerk referred to the pay phone on the Market Place and indicated that Telecom had requested assistance from the Commissioners to dig the trench for a suitable cable to enable the current unit which operated on a phone card only to accept a monetary unit.  The Commissioners queried the reason why it should assist in this provision of a new public phone and after discussion agreed not to assist Telecom as sought. 

 

ISLAND IN                 07/436               Members noted receipt of literature from the

BLOOM COMPETITION                    Department of Tourism and Leisure regarding the annual Island in Bloom competition.  It was AGREED that the Town be entered in the competition as in previous years and that Member give consideration to appropriate entries for the various categories. 

 

VINTAGE RALLY      07/437               Members agreed the staging of the Manx Rally by the Vintage Motorcycle Club on Monday 25th August 2008.  The rally would be sited at the far end of the Promenade from 3.00p.m. to 5.00p.m.  AGREED

 

SAFE BATHING        07/438               Consideration was given to a booklet and

BOOKLET                                           upgrade its booklet on this matter.  It was AGREED to suggest to the Division that notices be placed on the Breakwater warning persons not to jump off the back of the breakwater.

 

PLANNING                07/439               The following planning applications were

                                                              PA 08/00394/B Conversion of part of garage to a study, dwelling under construction, Plot 130, Reayrt ny Keylley, Peel.  RECOMMENDED FOR APPROVAL.

 

                                                              PA 08/00406/B Erection of first floor extension, 8 Ballellis, Ballawattleworth Estate, Peel.  RECOMMENDED FOR APPROVAL.

 

                                                              PA 08/00428/B Rear single storey extension and terrace at first floor over garage, 4 Ballaquane Road, Peel.  RECOMMENDED FOR APPROVAL.

 

                                                              PA 08/00359/B To lower pavement kerb, 35 Oak Road, Ballawattleworth Estate, Peel.  RECOMMENDED FOR APPROVAL.

 

PROMENADE            07/440               Consideration was given to a letter from Mrs.

KIOSK                                                 Rose, tenant of the Kiosk on Peel Promenade.  Permission was sought to again erect a tent alongside the kiosk on the occasion of special events during the summer period.  It was AGREED that permission be given for this request together with the period that the Peel Beach Mission were in Peel. 

 

ROAD TRAFFIC        07/441               Consideration was given to two draft Orders

REGULATIONS ACT 1985                 under the Road Traffic Regulation Act 1985.  The first related to revoking a reserved parking place on a section of Stanley Mount, Peel.  Members had no comment on this draft Order. 

 

                                                              Consideration was given to two requests for road closure Orders in respect of the Parish Walk on 21st June 2008.  The road closure sought related to that section of Derby Road from Atholl Place to the entrance to St. Germans Cathedral between 1.30p.m. and 5.30p.m. AGREED.  The second application related to Sunday 6th July which would be Peel Pirates Family Fun Day and the request was for the Promenade Weatherglass corner to its junction with Walpole Road.  Members had no objection to this application. 

 

WARD LIBRARY       07/442               Consideration was given to a request from the librarian following her meeting with Members of the Isle of Man Public Libraries Group the previous evening concerning the National Year of Reading.  Publicity items and posters had been printed and it was agreed that they be distributed accordingly.  In addition there would be a short film and a writing competition with assistance provided by the Isle of Man Arts Council.  It was noted that Manx Radio was interested in promoting the campaign together with the local newspapers and after discussion the Commissioners AGREED to support the National Year of Reading. 

 

                                                              Mrs. Horton also referred to a problem with the c-drive of the library computer and it was AGREED that it be repaired if at all possible. 

 

SWIMMING               07/443               Mr. Baker referred to a recent fire alarm

POOL                                                   incident at the pool which required the evacuation of all the occupants.  Fortunately it was a false alarm. However, concern was expressed over the children remaining outside without any cover in the cold.  Mr. Baker requested access to the amenity campsite block should an incident repeat itself and people especially children were evacuated from the pool.  It was AGREED that a key be offered to the administrators at the pool for use in a genuine emergency.

 

ROAD GULLIES        07/444               Reference was made to the cleaning of road gullies and it was AGREED to investigate the acquisition of a steam cleaner attachment that could be attached to the street cleaner to assist in cleaning the gullies, a responsibility of the Department of Transport.
