The Chairman welcomed the public to the meeting and took pleasure in asking Mr. Malcolm Kelly to present the T A Kelly Shield to Mr. Gordon Brew in recognition of his volunteer work with athletics in Peel.

HOVERCRAFT LANDING

Upon a proposal from Mr. Lace it was AGREED that Minute C08/193 be transferred to the public record as follows:

 

“Mr. Lace indicated that the first hovercraft landing on the Isle of Man entailed a visit to Peel beach.  He thought the occasion could be marked with a plaque attached to the sandstone wall on the beach adjacent to the Weatherglass Corner.  AGREED

 

Mr. Lace subsequently indicated that there was already a carved plaque within the stonework of the wall at the beach and that this needed attention to make it more visible to the public.  

 

 

 

 

 

COMMISSIONERS PUBLIC MEETING

Reference was made back to Minute 08/219 and the Town Clerk confirmed that the meeting with the public would take place on Saturday 4th October 2008 between 2.00p.m. to 4.00p.m. in the Corrin Hall, Peel.  NOTED

BALLAWATTLEWORTH ESTATE

Reference was made back to Minute 08/222 and the Town Clerk confirmed that a letter had been sent to the Department of Transport requesting the reduction in the speed humps as a matter of urgency. 

 

Ms. Hardman suggested that the bus link to this area of the Town could be via Ballaquane Road as opposed to travelling within the estate itself.  Mr. Gimbert opposed this suggestion as the estate itself as Oak Road has been earmarked as a link road between the Ramsey Road and the Poortown Road at some point in the future by the Department of Transport.

 

 

 

 

 

PROPERTY PORTFOLIO

The Town Clerk confirmed that he was scheduled to meet with Mr. Crowe of Chrystal Commercial to update the property portfolio and also obtain a valuation of the former swimming pool site on Marine Parade.

SEAGULLS

Reference was made back to Minute 08/238 and it was indicated that the only way to encourage lesser numbers of seagulls was to request the public not to feed them.

 

 

 

 

 

TRAFFIC SAFETY MEASURES

The Town Clerk advised that the “smiley face” traffic control sign was now available for placement within the Town.  After discussions with the Police it was suggested that Derby Road in the vicinity of the Clothworkers School would be the optimum site.  Mr. Gimbert indicated that a traffic speed test was currently being undertaken on Derby Road and that it would be better to await the completion of this test prior to placement of the sign.  As an interim measure it was AGREED that the sign be placed on the Ramsey Road approach into Peel.

ALBANY ROAD RESURFACING

The Town Clerk indicated that he had been advised by an official at the Department of Transport that the resurfacing of Albany Road was scheduled for completion within the current financial year by the Department of Transport.  NOTED

Members noted receipt of a letter from the Secretary to the Western Athletic Club which indicated that a race would be held in and around Peel on 5th October 2008.  NOTED

PEEL CAMPSITE

Consideration was given to a request from the Second Onchan Scout Group to hold a summer camp at the Derby Road Campsite from 1st to 8th August 2009 involving between 20 and 30 scouts with 6 tents and a mess tent.  It was AGREED to offer the scout group a 50% reduction for the summer camp.

Members noted receipt of a letter from the head of the Poppy Appeal dated 2nd September 2008 setting out the Royal British Legions drive to attract new poppy appeal volunteers.  NOTED

 

 

 

 

 

LETTERS OF THANKS

Members noted receipt of three letters of thanks from the Manx Tri Club following the successful Peel sprint triathlon, from the Peel Sailing and Cruising Club dated 28th August 2008 thanking the Commissioners and staff for assistance to the club through the summer months and from the Huntingdonshire Music School Association following their successful visit to the Isle of Man for a summer music tour.  NOTED

 

 

 

 

 

CIVIC SUNDAY SERVICES

Members noted receipt of two invitations to attend Civic Sunday Services.  The first was for 11.00a.m. on Sunday 12th October 2008 from Lonan Parish Commissioners and the other was for the 12th October at 3.00p.m. from Braddan Parish Commissioners.  The Chairman indicated that she would attend the morning service at Lonan and the Vice Chairman indicated he would attend the afternoon service at Braddan.

