At the Commissioners’ Board meeting on 21 August 2025 decisions were made on the following agenda items:

The Board noted the Minister for infrastructure would attend the September 2025 Board meeting to discuss the planned 20mph speed limit zone in Peel.

Planning Application 24/00301/B ongoing operation of temporary silt lagoon facility between Ballaterson Farm and Peel Marina until 31 December 2027 (Amended Drawings). The Board agreed to oppose this application for the following reasons:

  • The Commissioners were concerned the location for depositing the processed silt had not received planning consent and this needs to happen before the termination date for the temporary silt lagoon facility can be set.
  • The Commissioners would like further information on the licensed transport route proposed when the silt is taken away from the temporary lagoon including the possibility of using an extension of the new sewage works access road to avoid traffic using the narrow residential streets in Peel.
  • The Commissioners would like further information on how the silt flowing into the harbour will be removed and processed in the future without the need for a lagoon.

The Board reviewed and supported an appeal from the organiser of a the Trex Run event on 30 August to allow their charity sponsor’s coffee sales van to be located on the proposed Trex running course. This overturned the Event Committee’s decision to allow this van to be located between Stanley Road and the Creg Malin car park where runners were scheduled to muster for this privately organised event.

The Board deferred a decision on levelling the seven aside football pitch on the Headlands and the provision of a new youth shelter on Peel Hill (overlooking Fenella Car Park) pending the receipt of costing information and an assignment of a priority for these projects by the Events and Commercial Innovation Committee.

The Board noted the Department of Infrastructure intended to close the harbour footbridge on 8 September for four weeks.

The Board agreed to continue to provided the highway maintenance services delegated to local authorities in 2015 based on the ongoing suspension of escalating charges for the disposal of domestic waste at the Energy from Waste Plant.

The Board agreed to submit a response to the Tynwald Commissioner for Administration consultation. This response will include information submitted by the Commissioners to the Town Hall by 12 September.

The Board deferred consideration of the Strategic Plan Preliminary Publicity Consultation until their September 2025 meeting and agreed the provision of specialist planning support.

The Board agreed not to allow the relocation of the vehicle electric charging from the Market Place into the Douglas Street car park and refused the provision of five additional charging spaces in the Douglas Street car park at this time.