 

 

 

 

 

MAXIMUM RATE ORDER 2008

Members noted receipt of a letter from the Minister of the Department of Local Government and the Environment regarding the Maximum Rate Order 2008 which was scheduled to be placed before the October sitting of Tynwald.  The Town Clerk indicated that one factor that remained unknown at the current time was the likely cost of salaries and wages which formed a significant portion of the town rate income.  Mrs. Moughtin indicated that the Commissioners always tried to impose a minimum rate rise.  It was AGREED to advise the Minister accordingly.

Upon recommendation from the Environmental Health Officer it was AGREED that flats 5, 7, 9, 21, 23 and 25 Fuchsia Road, Reayrt Ny Keylley, Peel be registered in accordance with the regulations. 

 

 

 

 

 

CREEK INN

The Town Clerk updated Members on his attendance the previous week at the licensing court application for an extension of the outdoor drinking area of The Creek.  A letter of objection had been lodged with the Court and the Town Clerk indicated that the Court had decided to adjourn the application for a three months period to the 11th December 2008 pending resolution of outstanding ownership dispute of the land in question between The Creek Inn owners and the Department of Transport.  NOTED

 

 

 

 

 

STANDING ORDERS

Members noted receipt of a final draft of the revised Standing Orders and subject to two minor typographical amendments and one amendment to Section 21 regarding the Minutes of meetings in which it was proposed by Mr. Gimbert that outstanding action points be updated as a matter of course.  It was AGREED that the Standing Orders be forwarded to at the printers for printing of the final version of Standing Orders.

TWOSMART

The Town Clerk referred to an invitation from the Twosmart Team to a performance by students of the Queen Elizabeth High School on Friday 26th September between 5.30p.m. and 6.30p.m.  The performance would highlight the following items: Two smart for drugs, Two smart to smoke, Two smart for bullying and

Two smart for alcohol. This performance was arranged in conjunction with Inspector Brittan of the Peel Police Station.   The Chairman and Mr. Beale indicated that they would attend.

HIGHWAYS ACT 1986

The Town Clerk referred to a road closure in respect of East Quay, Peel from 18th September to no later than the 1st February 2009 in respect of construction work being undertaken between East Quay’s junction with Mill Road and a point adjacent to the House of Manannan car park entrance.  Mr. Lace referred to the recent heavy rain and indicated that Mill Road had become flooded and there was assurances required that access to Close Chairn and the breakwater should be maintained by the Department.  It was AGREED that the Department be advised of this difficulty.

SHAMYR HEY TEA ROOM

A request had been received for the placement of second hand stalls on the pavement area in front of Shamyr Hey Tea Rooms.  After consideration it was AGREED TO REFUSE the request on safety grounds.

PEEL HERITAGE TRUST

Reference was made to a recent meeting of Peel Heritage Trust at which the public litter bins had been discussed.  To prevent access by gulls it was noted that a firm called Swintext were able to supply kit for each bin in which plastic apertures could be fitted to prevent gulls gaining access to the bins.  It was AGREED to investigate the cost such apertures for possible insertion in the Peel bins.

WEST VIEW PLAY AREA

The Town Clerk reported the a further incident at the West View Play Area involving youngsters  spreading dog muck over the play areas.  It was NOTED that the matter had been referred to the Police for investigation.

 

 

 

 

 

HARBOUR WEBCAM

Mr. Lace enquired whether the webcam from the House of Manannan taking in Peel harbour could be offered to the Manx Radio wedcam site.  It was AGREED that the Town Clerk contact Manx Radio accordingly.

PROMENADE WALL

Mr. Lace enquired as to whether a start date had been arranged by the Department of Transport for the building of the first section of promenade wall from the Weatherglass corner to the kiosk.  The Town Clerk advised that he was unaware of a start date at present.

 

 

 

 

 

WESTERN CIVIC AMENITY SITE

Discussion ensued over the plans for an extension of the Western Civic Amenity Site and it was AGREED that arrangements be made for the Commissioners to be briefed on the long term proposals together with the temporary measures that would apply during the extension works.

Mrs. Moughtin enquired as to whether the damage caused to the IRIS clock was repairable.  The Town Clerk undertook to investigate the matter.
